1. Approval of the minutes from the November 27, 2006 Traffic
Commission meeting.
A motion was made by Ald. Kriescher, seconded by B. Hopp
and carried to approve the minutes of the November 27, 2006 Traffic Commission
meeting.
2. Request
by Ald. Wery to review the parking restrictions on S. Oneida Street between
Badger Street and Shawano Avenue.
D.
Hansen, City Traffic Engineer, explained that the Traffic Commission made a
motion in late October 2006 to extend the NO PARKING zones on both sides of
Oneida Street further north on a 90-day trial.
Oneida Street was reconstructed in 2006 with a new roadway having one
lane in each direction plus a two-way center turn lane. On-street parking from just north of Badger Street
to Mason Street is no longer available because of this new roadway section and
because southbound traffic needs to safely merge from two lanes to one north of
the intersection. The former roadway had
four travel lanes, two in each direction.
Before construction, consideration was given to extend the three-lane
section north to Shawano Avenue but was withdrawn due to State funding
limits. Since construction, reports of
motorists making late merge right movements in the southbound direction has led
to staff-level consideration of marking and signing Oneida Street from Badger Street
to Shawano Avenue as a three-lane roadway.
D. Hansen recommends no reduction in the NO PARKING zones under the
90-day trial.
Ald. Kriescher stated that railroad quiet zones could be
impacted if the median just north of the rail crossing was reduced in length.
Ald. Wery presented a chalkboard diagram of the existing
and proposed pavement marking layouts.
A motion was made by Ald. Kriescher, and seconded by B.
Hopp to suspend the rules and allow interested parties to speak.
Katherine Bongel (133 S.
Oneida) 23 year resident, says with the new median that traffic has
slowed. She wants parking
on-street. Her neighbor, Veronica
Everson, believes on-street parking would improve child safety. K. Bongel submitted
a letter to the Traffic Commission from V. Everson. C. Macaux read the
letter aloud.
Delton Bongel (133 S. Oneida) opposes the currently signed NO
PARKING zones north of Badger Street.
Peter Andrews (142 S. Oneida) has owned his home on
Oneida Street for 67 years. He claims that
traffic is mainly transient. He used to
have terrace between sidewalk and street, believes tight terrace is not
safe. He claims that the pavement
markings are not visible in winter. He
would like to see data on rear-end crashes or complaints from the 100 block
residents.
Sandra Culver (131 S. Oneida) noticed deterioration in
the neighborhood before the Oneida Street reconstruction. She likes the new median that makes the road
safer. She believes her property value
would drop if parking is taken away. She
thinks Oneida Street should have a posted speed limit of 20 mph.
A motion was made by Mr. Hopp, and seconded by Ald.
Kriescher to return to regular order of business.
A motion was made by Ald. Kriescher, seconded by B. Hopp
and carried that the request to review the parking restrictions on S. Oneida
Street between Badger Street and Shawano Avenue be referred to DPW for study.
3. Request by Ald. Wery to review the parking
restrictions/options in the area around the Resch Aquatic Center.
B. Hopp stated that a problem cannot be solved if a
problem doesn’t exist because the new center is not open yet.
Ald. Kriescher questioned if there were issues when the
pool was open before construction. In
years past, kids walked to the park and parents dropped them off. He suggests a request to the Parks Committee
to request bump outs on Reed Street.
Ald. Wery showed a chalk diagram of the existing onstreet parking zones and stated that the new parking lot
may not be able to handle spillover lot traffic.
Ald. Theisen stated that after the new Joannes Park opened, there wasn’t a parking issue.
A motion was made by Ald. Kriescher, and seconded by B.
Hopp to suspend the rules and allow interested parties to speak.
Aaron Baen (1039 Reed) stated
that traffic has been tolerable on Reed Street, and thinks the new park will
draw more people.
Rick Krautkramer (1035 Reed)
would like a NO PARKING zone on south side of the Reed Street due to the narrow
street and difficulty to exit driveways.
Kathy Grusnick (1061 Reed),
lives across from park, and read statements from a letter she submitted to the
Mayor’s Office earlier about her concerns of the safety of the attending
children. She said that Reed Street is
already narrow. She proposes south side
parking by permit only. She stated that
another school doesn’t allow crossings across the street.
Ralph Grusnick (1061 Reed) stated that the old parking lot had 44
stalls, and said the proposed park parking lot will allow one-way traffic in
from Gray Street, and one-way out onto Reed Street. He discussed consideration of a bump out in
front of the park on Reed Street.
Pat Grzybowski (1021 Reed) has
been a resident since 1975, and is in favor of limited parking on one side of
the street. She stated that it is
difficult to get in and out of her driveway during events.
Tony Grzybowski (1021 Reed) was at the Traffic Commission
meeting when the 1-HOUR zone was established.
Before that, parking was allowed on both sides of Reed Street. In the summer, motorists can park on both
sides because the 1-HOUR zone is limited to school hours only. He prefers if parking was limited to one
side.
A motion was made by M. Kuepers, and seconded by B. Hopp
to return to regular order of business.
C. Macaux stated that there couldn’t
be a solution without any planning done.
She stated that Parks Committee should address this issue.
M. Kuepers would like the issue referred to the Plan
Commission.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to review the parking restrictions/options
in the area around the Resch Aquatic Center be referred to the Park Committee.
4. Request by Ald. Wery on behalf of Mark Martell (1324 San
Jose Place) to establish a NO PARKING HERE TO CORNER zone on both sides of
South Platten Street south of Shawano Avenue.
Ald. Wery accepted the Traffic Engineer’s recommendation.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that on a 90-day trial, to establish a NO PARKING zone on
both sides of South Platten Street from Shawano
Avenue to a point 110 feet south of Shawano Avenue.
5. Request by Ald. Wery to review the Parking Division’s
revenue vs. expenses and outsourcing if appropriate, and to examine the policy
of issuing warnings and the use of discretionary powers where applicable.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to review the Parking Division’s revenue

6. Request by Ald. DeWane to study the need for a THREE-WAY
STOP condition at Alpine Drive and Deckner Avenue.
Ald. De Wane stated he would like to postpone this
request until the next Traffic Commission meeting.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to study the need for a 3-WAY STOP
condition at Alpine Drive and Deckner Avenue be postponed
until the February 26, 2007 Traffic Commission meeting.
7. Request by Ald. Nicholson to establish a 4-WAY STOP
condition at the intersection of Manitowoc Road and Bader Street (Referred Back
From Study).
Mr. Hansen
presented the results of the traffic study, which recommends no changes to the
intersection traffic control.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to establish a 4-WAY STOP condition at the
intersection of Manitowoc Road and Bader Street be received and placed on file.
8. Request by Ald. Theisen and Ald. Kriescher to allow for more
on-street parking in the 900 block of Crooks Street.
Ald. Theisen stated that the south side of the 900 block
of Crook Street is signed NO PARKING THIS SIDE OF STREET.
D. Hansen questioned if the NO PARKING zone was in the
City’s parking regulations book.
A motion was made by M. Kuepers, and seconded by Lt.
Florence to suspend the rules and allow interested parties to speak.
Ann Larscheid (920 Crooks
Street) is a 30-year resident. They own
a shared driveway that gets blocked sometimes with parked vehicles.
Mike Larscheid (920 Crooks Street) stated that the driveway is
shared with 10 others tenants, which is why it is often blocked.
A motion was made by M. Kuepers, and seconded by Ms.
Kuiper to return to regular order of business.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that on a 90-day trial, to:
A.
Remove the NO PARKING zone on the south side of
Crooks Street from a point 50 feet west of Quincy Street to a point 134 feet
east of Webster Avenue.
B.
Establish a NO PARKING zone on the south side of
Crooks Street from a point 50 feet west of Quincy Street to a point 85 feet
east of Van Buren Street.
C.
Establish a NO PARKING zone on the south side of
Crooks Street from a point 110 feet west of Webster Avenue to a point 134 feet
east of Webster Avenue.
9. Request by Ald. Kriescher on behalf of Donald VerHeyden (1904 Newberry Avenue) to establish a 2-HOUR
PARKING DURING SCHOOL HOURS zone on Newberry Avenue from Reimer Street to Huth Street.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that on a 90-day trial to establish a 2-HOUR PARKING 7 AM
TO 4 PM SCHOOL DAYS zone on both sides of Newberry Avenue from Reimer Street to
Huth Street.
10. Request by Ann Sullivan School to modify the parking
restrictions in front of the school to better identify the BUS LOADING and the
NO PARKING 7-4 SCHOOL DAYS zones.
Ald. Kriescher said that school buses used to use the
main driveway, not the on-street bump out, where this request is.
A motion was made by M. Kuepers, seconded by Ald.
Kriescher and carried that the request to modify the parking restrictions in
front of the school to better identify the BUS LOADING and the NO PARKING 7-4
SCHOOL DAYS zones be referred to DPW for study.
11. Request by the Green Bay Police Department to revise the East
Walnut Street traffic signal operations between 11 PM and 3 AM on Fridays and
Saturdays at Washington Street and Adams Street. (Referred
Back From Study).
D. Hansen presented a memo summarizing changes to the
signal timings, and that Chief Arts concurred with the recommendations.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to revise the East Walnut Street traffic
signal operations between 11 PM and 3 AM on Fridays and Saturdays at Washington
Street and Adams Street be modified per the Traffic Engineer’s recommendation.
12.
Request by Ald. Jeffreys to establish a NO
STOPPING OR STANDING zone on the east side of the 300 block of North Maple
Avenue (between Kellogg and Dousman Streets).
A lengthy
discussion took place between the Traffic Commission members and local
community Police Officer Scott Schuetze who spoke in
favor of creating a NO STOPPING OR STANDING zone.
A motion was made by Ald. Kriescher, seconded by Lt.
Florence and carried that, on a 90-day trial, to:
A. Remove
the NO PARKING zone on the east side of Maple Avenue from Mather Street to
Dousman Street.
B. Establish
a NO PARKING zone on the east side of Maple Avenue from Mather Street to
Kellogg Street.
C. Establish
a NO STOPPING OR STANDING zone on the east side of Maple Avenue from Kellogg
Street to Dousman Street.
13. Request by Traffic Engineer to establish a NO PARKING zone on
the west side of South Broadway from the south city limits to 10th
Avenue.
D. Hansen explained that South Broadway was reconstructed
from a four-lane (two-lanes each direction) road to a two-lane road with a
center two-way left turn lane in 2006.
Parking is no longer possible on the west side of South Broadway because
it is a live lane of traffic.
A motion was made by Lt. Florence, seconded by M.
Kuepers, and carried that, on a 90-day trial, to establish a NO PARKING zone on
the west side of South Broadway from 10th Street to the south city
limits.
14. Request by the Green Bay Police Department to establish a NO
TURN ON RED WHEN CHILDREN ARE PRESENT condition at the westbound and northbound
approaches of the Shawano Avenue and Fisk Street.
A motion was made by Ald. Kriescher, seconded by Lt.
Florence and carried that a NO TURN ON RED WHEN CHILDREN ARE PRESENT condition
at the westbound and northbound approaches of the Shawano Avenue and Fisk
Street be established and adopted by ordinance.
15. Request by Ald. Weber to modify the parking restrictions on
Dancing Dunes Drive between West Point Road and Painted Trail (by Martin Luther
King School).
D. Hansen explained that the bus company is having
difficulty exiting the school during school release. DPW gets many reports per year that motorists
are violating the NO STOPPING OR STANDING signs on the east side of Dancing
Dunes Drive.
Lt. Florence states that leaving some NO PARKING signs
could improve compliance to the signs.
A motion was made by Lt. Florence, seconded by Ald.
Kriescher, and carried that, on a 90-day trial, to:
A. Remove the NO STOPPING OR STANDING (3:00
PM – 4:00 PM SCHOOL DAYS) zone on the east side of Dancing Dunes Drive from a
point 50 feet north of Painted Trail to a point 50 feet south of Painted Trail.
B. Establish a NO STOPPING OR STANDING
(3:00 PM – 4:00 PM SCHOOL DAYS) zone on the east side of Dancing Dunes Drive
from West Point Road to a point 50 feet south of Painted Trail.
16. Request by Ald. VanderLeest to establish a STOP condition on
West Point Road at Wood Lane (Referred Back From
Study).
D. Hansen stated that Ald. VanderLeest called him
today and asked this item be posted to the February Traffic Commission meeting.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to establish a STOP condition on West
Point Road at Wood Lane be postponed until the February 27, 2007 Traffic
Commission meeting.
17. Request by Ald. VanderLeest to review the traffic restrictions
on Trojan Drive near the community-based residential facility.
D. Hansen stated that this is the same request from the
September 25, 2006 Traffic Commission meeting where Jeff Johnson (Adult Group
Home Director) requested to remove the 1 HOUR PARKING 7 TO 4 SCHOOL DAYS zone
and any other parking restrictions on the north side of Trojan Drive, from
Hobart Drive to the west property line of 2466 Trojan Drive. The rest of Trojan Drive is posted 1 HOUR
PARKING 7 TO 4 SCHOOL DAYS.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that, on a 90-day trial, to:
A.
Remove the 1 HOUR PARKING 7 TO 4 SCHOOL DAYS
zone on the both sides of Trojan Drive from a point 60 west of Packerland Drive
to Hobart Drive.
B.
Establish a 1 HOUR PARKING 7 TO 4 SCHOOL DAYS
zone on the south side of Trojan Drive from a point 60 west of Packerland Drive
to Hobart Drive.
C.
Establish a 1 HOUR PARKING 7 TO 4 SCHOOL DAYS
zone on the north side of Trojan Drive from a point 60 west of Packerland Drive
to a point 130 feet east of Delray Drive.
D.
Establish a NO PARKING zone on the north side
Trojan Drive from a point 110 feet west of Hobart Drive to Hobart Drive.
18. Request by Ald. VanderLeest to modify the parking restrictions
in front of Bay Area Diamond (1545 Sixth Street) to 1 HOUR.
D. Hansen
explained that Ald. VanderLeest called him today and stated that Sears employees have parked in front of Bay Area
Diamond. He stated that Bay Area Diamond
is directly south of the plaza mall access onto Sixth Street.
A motion was made by M. Kuepers, seconded by Ald.
Kriescher and carried that the request to modify the parking restrictions in
front of Bay Area Diamond (1545 Sixth Street) to 1 HOUR be denied.
19. Request by Ald. Wiezbiskie to reassess the YIELD sign at
Edinburgh and Durham Roads. (Referred Back From Study).
D. Hansen presented the results of the study. He recommended no change to the intersection
traffic control.
A motion was made by M. Kuepers, and seconded by Ald.
Kriescher to suspend the rules and allow interested parties to speak.
Scott Schuetze (2735 Durham)
stated he submitted the petition (submitted at the November 2006 meeting). He is concerned that motorist speeds will
increase after Durham Road is extended to Scottwood
Drive. He stated that wide streets
encourage speeding.
D. Hansen
replied that the two-week speed study showed that there is no speeding problem
on Durham Road, as the average speed collected was 25 mph, which is also the
posted speed limit.
S. Schuetze replied that Davies Lane was the wrong spot to place the speed board that collected the study speeds.
C. Macaux stated that speeding is a problem most everywhere.
S. Schuetze stated that the traffic study was a waste of
taxpayer dollars.
Ald. Kriescher stated that D. Hansen studied the
intersection thoroughly, and proved there is no speeding problem. Ald. Kriescher is convinced that if the
unwarranted STOP condition is established at the intersection that Durham Road
will experience higher midblock speeds (near Davies Lane).
Gary Fifarek stated that he
initially signed the submitted petition.
But he spoke with other neighbors, with D. Hansen, with Gary’s wife, and
has since changed his opinion of changing the TWO-WAY YIELD condition to an
ALL-WAY STOP condition. He stated that
Mrs. Fifarek told him that she has only had to stop
at the intersection YIELD signs two times since the new YIELD signs have been
placed. He stated that there’s just not
enough traffic on these streets to need a 4-WAY STOP. If speeding is a concern, then the Police
Department should enforce the speed limit or have the voluntary “Speed Watch”
program done in the area.
Ald.
Wiezbiskie spoke in support of the proposed ALL WAY STOP condition. He questioned D. Hansen if it was typical for
DPW to send letters out to residents informing them that a STOP sign may be
installed in their neighborhood.
D. Hansen
replied that this situation was not typical because a petition with
questionable statements was circulated throughout the neighborhood and
submitted; that the intersection does not come close to meeting the MULTI-WAY
STOP warrants; and that it was his professional obligation to inform residents
that safety could be compromised if the STOP signs were installed.
A motion was made by Ald. Kriescher, and seconded by M.
Kuepers to return to regular order of business.
A motion was made by C. Macaux,
and seconded by Ald. Kriescher, that the request to reassess the YIELD sign at
Edinburgh and Durham Road be received and placed on file.
C. Macaux and Ald. Kriescher voted yes; Lt. Florence and M.
Kuepers voted no. Motion failed.
A second
motion was made by Ald. Kriescher, seconded by M. Kuepers, and carried that the
request to reassess the YIELD sign at Edinburgh and Durham Roads be postponed
until the next Traffic Commission meeting on February 26, 2007.
20. Request by the Principal of Red Smith School to modify the NO
STOPPING OR STANDING zone near the school on the north side of Fagerville Way.
Ald. Kriescher stated that our schools want to respect
their students but do not accommodate all of their transportation needs. Schools must be willing to participate and
educate the student’s parents. He
suggested that bump outs on Fagerville Way be
considered for a pick up drop off area.
Ald. Wiezbiskie stated that Ald. Kriescher’s
solution is possible but that the proper persons need to work out a solution
including school and city staff. He
proposed doubling parking fines near schools.
A motion was made by Ald. Kriescher, and seconded by M.
Kuepers to suspend the rules and allow interested parties to speak.
Beth Flynn (3343 Edinburgh) stated that if sidewalks were
installed that the school neighborhood would be safer. She stated that school officials require the
parents to exit their vehicles and meet their children on or near school
property. Therefore, this is the main
reason parents are violating the NO STOPPING OR STANDING zones.
Gary Fifarek stated that the NO
STOPPING OR STANDING signs are not effective, and would like to see relaxed
parking restrictions.
A motion was made by Ald. Kriescher, and seconded by M.
Kuepers to return to regular order of business.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to modify the NO STOPPING OR STANDING zone
near the school on the north side of Fagerville Way
be referred to DPW and Police staff for study.
21. Request by Ald. Wiezbiskie to provide additional speed control
and enforcement on Nicolet Drive from UWGB to the City limits.
C. Macaux asks why this request
is not more specific as this is a long section of Nicolet Drive.
Commander Sterr stated there was a “Speed Wave” performed
in 2006 within the corridor.
A motion was made by Lt. Florence, seconded by M. Kuepers
and carried that the request to provide additional speed control and
enforcement on Nicolet Drive from UWGB to the City limits be referred to the
Green Bay Police Department.
22. That, on a 90-day trial, to establish a NO PARKING zone on the
west side of Edgewood Drive from East Mason Street to a point 90 feet north of
Robinson Avenue.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that a NO PARKING zone on the west side of Edgewood Drive
from East Mason Street to a point 90 feet north of Robinson Avenue be adopted
by ordinance.
23. That, on a 90-day trial, establish a
2-HOUR PARKING DURING SCHOOL HOURS zone on both sides of Huth
Street from Hillside Lane to Oakdale Avenue.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the request to rescind the 90-day trial of the 2-HOUR
PARKING DURING SCHOOL HOURS zone on both sides of Huth
Street from Hillside Lane to Oakdale Avenue be removed from the agenda because
the 90-day trial was rescinded at the October 23, 2006 Traffic Commission
meeting.
24. That, on a 90-day trial, remove the
NO PARKING zone on the east side of North Jackson Street between East Walnut
Street and Cherry Street.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the removal of the NO PARKING zone on the east side of
North Jackson Street between Cherry Street and East Walnut Street be adopted by
ordinance.
25. That, on a 90-day trial, remove the
TWO HOUR PARKING 7:00 AM to 7:00 PM MONDAY – FRIDAY zone on the west side of
Broadway from a point 60 feet south of Dousman Street to a point 115 feet north
of Hubbard Street.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that the removal of the TWO HOUR PARKING 7:00 AM to 7:00 PM
MONDAY – FRIDAY zone on the west side of Broadway from a point 60 feet south of
Dousman Street to a point 115 feet north of Hubbard Street be adopted by
ordinance.
26. That, on a 90-day trial, establish a ONE HOUR PARKING 9:00 AM
TO 9:00 PM DAILY zone on the west side of Broadway from a point 60 feet south
of Dousman Street to a point 160 feet south of Dousman Street.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that a ONE HOUR PARKING 9:00 AM TO 9:00 PM DAILY zone on
the west side of Broadway from a point 60 feet south of Dousman Street to a
point 160 feet south of Dousman Street be adopted by ordinance.
27. That, on a 90-day trial, establish a
TWO HOUR PARKING 7:00 AM to 7:00 PM MONDAY – FRIDAY zone on the west side of
Broadway from a point 160 feet south of Dousman Street to a point 115 feet
north of Hubbard Street.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that a TWO HOUR PARKING 7:00 AM to 7:00 PM MONDAY – FRIDAY
zone on the west side of Broadway from a point 160 feet south of Dousman Street
to a point 115 feet north of Hubbard Street be adopted by ordinance.
28. That, on a 90-day trial, establish a 15 MINUTE LOADING ZONE 8
AM TO 5 PM MONDAY – FRIDAY on the east side of South Broadway from a point 60
feet north of Prospect Place to a point 110 feet north of Prospect Place.
A motion was made by Ald. Kriescher, seconded by M.
Kuepers and carried that a 15 MINUTE LOADING ZONE 8 AM TO 5 PM MONDAY – FRIDAY
on the east side of South Broadway from a point 110 feet north of Prospect
Place to a point 60 feet north of Prospect Place be adopted by ordinance.
29. That, on a 90-day trial, remove the
NO PARKING zone on the north side of Fagerville Way
from a point 270 feet west of Sussex Road to a point 350 feet west of Sussex
Road.
A motion was made by Ald. Kriescher, seconded by Lt.
Florence and carried that the removal of the NO PARKING zone on the north side
of Fagerville Way from a point 350 feet west of
Sussex Road to a point 270 feet west of Sussex Road be adopted by ordinance.
30. That, on a 90-day trial, establish a
NO STOPPING OR STANDING zone on the north side of Fagerville
Way from Sussex Road to a point 560 feet west of Sussex Road.
A motion was made by Ald. Kriescher, seconded by Lt.
Florence and carried that a NO STOPPING OR STANDING zone on the north side of Fagerville Way from a point 560 feet west of Sussex Road to
Sussex Road be adopted by ordinance.
31. That, on a 90-day trial, establish a
NO STOPPING OR STANDING zone on the south side of Fagerville
Way from Sussex Road to a point 540 feet west of Sussex Road.

32. That, on a 90-day trial, remove the
NO PARKING zone on the east side of Yorkshire Road, from Fagerville
Way to a point 80 feet south of Fagerville Way.

37. That, on a 90-day trial, establish a

Lane to Oakdale Avenue be rescinded.

Kuepers and carried that the request to rescind the 90-day trial of the 2-HOUR
PARKING DURING SCHOOL HOURS zone on both sides of Huth
Street from Hillside Lane to Oakdale Avenue be removed from the agenda because
the 90-day trial was rescinded at the October 23, 2006 Traffic Commission
meeting.
39. That, on a 90-day trial, remove the
NO PARKING BUS LOADING ZONE ONLY zone on the west side of Ethel Avenue from
Mather Street to Bond Street.

Kuepers and carried that the removal of the NO PARKING BUS LOADING ZONE ONLY
