APPROVAL OF MINUTES

 

1.            Approval of the December 12, 2005 Traffic Commission minutes.

A motion was made by Ald. Kriescher, seconded by Mr. Kuepers and carried to approve the minutes of the December 12, 2005 Traffic Commission meeting.

 

INITIAL REQUESTS

 

2.            Review of 2005 fourth quarter serious/fatal traffic crashes within the City of Green Bay.

Commander Arts distributed copies of fatal crash reports from the 4th Quarter of 2005.  Two reported crashes were described in which there were three total fatalities.  The determining factors in both crashes were related to speed and alcohol over the legal limit.

A motion was made by Ald. Kriescher, and seconded by Ms. Macaux and carried that the report of the 4th Quarter Serious/Fatal Traffic Crashes within the city limits of Green Bay be received and placed on file.

 

3.            Request by Ald. Theisen to establish on-street public parking on Washington, Chicago and Adams Streets, adjacent to Fire Station 1.


Mr. Schuurmans informed the Traffic Commission the intent of this parking zone would be for Fire Department staff to park on streets adjacent to Fire Station 1. Recent theft and vandalism to vehicles in the parking lot under the Mason Street Bridge south of the fire station has prompted fire department personnel to request on-street parking adjacent to the fire station property. 

 

A motion was made by Ald. Kriescher, and seconded by Mr. Hopp to refer this item to the Department of Public Works for study.

 

 

4.            Request by the Traffic Engineer to remove the NO PARKING 7:00 p.m. to 6:00 a.m. daily restriction on both sides of Schoen Street from Mason Street to Lost Lane.

Mr. Schuurmans informed the Traffic Commission that the local residents on Schoen Street feel the parking restriction is no longer needed as the expansion of “The Bar” has adequate parking off of Lime Kiln Road and patrons of that facility are no longer using Schoen Street. Therefore he recommends that this zone be removed.

A motion was made by Ms. Kuiper, seconded by Cmdr. Arts and carried that on a 90-day trail basis the NO PARKING 6:00 PM TO 6:00 AM daily restriction on both sides of Schoen Street from Mason Street to Lost Lane be removed. 

 

5.            Request by Ald. Nelson for a 2 HOUR PARKING 7:00 AM TO 7:00 PM MONDAY TO FRIDAY zone on Sundale Drive.

 

Ald. Nelson surveyed the property owners on Sundale Drive and the consensus among the homeowners along this drive are requesting a TWO HOUR PARKING ZONE to eliminate parkers using the street all day.

 

A motion was made by Ald. Kriescher, seconded by Ms. Macaux and carried to establish a TWO HOUR PARKING 7:00 AM TO 7:00 PM Monday through Friday zone on Sundale Drive in its entirety.

 

6.            Request by Ald. VanderLeest to review parking restrictions on Loch Drive, north of Ninth Street.

Mr. Schuurmans informed Traffic Commission members that the Park Department recently installed a snow fence along Loch Drive in Colburn Park that prohibits sledding adjacent to Loch Drive.  Mr. Schuurmans recommended that the existing NO STOPPING OR STANDING zone on Loch Drive from Ninth Street north be removed.

A motion was made by Mr. Kuepers, seconded by Cmdr. Arts, that on a 90-day trail NO STOPPING OR STANDING November 1 through March 31 restriction on both sides of Loch Drive from Ninth Street to a point 475 feet north of Ninth Street be removed.

7.            Request by Ald. VanderLeest to create a NO PARKING zone on Seventh Street at Taylor Street.

 

Mr. Schuurmans informed the Traffic Commission members that Ald. Van Der Leest would like to create a NO PARKING HERE TO CORNER zone on both sides of Seventh Street at Taylor Street.

 

A motion was made by Ms. Macaux, seconded by Mr. Kuepers and carried that  on a 90-day trial basis a NO PARKING zone be created on both sides of Seventh Street from Taylor Street to a point  80 feet east of Taylor Street. 

 

 

 

8.            Request by the Traffic Engineer to remove the NO PARKING DURING SCHOOL HOURS restriction on the north side of Division Street from Fisk Street to Locust Street.

Mr. Schuurmans informed the Traffic Committee Commission that Saint  Jude School has closed, therefore the parking restrictions adjacent to the school can be removed.

A motion was made by Mr. Hopp, seconded by Mr. Kuepers and carried  to remove the NO PARKING DURING SCHOOL HOURS restriction on the north side of Division Street from Fisk Street to Locust Street be adopted by ordinance.

 

9.            Request by the Traffic Engineer to remove the NO PARKING DURING SCHOOL HOURS restriction on the east side of Fisk Street from Kellogg Street to Division Street.

A motion was made by Mr. Hopp, seconded by Mr. Kuepers and carried to remove the NO PARKING DURING SCHOOL HOURS restriction on the east side of Fisk Street from Kellogg Street to Division Street be adopted by ordinance. 

 

10.            Request by the Traffic Engineer to remove the NO PARKING DURING SCHOOL HOURS restriction on the south side of Kellogg Street from Fisk Street to Locust Street.

A motion was made by Mr. Hopp, seconded by Mr. Kuepers and carried to remove the NO PARKING DURING SCHOOL HOURS restrictions on the south side of Kellogg Street from Fisk Street to Locust Street be adopted by ordinance. 

 

11.            Request by the Traffic Engineer to remove the NO PARKING DURING SCHOOL HOURS restriction on the west side of Locust Street from Kellogg Street to Division Street.

A motion was made by Mr. Hopp, seconded by Mr. Kuepers and carried to remove the NO PARKING DURING SCHOOL HOURS restrictions on the west side of Locust Street from Kellogg Street to Division Street be adopted by ordinance.

 

REFERRED BACK FROM STUDY

 

12.            Request by Ald. Fradette for a three-way STOP condition at the intersection of Eastman Avenue and Henry Street.

 

Mr. Schuurmans summarized the data collected and the methodology used for evaluating the intersection of Eastman Avenue at Henry Street.

 

·        Eastman Avenue has a daily traffic volume of 1700 vehicles.

·        Henry Street has a daily traffic volume of 650 vehicles.

·        Crash history does not support need for additional traffic control.

·        Stop criteria using Manual of Uniform Traffic Control (MUTCD) – Crash data, Count data, Field evaluation does not support Multi-Way Stop condition.

Traffic commission members agreed with the study performed by the traffic engineer. The concern from local residents is to control speed along Eastman Avenue and that is not the intended purpose of a Multi-Way stop sign.

A motion was made by Ms. Macaux, seconded by Mr. Kuepers and carried that the request by Ald. Fradette for a three way stop at the intersection of Eastman Avenue and Henry Street be received and placed on file and that the DPW continue to monitor this intersection.

13.            Request by Ald. Wery for an all-way STOP condition at the intersection of Ninth Street and Gross Avenue.

 

Mr. Schuurmans summarized the data collected and the methodology used for evaluating the intersection of Ninth Street at Gross Avenue.

 

·        Ninth Street is classified as a minor arterial and has a daily

traffic volume of 6200 vehicles.

·        Gross Avenue is classified as a collector street and has a

      daily traffic volume of 1900 vehicles.

·        Crash history does not support need for additional traffic control

·        Stop criteria using Manual of Uniform Traffic Control (MUTCD) – Crash data, Count data, Field evaluation does not support Multi-Way Stop condition.

 

A motion was made by Ald. Kriescher, seconded by Ms. Macaux and carried to suspend the rules to allow interested parties to speak.

 

Joanne Zalec the Adult Crossing Guard assigned to this intersection and informed the traffic commission of her concerns.

·        Traffic on Ninth is traveling above the posted speed limit.

·        Motorists are not obeying her “STOP” condition when crossing students.

·        This should be signed like other school crossings with 15 MPH when children are present.

·        Additional enforcement of existing speed limit is needed.

 

Roy Bryant (1772 Western Avenue) stated the existing enforcement of traffic laws is inadequate.

A motion by Ms. Kuiper, seconded by Cmdr. Arts and carried to return to regular order of business.

Traffic commission members agreed with the study performed by the traffic engineer. The concern from local residents is to control speed along Ninth Street and that is not the intended purpose of a Multi-Way stop sign. They recall this item from past studies and do not feel traffic characteristics on Ninth Street have changed since the last study. They agreed with Mrs. Zalec that modifying the signing may help motorist better understand this crossing if the signs were consistent with a school zone.

A motion was made by Ald. Kriescher, seconded by Cmdr. Arts and carried that the request by Ald. Wery, for an all-way STOP condition at the intersection of Ninth Street and Gross Avenue
be received and placed on file and the DPW be directed to:

 

1       Replace existing Pedestrian signing with SCHOOL AHEAD, 15 MPH when children are present and SCHOOL CROSSING signage.

2.     Paint ladder type crosswalk on the west leg of Ninth Street at Gross Avenue.

3.     Continue to monitor and work with traffic enforcement to have a greater presence at this location.

4.     Apply for Grant Aide for pedestrian actuated flashing beacon

14.            Request by Ald. Wery, on behalf of Peter Rowe, for an all-way STOP condition or reversal of the existing two-way STOP condition at the intersection of Spence and Biemeret Streets.

Mr. Schuurmans summarized the data collected and the methodology used for evaluating the intersection of Biemeret Street and Spence Street.

·        Biemeret Street has a daily traffic volume of 550 vehicles.

·        Spence Street has a daily traffic volume of 316 vehicles.

·        Crash history does not support need for additional traffic control

·        Stop criteria using Manual of Uniform Traffic Control (MUTCD) – Crash data, Count data, Field evaluation does not support Multi-Way Stop condition.

 

A motion was made by Cmdr. Arts, seconded by Mrs. Macaux and carried that the request by Ald. Wery, on behalf of Peter Rowe, for an all-way STOP condition or reversal of the existing two-way STOP condition at the intersection of Spence and Biemeret Streets be received and placed on file and  the DPW continue to monitor.

TERMINATION OF 90-DAY TRIAL PERIODS

 

15.       That, on a 90-day trial basis, remove the 2-HOUR 7:00 AM TO 7:00 PM MONDAY THRU FRIDAY zone on both sides of Mossy Oak Circle from Laverne Drive to the western terminus of Mossy Oak Circle.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher, and carried that the removal of the TWO-HOUR PARKING 7 AM TO 7 PM Monday through Friday zone on both sides of Mossy Oak Circle from Laverne Drive to the westerly terminus of Mossy Oak Circle be adopted by ordinance.

16.       That, on a 90-day trial basis, establish a 2-HOUR PARKING 7:00 AM TO 7:00 PM MONDAY THRU FRIDAY zone on both sides of Mossy Oak Circle from Laverne Drive to a point 360 feet west of Laverne Drive.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the TWO-HOUR PARKING 7 AM TO 7 PM Monday through Friday zone on both sides of Mossy Oak Circle from Laverne Drive to a point 360 feet west of Laverne Drive be adopted by ordinance.


 

17.             That, on a 90-day trial basis, establish a NO PARKING zone on both sides of Mossy Oak Circle from a point 360 feet west of Laverne Drive to the western terminus of Mossy Oak Circle.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the NO PARKING ZONE on both sides of Mossy Oak Circle from a point 360 west of Laverne Drive to the westerly terminus of Mossy Oak Circle be adopted by ordinance.

18.       That, on a 90-day trial basis, establish a NO STOPPING OR STANDING DURING SCHOOL HOURS zone on the east side of Radinz Road to Robinson Avenue to a point 105 feet north of Robinson Avenue.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the NO STOPPING OR STANDING during school hours zone on the east side of Radinz Road from Robinson Avenue to a point 105 feet north of Robinson Avenue be adopted by ordinance.

 

19.       That, on a 90-day trial basis, establish a NO PARKING zone on both sides of Bentwood Street from Mason Street to Burns Avenue.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the NO PARKING zone on both sides of Bentwood Street from Mason Street to Burns Avenue be adopted by ordinance.

 

20.       That, on a 90-day trial basis, remove the NO PARKING zone on the west side of Broadway from a point 65 feet north of Clinton Street to Fourth Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried to remove the NO PARKING ZONE on the west side of Broadway  from a point 65 feet north of Clinton Street to Fourth Street be adopted by ordinance.

 

21.       That, on a 90-day trial basis, remove the NO PARKING zone on the west side of Broadway from a point 100 feet north of Ninth Street to a point 115 feet south of Ninth Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried to remove the NO PARKING ZONE on the west side of Broadway  from a point 100 feet north of Ninth Street to a point 115 feet south of Ninth Street be adopted by ordinance.

 

22.       That, on a 90-day trial basis, remove the NO PARKING zone on the east side of Broadway from Fifth Street to a point 200 feet north of Fifth Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried to remove that the NO PARKING zone on the east side of Broadway  from Fifth Street to a point 200 feet north of Fifth Street be adopted by ordinance.


23.       That, on a 90-day trial basis, remove the NO PARKING zone on the east side of Broadway from a point 46 feet north of Ninth Street to a point 96 feet south of Ninth Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried to remove the NO PARKING zone on the east side of Broadway  from a point 46 feet north of Ninth Street to a point 96 feet south of Ninth Street be adopted by ordinance.

 

24.       That, on a 90-day trial basis, remove the 2-HOUR PARKING zone on the west side of Broadway from Fourth Street to Fifth Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried to remove the TWO-HOUR PARKING zone on the west side of Broadway  from Fourth Street to Fifth Street be adopted by ordinance.

 

25.       That, on a 90-day trial basis, establish a NO PARKING zone on the west side of Broadway from a point 65 feet north of Clinton Street to Tenth Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the NO PARKING zone on the west side of Broadway  from a point 65 feet north of Clinton Street to Tenth Street be adopted by ordinance.

 

26.       That, on a 90-day trial basis, establish a NO PARKING zone on the east side of Broadway from a point 180 feet north of Fifth Street to a point 255 feet south of Seventh Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the NO PARKING zone on the east side of Broadway  from a point 180 feet north of Fifth Street to a point 255 feet south of Seventh Street be adopted by ordinance.

 

27.             That, on a 90-day trial basis, establish a NO PARKING zone on the east side of Broadway from a point 45 feet north of Ninth Street to a point 80 feet south of Ninth Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the NO PARKING zone on the east side of Broadway  from a point 45 feet north of Ninth Street to a point 80 feet south of Ninth Street be adopted by ordinance.

 

28.       That, on a 90-day trial basis, remove the YIELD condition on Lore Lane at Maryhill Drive.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the removal of the YIELD condition on Lore Lane at Maryhill Drive be adopted by ordinance.

 

29.       That, on a 90-day trial basis, establish a ONE-WAY STOP condition on Lore Lane at Maryhill Drive.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the ONE-WAY STOP condition on Lore Lane at Maryhill Drive be adopted by ordinance.

30.       That, on a 90-day trial basis, remove the NO PARKING zone on the west side of Lincoln Street from Mary Street to a point 150 feet north of Mary Street.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the removal of the NO PARKING zone on the west side of Lincoln Street from Mary Street to a point 150 feet north of Mary Street be adopted by ordinance.

 

 

There being no other items of discussion a motion was made by Ms. Macaux, seconded by Cmdr. Arts, and carried to adjourn from the regular order of business.  The meeting ended at 8:00 p.m.  The next regular scheduled Traffic Commission meeting will take place on Monday, February 13, 2006.
