  September 1972
Port Plaza Development Co. formed by Milwaukeean Harold Rosenthal and contract awared to his company. First Wisconsin Building initial Structure in designated development area.
Mayor Tilleman 1972
Mayor Donald Tilleman died on November 27, 1972 at age 53 in New York City while on city business regarding the downtown urban renewal. Accompanying him were his wife, Jane; John M. Rose, President of Kellogg Citizens National Bank; a member of the city's Redevelopment Authority; and John Yuenger of the Green Bay Press-Gazette.

JC Penney's returns to Port Plaza and $16.5 million financing arranged by Bank Services Mortgage Co., as subsidiary of Kellogg-Citizens National Bank, and Bank of New York.
  December 1975
Development Control, Northfield, Ill., assumes ownership and development responsibilities of mall.
  August 1976
Firs Tax Increment Financing district formed. Zig-zag area roughly from Norht Chestnut Avenue on the west side of the Fox River to Madison Street on the east side, from Doty and South Adams streets on the south to Main, Elm and Cedar on the north.

August 1977
500,000 square foot Port Plaza Mall opens its doors with a gala ceremony. Thousand of shoppers over the next 20 years will visit the stores from a 60 mile radius. Mayor Monfils is master of ceremonies at the event. Adjacent new structures include Brown County Library, IBM Building and 400 Monroe Plaza apartment housing for elderly.

1979
The beltline around the city is built. This 22.4 mile highway includes USH 41, Interstate 43, and STH 172. The complete beltline consists of 14 exits into the metro area.
