Paul F. Jadin was born in Green Bay on May 2, 1955. Paul and his seven siblings grew up in Kewaunee County and were raised by their mother, Patricia. He attended Kewaunee schools and graduated from Kewaunee High School in 1973. He was salutatorian, president of his class, president of four clubs, captain of football and track teams. Paul received a full scholarship to Northwestern University and majored in political science. He was president of Phi Kappa PSI fraternity and winner of three leadership awards. He graduated in 1977. Paul then headed to Florida State University to study public administration and interned with State Association of County Officials concentrating on budgeting. He earned his Masters Degree with a 3.6 GPA in 1979.

On August 27, 1982, he married Jane M. Stangel in Kewaunee and together they have four children, Erin, Michael, Charles, and George.

Paul spent one year with Marathon County and the City of Wausau as Personnel Technician before becoming Portage County's Personnel Director at age twenty-five. One year later, he assumed responsibility for Stevens Point's human resources activities. He became chief negotiator for both city and county in 1982.

Paul returned to Green Bay in 1988 as Director of Personnel and Labor Relations for the City of Green Bay. He was chief negotiator in all collective bargaining involving sixteen units. During his fifteen-year tenure as a Personnel Director and Chief Labor Negotiator, he served stints as President of both the Municipal Employer's Association of Wisconsin and the Wisconsin Public Employer Labor Relations Association.

In April of 1995, Jadin was elected Mayor of Green Bay. Even though he was a political unknown at the time, he was able to articulate a progressive and energetic message which propelled him to victory in an eight-person primary. He then won the general election with fifty-five percent of the vote and, four years later, became the first mayor in fifty years to be re-elected without opposition.

Partnership, which grew out of his vision for a holistic approach to neighborhood sustainability. Under this program, the city dedicates community development block grants, community policing, code enforcement staff, and neighborhood division efforts to key "impact areas" in the community while partnering with the private sector to offer low-interest loans for people to locate in the city's original neighborhoods.

He was also instrumental in the "quicker than expected" revitalization of the Broadway area where the city has worked to eliminate problem bars and adult bookstores, which has freed up space for redevelopment. The city's partnership with the district's Main Street Program has made Broadway a safe and attractive destination rather than the seedy and unsightly area that gave it a nasty reputation through 1995.

Government accountability was another hallmark of the Jadin era. He merged the city's clerk and treasurer divisions, eliminated two levels of rank in the police department which created the savings to grow the city's award-winning community policing program, combined the city's Human Resources Department with Brown County's, worked to implement a joint communication center with Brown County and the City of De Pere and, throughout his term as mayor, managed to keep annual budget increases at an average of three percent.

Paul has been President of Wisconsin Public Employer Labor Relation Association; President of Municipal Employer's Association of Wisconsin; member of the Executive Board of the Green Bay Area Labor/Management Council; member of the U.S. Conference of Mayors and President of the Wisconsin Alliance of Cities, Inc.

Jadin brought his negotiation experience to bear on some major city covenants, including a "fee for service" agreement with the Oneida Nation, two leases and a cooperation agreement with the Green Bay Packers, a purchase and sale of the Port Plaza Mall (now Washington Commons) several development agreements, and the water negotiations with nine suburbs.

He is blessed with a very supportive and energetic wife who became a model first-lady for Green Bay. Jane Jadin has served on nearly a dozen boards or committees and still finds time to raise four children. Jane and Paul have been married for over twenty years and are very active in St. Francis Xavier Cathedral Parish where they serve as ministers of the Eucharist and Lector/Commentator. Prior to entering politics, Paul also served as parish Council President and President of the St. Thomas Moore School Board.

Paul's next career was President of the Green Bay Area Chamber of Commerce.
