2. Adoption
of the Agenda
A motion to adopt the
agenda was made by Alderman Vander Leest, seconded by Alderman Theisen, and
carried.
3. Approval of the Minutes of April 25, 2006
A motion to approve the
minutes from the meeting of April 25, 2006 was made by Alderman Nelson,
seconded by Alderman Deneys, and carried.
4. Request of Chief
VanSchyndle for off-time training.
After discussion, a motion to approve Spanish I training for
Officer Zwicky in Milwaukee, and Sign Language locally for Officer Gerarden,
providing there is no effect on overtime, was made by Alderman Vander Leest,
seconded by Alderman Theisen, and carried.
5. Request
of Lt. Florence regarding a leave of absence for a Crossing Guard.
Lt. Florence explained that Ken
Lannoye had been granted a 60-day leave of absence which expired April 14,
2006, and has been off work since September of 2005. Mr. Lannoye has forwarded paperwork saying he will be able to
return to work with restrictions on June 1, 2006. Lt. Florence explained Mr. Lannoye’s position has been staffed by
relief guards, and should he return would require a pre-employment
physical. He continued by explaining
that he will be restructuring Crossing Guard assignments mostly due to recent
school closings. Therefore, there is
sufficient cause not to grant this leave of absence. Alderman Vander Leest asked if Mr. Lennoye could re-apply to the
City and was told he could. Alderman
Theisen asked how long Mr. Lennoye had been employed and what was his record of
service, and was told 5 years (although totally absent this year) and he had an
otherwise good record. A motion to deny an extended leave of absence
for Ken Lannoye, and to inform Mr. Lannoye he is welcome to re-apply in the
next school year, was made by Alderman Vander Leest, seconded by Alderman
Theisen, and carried.
6. Update regarding process improvement.
Mr. Dax advised the Committee he is facilitating a team in the Inspection Department. The general statement is to improve the inspection efficiency for single-family, residential properties. The goal is to provide quality service using fewer man-hours. Tonight’s purpose is to advise the Committee that this is a cross-functional work team made up of Tom Lesperance, Terry Fameree, Pete Skogg, Jean Angell, Rob Cormier and Rob Strong – a department head, a manager, and four people who work the functions on the electrical, building & plumbing side with the intention of making fewer visits to single family homes. Rather than sending three inspectors out, you have cross-trained them and can send one. These are the people who do the work. There will be other cost savings ideas that will come out of this team, and their job is to communicate with all the other departments – the Mayor’s Office, the Council – but on occasion there will be objections to change from those who may not wish to see the team successful. This approach tends to eliminate barriers, better communications, but there may be some who just don’t want change. Mr. Dax displayed a form to be used to document ideas, facts, a list of people they need to communicate with, a resource list, and the boundaries and scope of the project. CVMIC provides a methodology for training teams but is not available to facilitate until the end of May, so Mr. Dax is using their process until they take over the training, although he’ll stay with this team until its done. If other Council people should hear we are trying to destroy what they’re doing, please explain we are trying to create a more efficient City. Mr. Dax reminded the Committee that it is possible, if cross training takes place, someone may come forth and ask for a job description change with matching wages. No action was taken.
7. Discussion of negotiation strategies.
This item may be held in closed session pursuant to §19.85
(1)(c) & (e) Wis. Stats. for the purpose of considering employment,
promotion, compensation or performance evaluation data of any public employee
over which the governmental body has jurisdiction, and for the purpose of
collective bargaining whenever competitive or bargaining reasons require closed
session.
Attorney
Hanson informed the Committee this item will be brought forth at the next
meeting.
8.
Report of Personnel Actions and seasonal Park Dept.
employees.
A motion
to receive and place on file the report of Personnel actions and seasonal Park
Dept. employees was made by Alderman Vander Leest, seconded by Alderman
Theisen, and carried.
There being no further business, at 7:36 p.m. a motion to
adjourn was made by Alderman Theisen, seconded by Alderman Vander Leest, and
carried.
