1.         Approval of the minutes from the August 28, 2006 Traffic Commission

meeting.

A motion was made by Mr. Kuepers, seconded by Mr. Hoell and carried to approve the minutes of the August 28, 2006 Traffic Commission meeting.

INITIAL REQUESTS

 

2.         Request by Ald. DeWane to install NO LITTERING signs on both sides of

Moon Valley Drive, from Castle Hill Drive to Baird Creek Road.

Mr. Hansen noted the area surrounding this roadway segment is heavily wooded and without homes or businesses.  Litter was present during a site visit.  He recommends NO LITTERING FINES UP TO $500 signs placed at each end.

Ald. DeWane met with a resident to pick up litter along the roadway, and returned three days later to find more litter.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that the Department of Public Works be directed to install NO LITTERING FINES UP TO $500 signs at each end of Moon Valley Drive from Castle Hill Drive to Baird Creek Road.

3.         Request by Ald. DeWane to evaluate the NO PARKING DURING ATHLETIC EVENTS DURING THE SCHOOL YEAR zone on Alpine Drive, from Sherry Road to Newberry Avenue, to determine if they are still needed since Edison Middle School soccer games are now played at Preble High School.

            Mr. Hansen clarified that there are actually two separate restricted parking zones on Alpine Drive between Sherry Lane and Newberry Avenue.  One is a NO PARKING DURING ATHLETIC EVENTS zone approximately from Sherry Lane to Malcore Drive.  The other is a NO PARKING DURING SCHOOL HOURS BUS LOADING ZONE ONLY approximately from Malcore Drive to Newberry Avenue.

Ald. DeWane stated residents within the NO PARKING DURING ATHLETIC EVENTS zone recently received warning tickets, and questioned the City’s definition of an athletic event.

A motion was made by Ald. Kriescher, seconded by Mr. Kuepers and carried to that the Director of Traffic, Parking & Operations be directed to explain to Ald. DeWane the definition of an “athletic event” as it pertains to a NO PARKING DURING ATHLETIC EVENTS zone.

4.         Request by Ald. Nicholson to review on-street parking on Edgewood Drive south of East Mason Street and north of Robinson Avenue.

            Mr. Hansen stated he has received many phone calls from residents and visitors of residents along this segment of Edgewood Drive that oppose the NO PARKING THIS SIDE OF STREET zone on the east side of Edgewood Drive.  This zone was recently established as a 90-day trial.  Their overall concern is that there is no available on-street parking during most of the week on both sides.

A motion was made by Ald. Kriescher, and seconded by Mr. Kuepers to suspend the rules and allow interested parties to speak.

            Scott Vanidestine (961 Edgewood Drive) spoke in favor of a NO PARKING THIS SIDE OF STREET zone on the west side of the street.

            A motion was made by Ald. Kriescher, and seconded by Mr. Hopp to return to regular order of business.

            Mr. Kuepers doesn’t want this request to return to the Traffic Commission if they make a motion to establish a NO PARKING THIS SIDE OF STREET zone on west side of street.

            Ald. Nicholson agrees with Mr. Kuepers statement.  He acknowledged that residents are requesting NO PARKING on the west side of Edgewood Drive and to allow parking on the east side.
           

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that, on a 90-day trial, to establish a NO PARKING zone on the west side of Edgewood Drive from East Mason Street to a point 90 feet north of Robinson Avenue.

5.         Request by Ald. Nicholson to add a right turn lane on Lime Kiln Road at the intersection of Main Street.

            Mr. Hansen presented an aerial map showing the existing intersection lane configuration.  He summarized the northbound right-turn volume for a typical weekday as follows:

1.         225 vehicles over a 12-hour period (10% approach volume)

2.         14 vehicles during the morning peak (12% approach volume)

3.         26 vehicles during the mid-day peak (15% approach volume)

4.         33 vehicles during the evening peak (10% approach volume)

Mr. Hansen did not recommend any changes to the existing lane configuration.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that the request by Ald. Nicholson to add a right turn lane on Lime Kiln Road at the intersection of Main Street be postponed until the next Traffic Commission meeting on October 23, 2006.

6.         Request by Ald. Nicholson to review the speed limit zones on Hillside Lane, St. Bernard Drive, Mary Queen Road and Wayfarer Way.
           

            Mr. Hansen stated that the speed limit of these roads is 25 mph.  He presented an aerial map showing these roads in proximity to St. Bernard church and school, and provided a second map showing school zone related signing locations in the area.  He summarized the Federal and State laws and guidelines regarding speed limits in school zones, and stated these roads are signed appropriately.

Ald. DeWane stated that concerned parents have contacted him, although this school area is not in his District.  He has observed the traffic and pedestrian conditions during school hours.  St. Bernard School is near Preble High School, which explains the higher number of teenage drivers on these roads.  He stated that local pedestrians may not be aware of the City’s jaywalking ordinance, as children are darting in and out of the streets, especially where no fencing exists, mostly on Hillside Lane.

Ms. Macaux suggests there be an announcement by schools to High School students to educate them on rules of the road near school zones.

            Mr. Hopp stated that the City of Oshkosh does speeding crackdowns and requests speed programs be expanded in the City of Green Bay.

            Mr. Theisen stated that more signs wouldn’t improve the situation.

            Ald. Kriescher stated that the media usually does a good job every fall in getting the message out that the speed limit in a school zone is 15 mph.  He believes enforcement is needed.

            Mr. Kuepers stated that enforcement is needed for motorists and pedestrians to obey school zone traffic laws.
           

            A motion was made by Mr. Hopp, seconded by Mr. Kuepers and carried to refer the request to review the speed limit zones on Hillside Lane, St. Bernard Drive, Mary Queen Road and Wayfarer Way to the Police Department for enforcement.

7.         Request by Ald. Nicholson to establish a 4-WAY STOP condition at the intersection of Manitowoc Road and Bader Street.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that the request to establish a 4-WAY STOP condition at the intersection of Manitowoc Road and Bader Street be referred to the Department of Public Works for warrants.

8.         Request by Ald. Nicholson to review the traffic problems at Teresa Drive and Wilder Court.

Based on conversations with Ald. Nicholson and a resident at 2570 Teresa Court, Mr. Hansen learned that vehicles are driving on a sidewalk that connects the Teresa Court and Wilder Court cul-de-sacs.  To discourage and prevent this activity, he recommends placing end-of-road object markers on each side of the sidewalk at the end of each cul-de-sac.

A motion was made by Mr. Kuepers, seconded by Mr. Hopp to suspend the rules and allow interested parties to speak.

Keith Lens (2573 Teresa Court) prefers placing boulders on each side of the sidewalk.  Mr. Lens would like something more decorative than signs.

A motion was made Mr. Hopp, seconded by Ald. Kriescher to return to regular order of business.

Ms. Macaux suggests using boulders because they look better.

Mr. Hopp suggested placing juniper bushes at the end of each cul-de-sac.

Ald. Kriescher likes the end-of-road marker signs better than bollards.

Mr. Theisen says there is an example of bollards on the Cass Street dead end by the river on the south side right-of-way.

Mr. Hansen had concerns about placing boulders next to the sidewalk.
Ald. Nicholson suggests referring this request to the Improvement and Services Committee.

A motion was made by Mr. Hopp, seconded by Lt. Florence and carried that the request to review the traffic problems at Teresa Drive and Wilder Court be referred to the Improvement and Services Committee.

9.         Request by Ald. Nicholson to establish a 2-HOUR PARKING DURING SCHOOL HOURS zone on Huth Street.
           

            Mr. Hansen stated that this request most likely is due to the ongoing Preble High School on-street parking restrictions and issues.  On May 22, 2006, the Traffic Commission made a motion to establish a 2 HOUR PARKING 7AM TO 4PM ON SCHOOL DAYS zone on the east side of Huth Street between Melon Street and Newberry Avenue (just north of the subject proposed zone), which may have “pushed” the students further south on Huth Street.

            Ald. Nicholson stated he has received complaints of students parking on the street.

            A motion was made by Ald. Kriescher, seconded by Mr. Kuepers and carried that, on a 90-day trial, establish a 2-HOUR PARKING DURING SCHOOL HOURS zone on both sides of Huth Street from Hillside Lane to Oakdale Avenue.

10.       Request by Ald. Theisen to synchronize and actuate the traffic signals on South Monroe Avenue at East Mason and Chicago Streets.

Mr. Hansen stated that the two signalized intersections are synchronized and actuated.  More specifically, the East Mason Street signals at the ramp approaches and the southbound left onto eastbound Mason Street onramp are actuated.  The Chicago Street signals are actuated only in the left-turns bays on South Monroe Avenue.  The synchronization between the two intersections could be improved, but would require the installation of (a) loop detectors on Chicago Street at Monroe Avenue, (b) pedestrian push buttons on Chicago Street to cross Monroe Avenue, and (c) a new controller and cabinet.  Total cost of these improvements is estimated at $10,000.

Ald. Theisen asked why South Monroe Avenue turns red when there are no vehicles on the East Mason Street off ramps.

A motion was made by Mr. Hopp, seconded by Mr. Hoell and carried that the request to synchronize and actuate the traffic signals on South Monroe Avenue at East Mason and Chicago Streets be referred to Department of Public Works for study.

11.       Request by Charlotte Butterfield (112 N. Jackson Street) to remove the NO PARKING zone on the east side of North Jackson Street between East Walnut Street and Cherry Street.

            A motion was made by Ald. Kriescher, seconded by Mr. Kuepers to suspend the rules and allow interested parties to speak.

            Charlotte Butterfield (112 N. Jackson Street) wants the NO PARKING signs removed since there are only two houses on the block.

            A motion was made by Ald. Kriescher, seconded by Mr. Kuepers to return to regular order of business.

            A motion was made by Ald. Kriescher, seconded by Mr. Kuepers and carried that, on a 90-day trial, remove the NO PARKING zone on the east side of North Jackson Street between East Walnut Street and Cherry Street.

12.       Request by Ald. Wery, on behalf of Darwin Bohm (1245 Biemeret Street), to establish a 4-WAY STOP condition at the intersection of Spence and Biemeret Streets or to reverse the STOP condition sign placements.

            Mr. Hansen stated that this same request was considered by the Traffic Commission on January 13, 2006.  The motion was made and carried that this request be received and placed on file and that Department of Public Works continue to monitor the intersection.  He summarized the data collected and the methodology used for evaluating the intersection.  Stop criteria using Manual of Uniform Traffic Control (MUTCD) – crash data, count data, and field evaluation does not support a 4-way stop condition.  He stated that traffic on Biemeret Street currently has five STOP conditions between Ridge Road and Twelfth Avenue.  Traffic conditions have not changed significantly enough to continue the consideration of 4-WAY STOP control.  Reversing 2-WAY STOP control is not recommended, as it confuses motorists, and, in this case, would STOP a higher volume street for a lower volume street.

A motion was made by Mr. Hopp, seconded by Mr. Kuepers and carried that the request to establish a 4-WAY STOP or to reverse the STOP condition at the intersection of Spence and Biemeret Streets be denied.

13.       Request by Ald. Wery, on behalf of Frank Gracer (1013 South Oneida Street), to improve pedestrian safety at the intersection of Lore Lane and Oneida Street.

Mr. Hansen stated that South Oneida Street is currently under construction through the Lore Lane intersection.  Improvements to the intersection include a reduction in the number of lanes on Oneida Street, which should reduce vehicle speeds; enhanced pedestrian facilities including sidewalks, painted crosswalks with epoxy paint; improved curb ramp locations; new and better sign locations; and detectable warning fields.  He recommends postponing any consideration of pedestrian improvements until conditions can be monitored under new enhancements and when the road is open to traffic.

Ald. Wery stated that he received six to ten phone calls last year concerning pedestrian safety at the intersection.

A motion was made by Mr. Hopp, seconded by Mr. Kuepers to suspend the rules and allow interested parties to speak.

Frank Gracer (1013 South Oneida Street) stated that his primary concern for pedestrian safety is when students are arriving and are leaving Franklin Middle School.  He is also concern with pedestrian safety near the Boys and Girls Club.

A motion was made by Mr. Hoell, seconded by Ald. Kriescher to return to regular order of business.

A motion was made by Ald. Kriescher, seconded by Mr. Kuepers and carried that

the request to improve pedestrian safety at the intersection of Lore Lane and Oneida Street be postponed until the November 27, 2006 Traffic Commission meeting.

14.       Request by Ald. Wery, on behalf of local residents, to adjust the traffic signal timings at Meacham and West Mason Streets.

Mr. Hansen stated that he spoke with Ald. Wery prior to the meeting to determine what timings needed adjustment.  He stated that Ald. Wery had a request to keep the signals in normal operation until 8 PM on weeknights, rather than going to flash operation at 7 PM.  Mr. Hansen stated that the traffic volumes significantly decrease at 7 PM at this intersection.  Because of this, he does not recommend postponing the start of the signal flash operation to 8 PM.

A motion was made by Lt. Florence, seconded by Mr. Hopp and carried that the request to adjust the traffic signal timings at Meacham and West Mason Streets be received and placed on file.

15.       Request by Ald. Wery, on behalf of the neighborhood, to paint a crosswalk across the east approach of Biemeret Street at Gatewood Street, to paint the curb around this crosswalk, and to install pedestrian crossing signs on Biemeret Street.

Mr. Hansen presented maps and photos of the school zone site.  The painted crosswalk request is reasonable, given a new curb ramp was constructed on the north side of Biemeret Street.  If painted crosswalks are placed, they should be accompanied by pedestrian crossing signs with down arrows.  Painting the curb around the sidewalk is unnecessary.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried to:

1.      Install a painted crosswalk across the east approach of Biemeret Street at Gatewood Street.

2.      Install school crossing signs on Biemeret Street.

16.       Request by Advanced Aquarium to establish a ONE HOUR PARKING 9:00 AM TO 9:00 PM DAILY zone on the west side of Broadway in the first five on-street parking stalls south of Dousman Street.

Mr. Hansen presented an aerial map showing the locations of four on-street parking stalls between a bump out and the intersection of Dousman Street.

Mr. Hopp stated that the parking meters should have been left in.

Mr. Kuepers is concerned the City is setting a precedent if the Traffic Commission recommends the requested parking zone.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that, on a 90-day trial, to:

1.      Remove the TWO HOUR PARKING 7:00 AM to 7:00 PM MONDAY – FRIDAY zone on the west side of Broadway from a point 60 feet south of Dousman Street to a point 115 feet north of Hubbard Street.

2.      Establish a ONE HOUR PARKING 9:00 AM TO 9:00 PM DAILY zone on the west side of Broadway from a point 60 feet south of Dousman Street to a point 160 feet south of Dousman Street.

3.  Establish a TWO HOUR PARKING 7:00 AM to 7:00 PM MONDAY –

FRIDAY zone on the west side of Broadway from a point 160 feet south of Dousman Street to a point 115 feet north of Hubbard Street.

17.       Request by Ald. Zima, on behalf of the business at 1419 South Broadway, to establish a 15 MINUTE LOADING ZONE in front of his business.

Mr. Hansen stated that Broadway is currently under construction in front of this business.  Because of the changes to the roadway after construction, parking on the west side (other side) of the road will be eliminated, but parking on the east side (in front of 1419 S. Broadway) will still be available.  Since on-street parking on the other side of the street will be removed due to reconstruction, the property owner is concerned that more people will park in front of his business, not leaving room for his delivery vehicles.  Mr. Hansen stated that if such a restricted zone was established, a time limit should be placed, such as MONDAY THROUGH FRIDAY 7 AM TO 4 PM, or similar.  He stated he would contact the business owner to find out which times should be placed on the signs.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that, on a 90-day trial, establish a 15 MINUTE LOADING ZONE 8 AM TO 5 PM MONDAY – FRIDAY on the east side of South Broadway from a point 60 feet north of Prospect Place to a point 110 feet north of Prospect Place.

18.       Request by Ald. VanderLeest to establish a STOP condition on West Point Road at Hobart Drive.

Mr. Hansen furnished a traffic count from 1992, which during that time period, multi-way stop control warrants were not met.  Although no recent Hobart Drive volumes have been counted, West Point Road counts have been collected by WisDOT, and are similar to those counted in 1992.  1992 Hobart Drive volumes were not close to meeting minimum volume warrants.

A motion was made by Mr. Kuepers, seconded by Mr. Hoell to suspend the rules and allow interested parties to speak.

Carol DeClerc (2100 Ninth Street) wants a STOP sign on Wood Lane, not Hobart Drive.  She said there is high pedestrian volume with four schools in the area.  It takes 10-15 minutes to get out of her driveway when school traffic is at its highest.

Warren and Julie Schultz (2293 Ninth Street) live two houses from the Wood Lane and West Point Drive intersection.  They have lost a mailbox, fence, and a power pole from being hit by errant vehicles going too fast around the curve on West Point Drive.

Mrs. Schultz says there are lots of children present when the traffic is heavy.  Mr. Schultz wants a crossing guard at the intersection of Wood Lane and West Point Road.

Lt. Florence inquired if children were crossing.  Persons in the gallery responded “yes.”

Mr. Kuepers questioned if certain times of the day are worse than others.  Putting up STOP signs at the intersection won’t make students cross at the intersection, or improve safety.  Police needs to enforce the area for moving violations.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp to return to regular order of business.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried to that the request to establish a STOP condition on West Point Road at Hobart Drive be referred to Department of Public Works for study.

19.       Request by Ald. VanderLeest for staff to follow-up on the request for NO COMPRESSION BRAKING signs along Hwy 41 near Mason Street.

Mr. Hansen presented a summary of his e-mail to Alds. VanderLeest and Wiezbiskie (Ald. Wiezbiskie has had a similar request for signs on Interstate 43) about what procedures the City must follow to place signs along WisDOT highways.

A motion was made by Mr. Kuepers, seconded by Mr. Hopp and carried that the Traffic Engineer be instructed to write a letter to the Wisconsin Department of Transportation requesting permission for the City to install NO ENGINE BRAKING signs along Highway 41 and Interstate 43 near the corporate limits.

20.       Request by Jeff Johnson (Adult Group Home Director) to remove the 2 HOUR PARKING 7 TO 4 SCHOOL DAYS zone and any other parking restrictions on the north side of Trojan Drive, from Hobart Drive to the west property line of 2466 Trojan Drive.

Mr. Hansen stated that this property is an AFH licensed group home.  They have visitors and counselors, and need space for transient parkers.

Ald. Kriescher questioned if Mr. Johnson understands that if the parking restrictions were removed that students from Southwest High School will be parking in front of his house during school hours.

A motion was made by Mr. Hopp, seconded by Ald. Kriescher and carried that the request to remove the 2 HOUR PARKING 7 TO 4 SCHOOL DAYS zone and any other parking restrictions on the north side of Trojan Drive, from Hobart Drive to the west property line of 2466 Trojan Drive be received and placed on file.

21.       Request by Ald. Weber to establish a STOP condition on Candle Way at Parkwood Drive.

Mr. Hansen presented an aerial map and photos of the intersection and area.  He stated that he met the requestor on-site, who stated that the request is primarily intended to slow down traffic.

A motion was made by Ald. Kriescher, seconded by Mr. Hoell to suspend the rules and allow interested parties to speak.

Jeff Gahnz (2086 Candle Way) also recognized that speeding was the issue.  He is willing to discuss other alternatives than installing a STOP sign to reduce or eliminate the speeding problem, such as reversing the STOP signs to the other street.  He believes the crest of the hill provides a short stopping sight distance to the intersection.  His primary concern is during the afternoon school dismissal peak.

Ald. Kriescher stated that if motorists are indeed traveling 35 mph towards the intersection, a STOP sign won’t reduce their speed through the neighborhood.  Installing a STOP sign would provide a false sense of security for pedestrians at the intersection.  Since people get desensitized by signs, he thinks that reversing the STOP signs may be a practical option.

Mr. Gahnz stated that it is mostly local traffic through the neighborhood, so if a STOP sign was installed that they would know it was there.

A motion was made by Ms. Macaux, seconded by Ald. Kriescher to return to regular order of business.

Mr. Hopp suggested reviewing collected speed data, if available.

Lt. Florence stated that speed boards were placed in the vicinity, and would provide this data to the Traffic Engineer.

A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the request to establish a STOP condition on Candle Way at Parkwood Drive be referred to Department of Public Works for study.

22.       Request by Ald. Wiezbiskie to study the feasibility of sidewalks on University Avenue from Humboldt Road to Curry Lane (Referred from Improvement and Services Committee).

Ald. Kriescher stated a pedestrian study exists for this corridor.

Ald. Wiezbiskie confirmed that such a report was prepared, and thinks the report recommended against sidewalk installation.

Ald. DeWane stated that nearby residents were once polled and were against sidewalk installation.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that the request to study the feasibility of sidewalks on University Avenue from Humboldt Road to Curry Lane be denied.

23.       Request by the Traffic Engineer to establish a STOP condition on Paula Street at Kathy Drive.

Mr. Hansen stated that the former three-approach intersection is now a four-approach intersection.  The STOP condition is the appropriate control for this approach based on the existing intersection control and the limited sight distance to the north.

A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that to establish a STOP condition on Paula Street at Kathy Drive be adopted by ordinance.

24.       Request by Ald. Wiezbiskie to establish a NO STOPPING OR STANDING zone on Fagerville Way from the west property line of Red Smith school to Sussex Road.

Mr. Hansen stated that this request initially was placed by the Green Bay Police Department - Traffic Enforcement Unit.  He clarified that the request is to restrict the parking on both sides of the street.

A motion was made by Ald. Kriescher, seconded by Lt. Florence and carried that, on a 90-day trial:

1.      Remove the NO PARKING zone on the north side of Fagerville Way from a point 270 feet west of Sussex Road to a point 350 feet west of Sussex Road.

2.      Establish a NO STOPPING OR STANDING zone on the north side of Fagerville Way from Sussex Road to a point 560 feet west of Sussex Road.

3.      Establish a NO STOPPING OR STANDING zone on the south side of Fagerville Way from Sussex Road to a point 540 feet west of Sussex Road.

25.       Request by Ald. Wiezbiskie to establish a NO STOPPING OR STANDING zone on Yorkshire Drive from the south property line of 3502 Yorkshire Road to Fagerville Way.

A motion was made by Ald. Kriescher, seconded by Lt. Florence and carried that, on a 90-day trial, to:

A.     Remove the NO PARKING zone on the east side of Yorkshire Road, from Fagerville Way to a point 80 feet south of Fagerville Way.

B.     Establish a NO STOPPING OR STANDING zone on the west side of Yorkshire Road from Fagerville Way to a point 308 feet south of Fagerville Way.

C.    Establish a NO STOPPING OR STANDING zone on the east side of Yorkshire Road from Fagerville Way to a point 345 feet south of Fagerville Way.

26.       Request by Ald. Wiezbiskie to establish a NO PARKING zone on the west side of Durham Road from Bay Watch Drive to Fagerville Road.

            Ald. Wiezbiskie stated he collected signatures of all property owners within the requested zone for approval.  This request was brought up during the Mayor’s walk and talk meeting.

            A motion was made by Mr. Hopp, seconded by Ms. Macaux and carried that on a 90-day trial, establish a NO PARKING zone on the west side of Durham Road from Bay Watch Drive to Fagerville Way.

27.       Request by Ald. Wiezbiskie to establish a NO PARKING zone on the north side of Bay Watch Drive from Sussex Street to Durham Road.

            Ald. Wiezbieskie says 50-60 percent of the residents want it or don’t care.  Residents claim buses park there all day long.

            A motion was made by Mr. Kuepers, seconded by Ald. Kriescher and carried that the request to establish a NO PARKING zone on the north side of Bay Watch Drive from Sussex Street to Durham Road be received and placed on file.

28.       Request by Ald. Fradette, on behalf of Byia Martin (1021 Day Street), to establish a NO PARKING zone in front of his property, allowing only para transit vehicles for disabled patrons.

            Mr. Hansen stated the City does not have any special para transit parking zones, and presumes a NO PARKING zone would meet the requestor’s needs.

            A motion was made by Ms. Macaux, seconded by Mr. Kuepers to suspend the rules and allow interested parties to speak.

            Byia Martin (1021 Day Street) stated that people park in front of his house, preventing paratransit vehicles from picking him up.  He sometimes has to go blocks out of his way in a wheelchair to get picked up.

            A motion was made by Mr. Hopp, seconded by Mr. Kuepers to return to regular order of business.

            Mr. Hopp stated that a NO PARKING zone is more practical than a 15 MINUTE LOADING ZONE.

            Ald. Kriescher asked why paratransit cannot pick him up from the alley.

            Mr. Martin stated that the slope of his driveway is too steep and is slippery in the winter.

            Ald. Fradette believes it is a nearby rental property with nearly 15 tenants that are parking in front of Mr. Martin’s house.

            A motion was made by Mr. Hopp, seconded by Ald. Kriescher and carried that, on a 90-day trial, to establish a NO PARKING zone on the north side of Day Street from a point 135 feet west of Clay Street to a point 185 feet west of Clay Street.

29.       Request by Ald. VanderLeest to install NO COMPRESSION BRAKING signs along Hwy. 41 in both northbound and southbound directions.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that the request to install NO COMPRESSION BRAKING signs along Hwy. 41 in both northbound and southbound directions be received and placed on file.

30.       Request by Ald. Nicholson to install pedestrian flashing beacons near the intersection of Amy and Schwartz Streets.

Ald. Nicholson stated that residents on Amy Street between Schoen and Schwartz Streets made the request.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that:

 

1.                                          The request by Ald. Nicholson to install pedestrian flashing beacons near the intersection of Amy and Schwartz Streets be received and placed on file.

2.                                          The Department of Public Works be instructed to install a School Advance Warning Assembly on southbound Schwartz Street near Edison Street.

3.                                          The Green Bay Public Schools be instructed to educate students and parents of Eisenhower Elementary School on pedestrian crossing methods and laws.

4.                                          The Green Bay Police Department be instructed to enforce pedestrian laws near Eisenhower Elementary School.

31.       That, on a 90-day trial, remove the NO PARKING HERE TO CORNER zone on the west side of Marshall Avenue from Mather Street to a point 110 feet north of Mather Street.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that the removal of the NO PARKING HERE TO CORNER zone on the west side of Marshall Avenue from Mather Street to a point 110 feet north of Mather Street be adopted by ordinance.

32.       That, on a 90-day trial, establish a NO PARKING HERE TO CORNER zone on the west side of Marshall Avenue from Mather Street to a point 78 feet north of Mather Street.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that a NO PARKING HERE TO CORNER zone on the west side of Marshall Avenue from Mather Street to a point 78 feet north of Mather Street be adopted by ordinance.

33.       That, on a 90-day trial, establish a 2-HOUR PARKING 7AM TO 4PM SCHOOL DAYS zone on the west side of Reimer Street between Newberry Street and Melon Street.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that a 2-HOUR PARKING 7AM TO 4PM SCHOOL DAYS zone on the west side of Reimer Street between Newberry Street and Melon Street be adopted by ordinance.

34.       That, on a 90-day trial, establish a NO PARKING zone on the east side of Edgewood Drive from East Mason Street to 90 feet north of Robinson Avenue.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that the request to establish a NO PARKING zone on the east side of Edgewood Drive from East Mason Street to 90 feet north of Robinson Avenue be rescinded based on the results of the 90-day trial.

35.       That, on a 90-day trial, remove the southbound YIELD condition at the intersection of Lake and Oak Streets.

            A motion was made by Mr. Kuepers, seconded by Mr. Hopp and carried that the removal of the southbound YIELD condition at the intersection of Lake and Oak Streets be adopted by ordinance.

36.       That, on a 90-day trial, establish a one-way STOP condition for eastbound traffic on Lake Street at Oak Street.

            A motion was made by Mr. Kuepers, seconded by Mr. Hopp and carried that

A.     A TWO-WAY STOP condition on Lake Street at Oak Street be adopted by ordinance.

B.     A RIGHT TURN NO STOP condition for westbound Lake Street traffic at Oak Street be adopted by ordinance.

37.       That, on a 90-day trial, establish a NO PARKING HERE TO CORNER zone on the north side of Amy Street from John Street to a point 45 feet east of John Street.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that a NO PARKING HERE TO CORNER zone on the north side of Amy Street from John Street to a point 45 feet east of John Street be adopted by ordinance.

38.       That, on a 90-day trial, establish a NO PARKING HERE TO CORNER zone on both sides of Edison Street from John Street to a point 40 feet east of John Street.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that a NO PARKING HERE TO CORNER zone on both sides of Edison Street from John Street to a point 40 feet east of John Street be adopted by ordinance.

39.       That, on a 90-day trial, establish a NO PARKING HERE TO CORNER zone on both sides of Louise Street from John Street to a point 35 feet east of John Street.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that a NO PARKING HERE TO CORNER zone on both sides of Louise Street from John Street to a point 35 feet east of John Street be adopted by ordinance.

40.       That, on a 90-day trial, establish a 2-HOUR PARKING 7AM TO 4PM SCHOOL DAYS zone on both sides of Leslie Drive.

            A motion was made by Ald. Kriescher, seconded by Mr. Hopp and carried that a 2-HOUR PARKING 7AM TO 4PM SCHOOL DAYS zone on both sides of Leslie Drive be adopted by ordinance.
