Francis Desnoyers was born in Detroit, July 29, 1813, and first came to Green Bay on a visit in 1850. Here he engaged in mercantile pursuits for some years. On retiring, he took up real estate business, and among other buildings, he erected what is known as "Uncle Frank's Block" in 1865 as well as a six-story building on the west side of Washington Street and a four-story building on the east side of Washington Street.

He married Miss Louisa A. Beard, a native of Philadelphia and daughter of Captain Beard, who at one time was a Captain in the U.S. Army.

Three children were born to Francis and Louisa Desnoyers: Marie L., Elizabeth, and Frank B. (Frank B. Desnoyers later served as mayor himself).

Francis X. Desnoyers died August 13, 1868. He was a Republican and also served as alderman.
