ORDER OF BUSINESS:

 

1.            Review and action on disposition of 1520 Day Street, 904-906 S. Chestnut Avenue, and 1122 Shawano Avenue.

 

C. Renier-Wigg explained the disposition of properties.  1520 Day Street was purchased for the sole purpose of keeping large scale trucks off of the side streets.  Brad Lemmerond would like to purchase this property for storage of automobiles, boats, and other small vehicles.  Due to conflict of interest, M. Schueller will abstain from voting on this issue.  This property will be taken to the full RDA for approval due to lack of quorum. 

 

C. Renier-Wigg stated an offer to purchase has been received from Unlikely Development LLC to purchase 904-906 S. Chestnut Avenue to do a “green” build.  The proposal stated that the City of Green Bay give the lot to Unlikely Development LLC in exchange for access to the home during construction and during the open houses.  Since this developer is a for-profit entity, staff recommends the City of Green Bay sell this lot for $4,000 with the additional caveat of access to the home and the builder during the entire building process.  This time will be used for media events, open houses, and to teach area high school and secondary education school students about the aspects of green building.  The goal of this project is to promote green builds throughout the city.

 

M. Schueller stated that plan option 2 is highly preferred to plan option 1.

 

C. Renier-Wigg stated that 1122 Shawano Avenue is currently available on the New Homes In Your Neighborhood program.  This lot has been approved for sale in the past, however it is currently listed at $31,570 because of the commercial type, 4-family building located on the lot before demolition.  Surrounding lots are valued at an equalized amount of $15,100 and staff recommends the authorization to reduce the price of this lot to $16,000.

 

A motion was made by T. Weber and seconded by M. Schueller to have staff refer 1520 Day to the full RDA for approval and approval of staff recommendations to dispose of 904-906 S. Chestnut Avenue with adjustments to the development agreement and dispose of 1122 Shawano Avenue at a price adjustment as discussed.  Motion carried.

 

2.      Review and action on acquisition of 320-322 S. Webster Avenue, 1112-1116 S. Broadway, 1124 S. Broadway, 1138 S. Broadway, 721 Chicago Street, 1367-1369 E. Walnut Street, 1375 E. Walnut Street, 723 Mather Street, and 727 Mather Street.

 

The Authority may convene in closed session pursuant to Sections 19.85(1)(e), Wis. Stats., for purposes of deliberating or negotiating the sale of public properties, investing of public funds as necessary for competitive or bargaining reasons.  The Authority may thereafter reconvene in open session pursuant to Section 19.85(2), Wis. Stats., to report the results of the closed session and consider the balance of the agenda.

 

The closed session notice was read.  A motion was made by T. Weber and seconded by M. Schueller to convene in closed session.  Motion carried.

 

A motion was made by T. Weber and seconded by M. Schueller to return to regular order of business.  Motion carried.

 

A motion was made by M. Schueller and seconded by T. Weber to approve staff to use Neighborhood Enhancement funds for acquisition of 320-322 S. Webster Avenue, 1112-1116 S. Broadway, and 721 Chicago Street and continue to negotiate on 1138 S. Broadway using Neighborhood Enhancement Funds.  Motion carried.

 

A motion was made by M. Schueller and seconded by T. Weber to authorize staff to use CDBG funds in purchasing 1367-1369 E. Walnut Street, 1375 E. Walnut Street, 723 Mather Street, and 727 Mather Street under the parameters as proposed in the meeting.  Motion carried.

 

A motion was made by T. Weber and seconded by M. Schueller to adjourn.  Motion carried.
