APPROVAL OF MINUTES:

 

A motion was made by J. Trask, seconded by D. Dolan-Wallace and carried to approve the minutes from the April 20, 2006 meeting of the Housing Authority of the City of Green Bay. 

 

K. Pamperin informed the Authority that D. Dolan-Wallace has been reappointed to another five-year term.

 

COMMUNICATIONS:

 

1.      May 23, 2006 HUD notification that the Housing Authority of the City of Green Bay   Annual Agency Plan submission for Fiscal Year beginning July 1, 2006 is approved. 

 

The notification was received and placed on file.

 

2.      Notification that Actual Modernization Cost Certificates dated May 22, 2006 for Projects 501–02 in the amount of $4299,858, 501-03 in the amount of $292,637 and 502-03 in the amount of $49,170 are approvable subject to next audit. 

 

K Pamperin stated these Capital Fund Grants have been completed ahead of schedule, which means the Authority will not be at risk of being penalized.  The notification was received and placed on file.

 

NEW BUSINESS:

 

3.         Request of Neighborhood Housing Services of Green Bay Inc. (NHS) and The Urban Partnership CDC to restructure and authorize NHS to assume the GBHA secured loan on said properties at Chicago-Jackson Streets.  

 

N. Halvorsen presented sketches on the projects and a written letter of request.  He requested the Green Bay Housing Authority authorize Neighborhood Housing Services to deed the two properties, that the Authority currently has a secured mortgage on, the former armory building and the commercial building, from the Urban Partnership CDC to Neighborhood Housing Services of Green Bay Inc, (NHSGB) which would allow NHSGB to proceed with the rehabilitation of the Neighborworks Home Ownership Center in the commercial building and continue negotiations with private parties for the rehabilitation of the Armory building into seven condominiums. He is also requesting the Authority authorize transferring the loans as well.  He stated NHSGB has completed its campaign, and with approval of the actions requested, they are ready to proceed with construction of the Home Ownership Center.

 

N. Halvorsen then requested the Green Bay Housing Authority authorize a $100,000 permanent deferred payment loan to Neighborhood Housing Services of Green Bay Inc. from the existing balance.     

 

R. Strong stated the Housing Authority would be in first position on the construction loan.   He stated the $205,000 loan would be for 15 years at a designated interest rate.

 

N. Halvorsen stated that rehabilitation totaling close to $5 million has been done to the project area.  He stated Bay Lake Regional Planning Commission would be a primary tenant of the Home Ownership Center moving into the building December 1, 2006. There is approximately 3500 square feet of additional lease space available.     

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to allow Neighborhood Housing Services to assume the Urban Partnership CDC secured loan and allow the splitting of the loan to two loans in the amounts of $205,000 on the Armory property and $195,000 on the NHS office parcel and provide a six-month extension to the term of the two loans.

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried that the Housing Authority authorize the Executive Director and Chair to enter into a secured mortgage, deferred payment no interest loan in the amount $100,000 with Neighborhood Housing Services of Green Bay Inc. for development of the Neighborworks Home Ownership Center. 

 

N. Halvorsen stated that based on the Authority’s gracious participation, Neighborhood Housing Services of Green Bay Inc. would remit payment of $95,000 of the balance of the loan on the commercial building plus all interest accrued to date on the $400,000 loan through the date of repayment.    

 

4.         Authorization to write off over due delinquent accounts as reported.

 

K. Pamperin presented the item.  He stated the accounts seeking write off from the Scattered Site Property could be turned over to Langan Investigation for possible locations of past tenants.

 

W. Van Ess asked what would that cost of the Housing Authority.

 

K. Pamperin stated $60.00 per hour.

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to write off the delinquent accounts presented and refer to Langan Investigation any account over $500.00.

 

5.         Review and approval of second year renewal application for GBHA ROSS Family Self Sufficiency Coordinator Grant.

 

K. Pamperin introduced Jessica Jantz, the ROSS Family Self Sufficiency Coordinator for the GBHA Scattered Site properties at ICS. 

 

J. Jantz stated it is necessary to take certain steps to renew the Public Housing Family Self Sufficiency Application for the FY 2006 grant year. She stated she would be fine-tuning the Action Plan. She stated the Public Housing FSS Program is generally building off of the already well established and accomplished HCV FSS program through ICS.   Public Housing FSS, however, will be starting at a more basic level with all public housing residents regarding housekeeping, upkeep of units and their other responsibilities as a public housing resident 

 

A motion was made by J. Trask, seconded by D. Dolan-Wallace and carried to approve the second year renewal application for the Public Housing ROSS Family Self Sufficiency Coordinator Grant.

 

6.         Review and approval of contract between GBHA and ICS, Inc. for administration of ROSS Family Self Sufficiency Coordinator Grant subject to continued funding.  

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to approve the contract between the Housing Authority and ICS, Inc. for administration of the ROSS Family Self Sufficiency Coordinator Grant subject to continued funding.

 

7.         Report and action on GBHA PO #102816 Contract - 715 N. Chestnut, Green Bay, Wisconsin – JR Maintenance Services.

 

K. Pamperin gave the report.  He stated JR Maintenance Services reported that his bid was to include replacing the vinyl flooring and replace the ventilating fans in the two bathrooms   and did not include replacing the vinyl flooring in the kitchen, hallways vestibule, and four bedrooms as included in the specifications. K Pamperin stated that it appears the      misunderstanding occurred because Mr. JR Rome, owner/operator of JR Maintenance, attended the on-site inspection at 815 Dousman and did not attend the on-site inspection at 715 N. Chestnut at which all of the work to be included in the contract was pointed out and explained.    

 

He stated there was a meeting between JR Maintenance, the City Purchasing Agent, the City Law Department and himself after which JR Maintenance was advised that he stop all work at 715 N. Chestnut and that he should submit copies of paid invoices for materials installed, and copies of sub-contractor contracts with receipts of payment, lien waivers and federal wage rate reports for all work performed. When documents are submitted and approved by City Purchasing and the City Attorney, the Authority would provide payment for all documented work completed.

 

He stated that JR Maintenance requested an appeals hearing which took place June 1.  He stated there was a question of the specifications not containing enough detail.  He also stated JR Maintenance did not attend the on-site inspection at 715 N. Chestnut.

 

R. Strong stated he is recommending denial of the appeal and that no payment will be made for any work done until paid invoices for materials installed and copies of sub-contractor contracts with receipts of payment, lien waivers and federal wage rate reports for all work performed are submitted. He stated he is also recommending that JR Maintenance be placed on probation for three years, during which time JR Maintenance would be prohibited from bidding on City of Green Bay or Housing Authority contracts. 

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to accept and proceed with the recommendation of the Director.

 

8.         Authorization to proceed with bidding of contract work at 715 N. Chestnut to include replacement of kitchen cabinets, and vanities, replacement of bath fans, installation of radon fan and refinishing of hardwood floors. 

 

K. Pamperin presented the item. 

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to authorize proceeding with the bidding of contract work for 715 N. Chestnut.

 

9.         Authorization to proceed with replacement of kitchen cabinets, flooring, refinishing of hardwood floors, painting and installation of sump lateral to mini sewer at 967 Holzer Street.  

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to authorize proceeding with work on 967 Holzer Street.

 

10.     Authorization for Resident Services Coordinator to attend Managing Senior Housing Training, November 16 and 17, 2006 and Senior Accountant to attend Project Based Budgeting and Reporting Requirements and the New Operating Subsidy Formula Training July 18 and19, 2006.

 

K. Pamperin presented the item.

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to approve the item.

 

11.     Report of fire at 836 Cora Street, and automobile damage at 1424 University Avenue and authorization to make necessary repairs and invoice insurance over deductible or establish repayment agreement with resident accordingly.         

 

Ml Vang from ICS reported on the damage.

 

FINANCIAL REPORT AND BILLS:

 

A motion was made by D. Dolan-Wallace, seconded by J. Trask and carried to approve the bills as presented.

 

STAFF REPORT:

 

It was reported that Scattered Sites has three vacancies and Mason Manor has seven.

 

There being no further business to come before the Authority, the meeting adjourned at 11:45 A.M.
