APPROVAL OF MINUTES:
A
motion was made by A. Nicholson, seconded by D. Dolan-Wallace to approve the
minutes from the August 21, 2007 meeting of the Housing Authority of the City
of Green Bay. Motion carried.
COMMUNICATIONS:
1. Review project update report from September 19, 2007,
regarding the GBHA loan to NeighborWorks Green Bay for the project located at
815 Chicago Street.
K. Pamperin reviewed the September 19, 2007 letter from Noel Halvorsen, Executive Director NeighborWorks Green Bay. The report indicates that NeighborWorks Green Bay is working with a local contractor DeLeers Construction to redefine the project and establish a feasible budget in an effort to advance the condominium development originally conceived for the property. The property has been marketed and shown to several potential investors. To date no one has made an offer. NeighborWorks is exploring the feasibility of redeveloping the building for use for an architectural salvage operation and leasing space to area artists or crafts people. NeighborWorks is also exploring grant opportunities from national partners for both options.
OLD BUSINESS:

Report on and action on replacement- expansion of the Security Camera
System.
K Pamperin stated he has
asked the Mason Manor staff to outline the current need and how the current
security camera system is used as well as any expansion of the system. He
stated we may want to expand or be prepared to expand the system in the future,
to cover the resident and visitor parking to the north, the north community
room entrance and selected interior lobbies and maintenance area. With that
information he will ask several firms to review the needs and proposed
expansion and provide proposals.

Report on GBHA MM 06-01 Mason Manor Pavement Repair and Emergency
Access.
K. Pamperin stated the tint
color and stamping design is selected, the contract is executed and the site
work should begin October 1, 2007
NEW BUSINESS:

Review and adoption of Resolution No. 07-04 authorizing Certification
of Department of Housing and Urban Development Annual Performance Indicators
for the Public Housing Assessment System (PHAS).
K Pamperin reviewed the performance indicators, and changes that were
made regarding unit turnover average time following a discussion with
HUD in
regard to market conditions.
A motion was made by W.
VandeCastle, seconded by A. Nicholson to adopt Resolution No. 07-04,
approving the Certification of
Department of Housing and Urban Development, Annual Public Housing Assessment
System, (PHAS) Performance Indicators. Motion carried.
5.
Review and approval of contract with Dimension Development to present
options for sale or transition of Scattered Site Properties.
K Pamperin reviewed the two
proposals received to layout the various options
available to the Authority to preserve as affordable housing and sell or
transition its fifty units of Scattered Site Public Housing on forty two sites
that the Authority has developed and owned since 1988-89. He stated each
developer was invited to submit a proposal that would consider the following
options as well as any new or combined options to facilitate the transition or
sale.
K Pamperin stated
there may be combinations of the above options that would serve the authority’s
and community’s needs, with 34 of the sites being single family homes and 8
being duplexes

Authorization to request proposals for appraisal of the Authority’s
Scattered Site Properties.
K. Pamperin stated that if
the Authority chooses to sell or refinance the Scattered Site Properties there
would be a need to determine the market value. He has put together a request
for proposals to provide FHA appraisals
on all forty-two sites requesting a market value if the properties are sold as
individual residential properties, and/or as a group with the possibility of
project based vouchers attached and or tax credit financing. He stated he estimated the cost of
appraisals to be in the area of $250.00 to $300.00 per property.
A motion was made by W.
VandeCastle, seconded by A. Nicholson to authorize proposals for appraisal of
the Authority’s Scattered Site Properties. Motion carried.
7.
Authorization to proceed with requesting proposals and proceeding with
Mason Manor Ramp sealant and caulking.
K. Pamperin stated that we
should have the drive ramp surface inspected and sealant touched up annually to
prevent moisture and salt penetration. He stated it has been several years
since the Mason Manor building was inspected for calking and tuck-pointing and
we know there are few areas on the parapet that should touched up before
winter.
A motion was made by A.
Nicholson, seconded by D. Dolan-Wallace to authorize requesting proposals and
proceeding with Mason Manor ramp sealant and caulking. Motion carried.
8. Authorization to
inspect tuck-pointing and caulking of the Mason Manor building and proceed with
recommendations.
A motion was made by W.
VandeCastle, seconded by A. Nicholson to authorize inspection of tuck-pointing
and caulking of the Mason Manor building and proceed with recommendations.
Motion carried.
FINANCIAL REPORT AND BILLS:
A motion was made by D.
Dolan-Wallace, seconded by H. Genunzio, to receive the financial report as
presented.
A motion was made by W. VandeCastle, seconded by A. Nicholson, to
approve the
bills as presented. Motion carried.
There being no further business to come before the Authority the
meeting was
Adjourned at 11:15 AM.
