  February 1980
Green Bay voters approve bond issue 13,659 to 12,772 in highest voter turnout for winter primary election in 16 years. North Washington Street closed in 300 block to connect Prange's first floor to the mall.
Port Plaza Mall Redevelopment

1980
With the popularity of Port Plaza Mall, a new expansion began. Now businesses along Washington and Adams Streets were targeted for relocation. Officials negotiated and finally landed the Boston Store for its third anchor. The store opened in 1985. During this time, several new office buildings were built downtown.

Boston Store August 1982
Boston Store opens $10 million, 110,000 square foot store and 50,000 square feet added to Port Plaza Mall at developer's cost of $2.5 million.
Artstreet

1982
Art Street makes its debut in downtown Green Bay. As the name implies, the event was held on the streets of downtown. It included 79 artists from northeast Wisconsin. The 3-day event has been held annually in August each year and recently features over 200 artists from 20 states, Canada and England. The event includes visual arts, edible arts, music and events for children.

  June 1983
TIF-2 formed and includes $6.1 million in public bonding for public works and property acquisition, structure razing and relocation. Area covers 200 and 300 blocks of Main Street and west bank of Fox River south of Neville Public Museum. TIF-2 bonds will be repaid in 2002.
Embassy Suiltes August 1985
Embassy Suites opens in TIF-2. The eight-story hotel with 223 suites, is the first structure in the $25 million Regency Center complex.
Rivers Edge Apartments February 1986
Construction begins on $3.8 million River's Edge apartment complex along west bank of Fox River.
Regency Office Bldg May 1986
The six-story Regency Office Building, owned by Shade Information Systems and Barberg & Associates, opens. Later Barberg tells proposal for another six-story office structure at Main and North Madison streets.
I-43 Business Center

1988
After several years of planning and acquisition, a new business center is opened on Green Bay’s far east side on August 4, 1988. I-43 Business Center is an 828 acre park dedicated to manufacturing, business, office, and lodging locations. By 2004 the park had almost reached it capacity.
