APPROVAL OF MINUTES:
A motion was made by A.
Nicholson, seconded by D. Dolan-Wallace and carried to approve the minutes from
the November 11, 2006 meeting of the Housing Authority of the City of Green
Bay.
COMMUNICATIONS:
1. December 29, 2006 notification from the Department of
Housing and Urban Development that the Actual Modernization Cost Certificate
for Project WI39-P074-501-03 in the amount of $243,467 and WI139-P074-502-03 in
the amount of $49,170 has been verified in the Fiscal Year ending June 30, 2006
by an independent public accountant audit and transmitting the final close- out
certification and performance evaluation reports for both grants.
K. Pamperin explained
that this is notice that the Department of Housing and Urban Development has
accepted the Green Bay Housing Authority’s audited Actual Modernization
Cost Certificate for the two modernization grants, which constitutes the final grant closeout.
2. Report from Langan Investigations on background
screening for new public housing applicants during fiscal year 2006.
K. Pamperin presented the
annual report for calendar year 2006.
A. Nicholson
asked what percentage of applicants screened were denied.
K. Pamperin stated 35
percent.
A. Nicholson
asked why the applicants were denied.
K. Pamperin stated that
applicants are not eligible if they have had a felony conviction in the past 10
years or a misdemeanor conviction in the past five years.
A. Nichols asked if this was
for all applicants being screened by Integrated Community Services.
K. Pamperin
this report is for the 50 units of Green Bay Housing Authority Scattered Site
Properties.
A.
Nicholson
asked K. Pamperin if he felt this percentage of denials was high.
K Pamperin
stated yes having more that one third of the applicants determined ineligible
is a high percentage
T. Isaacson stated all
applicants for Scattered Site housing are forwarded to Langan Investigations
for criminal background checks.
A. Nicholson
asked for what reason these applicants were denied.
K. Pamperin stated that all
background checks are conducted in accord with adopted Green Bay Housing
Authority Policy. He stated receives a
copy of the investigation report from Langan Investigations stating their
findings but because of confidentially, he has been advised not to share that
information. He stated applicants with a record of criminal violent activity;
illegal drug activity or gang related activity are not eligible in accord with
Green Bay Housing Authority adopted policy.
A. Nicholson
stated this percentage seems very high.
He questioned if the applicants are long time residents of Brown County.
He questioned what staff is doing to deter this high percentage of applicants
that are not eligible.
K. Pamperin
stated our policy is that applicants must prove they are a resident of Brown
County at the time of their application, and Brown County residents receive
preference over non-residents. Federal regulations do not allow governmental
agencies or services to limit services to local residents based on a period of
time the person resides in the community. If a person establishes residency for
a year, or a week they are a resident for voting and all services.
After a lengthy
discussion, a motion was made by D. Dolan-Wallace, seconded by A. Nicholson and
carried to receive the Langan Report and place on file.
3. U.S Department of Housing and Urban Development notice
that the GBHA Public Housing FSS Coordinator Grant is not funded for FY 2006.
K. Pamperin presented the
communication. He then introduced
Jessica Jantz who is the Green Bay Housing Authority Scattered Sites FSS
Coordinator at ICS.
J. Jantz stated that
Integrated Community Services is appealing the denial of funding. She stated that the Department of Housing
and Urban Development’s denial was due to information not being
transmitted. She indicated their
records indicate all necessary information was submitted.
T. Isaacson stated they are
also appealing to public officials.
W. Vande Castle arrived at
this time.
After considerable
discussion, a motion was made by A. Nicholson, seconded by D. Dolan-Wallace and
carried to appeal the decision by the U.S. Department of Housing and Urban
Development.
OLD BUSINESS:
4. Receipt of final payment and satisfaction of mortgage from Neighborhood Housing Services of Green Bay in the amount of $94,974 plus interest of $37,441.08 for a total of $132,415.08.
K. Pamperin
presented the letter, a copy of the check received and the satisfaction of the
mortgage.
A motion was made by A.
Nicholson, seconded by D. Dolan-Wallace and carried to receive and place on
file.
NEW BUSINESS:
5.
Report and authorization to submit a Homeland Security Fiscal Year 2006
Fire Prevention and Safety Grant to install a fire suppression sprinkler system
at Mason Manor and authorize the allocation of $200,000 in revenue bond reserve
funds as matching funds.
K.
Pamperin distributed the full application to the Authority. He stated he first became aware of the
opportunity to apply for this grant on December 4, 2006 through the Housing
Authority Insurance Group (HAIG). He stated the deadline for submission of the
application was January 12, 2007, which provided a brief 39 days to prepare and
submit the application during the holiday season. He stated this would not have
been possible without the generous assistance of Dave Dolan Wallace and
Martinson Architects for their analysis of the Mason Manor facilities, fire
pump and building construction to develop a cost estimate and breakdown to
install a fire suppression sprinkler system.
He
reported the Green Bay Housing Authority is requesting Fire Prevention and
Safety Grant Program funds in the amount of $489,170.00 for the installation of
a Fire Suppression Sprinkler System.
The Green Bay Housing Authority is providing matching funds in the
amount of $200,000.00 to meet the total A/E projected cost of $689,170.00. He requested and received letters of support
to submit with the application from Mayor Jim Schmitt, Fire Chief Jeff Stauber,
Police Chief James Arts and Brown County Emergency Management Director Cullen Peltier.
A copy of the grant
request was also forwarded to Senators Herb Kohl, Russ Feingold and
Representative Steve Kagen and Dave Obey, to alert them of our
application.
A motion was made by A. Nicholson, seconded by D. Dolan-Wallace and carried to authorize submission of the Homeland Security Fiscal Year 2006 Fire Prevention and Safety Grant to install a fire suppression sprinkler system at Mason Manor and authorize the allocation of $200,000.00 in revenue bond reserve funds as matching funds.
6.
Report on coordinated
weatherization efforts at the Scattered Site properties with NEWCAP.
K. Pamperin presented the listing of Green Bay Housing Authority Scattered Site properties that have benefited from the Weatherization Assistance Program. He stated if residents are eligible for household energy assistance payments, the NEWCAP Weatherization Assistance Program could do energy audits for the rental properties occupied by the eligible residents, and when deemed necessary, replace energy consuming devices such as furnaces, water heaters, and range hoods. Being that the Scattered Site properties are all seventeen years from the initial rehabilitation, all of the energy consuming appliances are at or near the end of their use full life, staff is coordinating the energy assistance eligibility and energy audits to benefit from the NEWCAP Weatherization Assistance Audit and Program.

Pamperin referred to the handout, which lists properties already audited, those
not audited and those that are not eligible.
Chair
Van Ess asked that the report be received and placed on file.
7.
Authorization to renew Fiscal Year 2007 Agreement with the Aging and
Disability Resource Center for use of the Mason Manor Community Room for the
Noon Nutrition Program.
K. Pamperin presented the items. He stated he has requested a certificate of insurance from the insurance carrier for the Aging and Disability Resource Center. He stated that our insurance carrier has requested that we obtain a certificate of insurance showing liability coverage from Agencies using our facilities. Generally he asks such agencies to provide a certificate naming the GBHA as additionally insured. The Aging and Disability Resource Center stated they would provide a certificate of insurance but not name the Green Bay Housing Authority as additional insured.
Following discussion a motion was made by W. Vande Castle, seconded by D. Dolan-Wallace and carried to authorize renewal of the agreement, and accept a certificate of insurance with out naming the Green Bay Housing Authority as an additional insured.

Report and invitation to visit renovations at 715 N Chestnut and 967
Holzer Street.
K. Pamperin reported on the item. He stated there was one change order in the amount of $249.00 for ductwork at 715 N. Chestnut.

Pamperin asked if the Commissioners would like to see the finished properties
before they are occupied. He stated
there are still hardwood floors to be refinished, and then he could set up a
date and time for a tour of the properties.
It
was the consensus of the Commissioners that they would like to see the finished
properties.
FINANCIAL REPORT AND BILLS:
A motion was made by A.
Nicholson, seconded by W. Vande Castle and carried to receive and place on file
the financial report.

Nicholson, seconded by D. Dolan-Wallace and carried to authorize payment of the
bills.
STAFF REPORT:
K. Pamperin reported that he
has been in contact with Moraine Ridge Apartments regarding their delinquent
annual Housing Mortgage Revenue Bond fee payment, which is now over two years
over due. He stated the Authority has been receiving the trustee’s portion of
the annual fee, but the owners have not been paying the remainder of the fee,
which has grown to $15,000 with accrued interest. He stated he would like to
retain the services of our Bond Counsel at Foley and Lardner to communicate the
need for payment of the remaining annual fee with accrued interest.
It was the consensus of the
Commissioners that staff should retain the services of Bond Counsel concerning
collection of the over due fees.
A. Monday
reported that there are five upcoming openings at Mason Manor. She stated that all openings would be filled
by April 1, 2007.
J. Jantz reported that there
are nine openings in the Scattered Site properties. She stated three of the openings are due to rehab work.
There being no further
business to come before the Authority, a motion was made by A. Nicholson,
seconded by D. Dolan-Wallace and carried to adjourn. The meeting adjourned at 11:25 A.M.
