GENERAL BUSINESS

 

1.       Approval of the minutes from the January 14, 2008 Traffic Commission meeting.

            A motion was made by Ald. Kriescher, seconded by M. Kuepers and carried to approve the minutes from the January 14, 2008 Traffic Commission meeting.

            The remaining items were discussed in this order:  15, 16, 19, 10-13, 2-6, 9, 7, 8, 14, 17, 18, and 20-40.

2.        Review of the 2007 fourth quarter serious/fatal traffic crashes within the City of Green Bay.

Lt. Florence summarized the report to the Traffic Commission.  1 fatal crash, Oct 11, 2007, 11:06 AM, Klaus St at Webster Av, male operator, 57, failure to stop, T-boned by semi, alcohol-related, BAC=0.28%.

A brief discussion took place about the high number of 2007 alcohol-related crashes.

A motion was made by Ald. Kriescher, seconded by B. Hopp and carried that the 2007 fourth quarter serious/fatal traffic crashes within the City of Green Bay be received and placed on file.

INITIAL REQUESTS

 

3.        Request by Ald. Nicholson to install additional NO STOPPING OR STANDING signs on the west side of Schoen Street from Amy Street to Lilac Lane.

            Dave Hansen, City Traffic Engineer, stated that Items 3-6 and 9 could be discussed together as the requests are related to traffic issues near Eisenhower Elementary.  He presented a map of the existing parking zone, which is NO STOPPING OR STANDING (NSOS) on the west side of Schoen St from Amy St south to near the school property line.  He spoke earlier with Ald. Nicholson about the Eisenhower area requests.  The request involves extending this zone past Eisenhower Park in order to deal with parking issues during school pick-up.  He stated that a round-the-clock NSOS zone might be a bit restrictive to residents across the street.  He recommended a NSOS 7 AM TO 4 PM SCHOOL DAYS zone instead.

            A brief discussion took place about soccer games at Eisenhower Park.

            A motion was made by B. Hopp, seconded by Ald. Kriescher and carried that, on a 90-day trial, to:

A.    Remove the NO STOPPING OR STANDING zone on the west side of Schoen Street from a point 305 feet south of Amy Street to Amy Street.

B.  Establish a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS ZONE on the west side of Schoen Street from Lilac Lane to Amy Street.

4.        Request by Ald. Nicholson to modify the start time of the NO PARKING 4 PM – 8 PM MONDAY - FRIDAY zone on the east side of Schoen Street to 2 PM.

            D. Hansen stated he had no issues with the request.

            A brief discussion took place about if the residents were OK with the request.

            A motion was made by B. Hopp, seconded by Ald. Kriescher and carried that, on a 90-day trial, to:

A.    Remove the NO PARKING 4 PM TO 8 PM MONDAY THROUGH FRIDAY zone on the east side of Schoen Street from Lilac Lane to Amy Street.

B.    Establish a NO PARKING 2 PM TO 8 PM MONDAY THROUGH FRIDAY zone on the east side of Schoen Street from Lilac Lane to Amy Street.

5.        Request by Ald. Nicholson to establish a NO PARKING HERE TO CORNER zone at the intersection of Jean and Schoen Streets.

            D. Hansen stated that parking zones proposed in Items 5 and 6 be recommended as NO STOPPING OR STANDING (NSOS) zones, which have been effective in clearing intersections when established near schools.  For this request, he recommended a 50-foot zone on both sides of Jean Street near the intersection.

            A motion was made by B. Hopp, seconded by Ald. Kriescher and carried that, on a 90-day trial, to establish a NO STOPPING OR STANDING zone on both sides of Jean Street from Schoen Street to a point 50 feet east of Schoen Street.

6.        Request by Ald. Nicholson to establish a NO PARKING HERE TO CORNER zone on the north side of Amy Street at Schoen Street.

            D. Hansen recommended a 50-foot NO STOPPING OR STANDING HERE TO CORNER zone.

A motion was made by B. Hopp, seconded by Ald. Kriescher and carried that, on a 90-day trial, to establish a NO STOPPING OR STANDING zone on the north side of Amy Street from a point 50 feet west of Schoen Street to Schoen Street.

7.        Request by Ald. Nicholson for a traffic study at Lime Kiln Road and August Street.

A motion was made by Ald. Kriescher, seconded by B. Hopp and carried that the request for a traffic study at Lime Kiln Road and August Street be referred to DPW staff for study.

8.        Request by Ald. Nicholson for a traffic study at the corner of Pecan Street and Main Street to determine if a green arrow is warranted.
                       

            A motion was made by Ald. Kriescher, seconded by B. Hopp and carried that the request for a traffic study at the corner of Pecan Street and Main Street to determine if a green arrow is warranted be referred to DPW staff for study.

9.        Request by Ald. Nicholson to establish a NO PARKING HERE TO CORNER zone at 1754 Amy Street.

            D. Hansen recommended that the existing NO PARKING DURING SCHOOL HOURS zone in front of Eisenhower Elementary be removed and to establish a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS zone in its place, and to extend the new zone to the west to resolve the parking issues in front of 1754 Amy St.

            A motion was made by B. Hopp, seconded by Ald. Kriescher and carried that, on a 90-day trial, to:

A.  Remove the NO PARKING DURING SCHOOL HOURS zone on the south side of Amy Street from a point 500 feet west of Schoen Street to Schoen Street.

B.    Establish a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS zone on the south side of Amy Street from a point 590 feet west of Schoen Street to Schoen Street.

10.      Request by Ald. Theisen for 4-HOUR PARKING on the east side of the 600 block of S. Irwin Avenue.

            D. Hansen stated that 4-HOUR parking zones do not exist within the City.

            Ald. Theisen asked if a 3-HOUR zone would be acceptable.  D. Hansen replied yes.

A motion was made by Ald. Kriescher, seconded by M. Kuepers and carried that, on a 90-day trial, to:

A.    Remove the 2-HOUR PARKING zone on the east side of Irwin Avenue from a point 70 feet south of Mason Street to a point 410 feet south of Mason Street.

B.    Establish a 3-HOUR PARKING zone on the east side of Irwin Avenue from a point 70 feet south of Mason Street to a point 410 feet south of Mason Street.

11.      Request by Ald. Theisen for 4-HOUR PARKING in the 700 block of Grignon Street.

            For zone consistency, D. Hansen recommended a 3-HOUR zone for both the 600 and 700 blocks of Grignon St.
           

A discussion took place about the surrounding RESIDENTIAL PERMIT zones, and about the residents requesting the zone.

            A motion was made by Lt. Florence, seconded by B. Hopp and carried that, on a 90-day trial, to:

A.    Remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Grignon Street from Monroe Avenue to Jackson Street.

B.    Establish a 3-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Grignon Street from Monroe Avenue to Jackson Street.

D. Hansen informed the Commission that DPW Parking Division does not recommend the establishment of any 4-HOUR parking zones.  Since most workdays consist of morning, lunch, and afternoon blocks, it is likely that 4-HOUR zoned streets in business areas would become on-street employee parking zones.

12.      Request by Ald. Theisen to paint the curbs in the NO PARKING area near East River Van Beaver Park.

            D. Hansen showed a map of the existing NO PARKING zones near the park.  He had no objections to the request.
           

A motion was made by Ald. Kriescher, seconded by M. Schuster and carried that DPW be instructed to paint the curbs yellow within the NO PARKING zones on Louise, Edison, and Amy Streets at John Street and on John Street at Cass, Louise, Edison, and Amy Streets.

13.      Request by the Traffic Engineer to remove the 2-HOUR PARKING zone

            on the east side of Jefferson Street from Jefferson Way to Martin Street.

            D. Hansen showed a map of the area and stated that Jefferson St converts from a 1-WAY southbound street to a 2-WAY street at Martin St.  The 2-WAY segment is only 1 block long.  Some motorists travel north on Jefferson St north of Martin St, an obviously illegal and dangerous condition.  To make travel conditions safer, he has made some sign modifications in the area.  While making sign adjustments, he noted the 2-HOUR zone, which when vehicles are parked in it forces northbound motorists to cross the double-yellow centerline.  Furthermore, the northbound curb lane turns into an exclusive right-turn lane at Martin St, so if vehicles were legally parked there, it would block that lane.  He presented a photo of the Jefferson St at Martin Street.
           

A motion was made by M. Schuster, seconded by M. Kuepers and carried that, on a 90-day trial, to:

A.    Remove the 2-HOUR PARKING zone on the east side of Jefferson Street from Jefferson Way to Martin Street.

B.    Remove the NO PARKING zone on the east side of Jefferson Street from Martin Street to St. John Street.

C.    Establish a NO PARKING zone on the east side of Jefferson Street from Jefferson Way to St. John Street.

14.      Request by Ald. Kriescher to change the parking time on the south side of the 1300 block of Cedar Street.

            Ald. Kriescher stated that the sub shop Jimmy Johns requested more parking on Cedar St for their employees.  The Citgo station owner didn’t have any issues with the request.

            A brief discussion took place about the existing 2-HOUR 7-7 MON-FRI zone, the multiple businesses along Main and Cedar Sts, and the need for NO PARKING HERE TO CORNER zones at Baird St.
           

            A motion was made by B. Hopp, seconded by Lt. Florence and carried that, on a 90-day trial, to:

A.    Remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to Baird Street.

B.    Remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Cedar Street from Irwin Avenue to Baird Street.

C.    Establish a NO PARKING zone on the north side of Cedar Street from a point 70 feet west of Baird Street to Baird Street.

D.    Establish a NO PARKING zone on the south side of Cedar Street from a point 100 feet west of Baird Street to Baird Street.

E.    Establish a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to a point 70 feet west of Baird Street.

15.      Request by On Broadway Inc to paint crosswalks on Broadway at Dousman, Hubbard, and Walnut Streets.

            D. Hansen stated he recently met with On Broadway Inc (OBI).  They are concerned with pedestrian safety along Broadway, especially during the Farmers Market On Broadway special event that has expanded over the years.  He recommended painting all 4 legs of each intersection except at Hubbard St, where he recommended only striping the crosswalks crossing Broadway because vehicular-pedestrian conflicts are low, especially during the Farmers Market when Hubbard St is barricaded and closed.

A motion was made by Ald. Kriescher, and seconded by B. Hopp to suspend the rules and allow interested parties to speak.

            Mary Walch (2762 Old Coach Rd), representing On Broadway Inc., requested all approaches of each intersection have painted crosswalks for pedestrian safety.  Business owners want all, not some, approaches painted for aesthetic reasons.
           

            A motion was made by B. Hopp, and seconded by Ald. Kriescher to return to regular order of business.

            A brief discussion took place about crosswalk justification.

A motion was made by B. Hopp, seconded by M. Kuepers that DPW be instructed to paint pedestrian crosswalks crossing all approaches at Broadway/Dousman, Broadway/Hubbard, and Broadway/Walnut.  Motion carried with Ald. Kriescher opposing.

16.      Request by Ald. Jeffreys on behalf of resident at 820 Shea Avenue to establish a NO PARKING HERE TO CORNER zone on the west side of Shea Avenue just north of Velp Avenue.

            D. Hansen showed a map of the intersection and noted the skewed angle and close building on the northwest corner.  He also showed a photo of someone parked on-street near the corner, who went to the business on the northwest corner.  He recommended establishing a NO PARKING HERE TO CORNER zone long enough to improve traffic safety.

           

            A brief discussion took place about on-street customer parking and intersection vision triangles.

 

A motion was made by Ald. Kriescher, seconded by B. Hopp and carried that on a 90-day trial, to establish a NO PARKING zone on the west side of Shea Avenue from a point 40 feet north of Velp Avenue to Velp Avenue.

 

17.      Request by Ald. Weber to review parking policies in the 2600 block of West Point Road.

            D. Hansen showed a map of the parking zones in the 2600 block of West Point Road.  Members questioned what was to be reviewed.

           

A motion was made by B. Hopp, seconded by Ald. Kriescher and carried that the request to review parking policies in the 2600 block of West Point Road be postponed until the March 24, 2008 Traffic Commission meeting.

           

POSTPONED FROM PREVIOUS MEETING

 

18.      Request by Ald. VanderLeest for an update on the Mason Street frontage traffic study and for consideration to add a northbound right-turn lane at the Hinkle and W Mason Street intersection.

            D. Hansen stated that the consultant still hasn’t submitted the report to the City.  Therefore, he recommended postponing the item until the next meeting.

           

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the request for an update on the Mason Street frontage traffic study and for consideration to add a northbound right-turn lane at the Hinkle and W Mason Street intersection be postponed until the March 24, 2008 Traffic Commission meeting.

REFERRED BACK FROM STUDY

 

19.      Report of the City Attorney’s legal opinion regarding midblock crosswalks, as requested by the Traffic Commission on November 26, 2007, as it pertains to the request by Ald. Theisen for crosswalk signs and striping of Mason Street crosswalks at Jackson and VanBuren Streets.

            D. Hansen read a memo addressed to Traffic Commission members and to him from Allison Swanson, City Attorney, regarding “intra-block crosswalks”.  He read the memo aloud.  The memo states “…the City would be protected by legislative immunity when implemented through Council action and also discretionary and official immunity where implementation is recommended by a city official such as the traffic engineer…” The memo also states “…it is appropriate and recommended that the committee consider the recommendation of the traffic engineer…” D. Hansen stated he is still concerned that rear-end crashes could increase because a marked crosswalk requires motorists to yield right-of-way to pedestrians within one.  However, he understands the City created the condition by installing curb ramps and therefore recommended that if a motion were made to create a legal midblock crosswalk that it be signed and marked appropriately.

 

Ald. Theisen spoke in favor of marking and signing the crosswalks.  He thanked DPW for the REDUCED SPEED AHEAD 30 MPH and large SPEED LIMIT 30 MPH signs that were recently installed on Mason St between Monroe and Webster Aves.  He discussed the history of how the crosswalks became constructed where at one time it was prohibited.  He understands the law that all vehicles must stop for pedestrians in marked crosswalks.  He reiterated that a legal opinion was made that the City won’t be exposed to additional liability if the crosswalks were signed and painted.  Pedestrians are already crossing there so the City should make it safer for them.

 

A motion was made by M. Kuepers and seconded by B. Hopp to suspend the rules and allow interested parties to speak.

 

            Ben Giese (536 S Jackson St) spoke in favor of marking and signing the crosswalks, spoke in opposition of removing the curb ramps, and said it is unrealistic to expect pedestrians cross at Mason/Webster.

 

            Ann Hartman (320 S Jackson St) spoke in favor of marking and signing the crosswalks, said speeding is a problem on Mason Street, and that she questioned why the City didn’t stripe or sign a crosswalk after the ramps were built.

 

A motion was made by Ald. Kriescher, and seconded by B. Hopp to return to regular order of business.

           

A discussion took place on how to make midblock crossings more conspicuous, high Mason St traffic volume, trees blocking pedestrian view from the median, reasons for curb ramp installation and removal, pedestrians cross whether or not markings and signs are present, that NO JAYWALKING signs were installed west of the bridge, children are taught to cross at intersections, and transportation safety grants.

 

A motion was made by B. Hopp, seconded by Lt. Florence that:

 

A.    DPW be instructed to paint crosswalks and install pedestrian crossing signs on Mason Street at Jackson and VanBuren Streets.

 

B.    DPW apply for a transportation safety grant to install pedestrian actuated LED blinker signs.

           

Motion failed by lack of majority vote.  J. Kuiper, Ald. Kriescher, C. Karow, and M. Schuster opposed.  The Commission took no further action on this item.

 

TERMINATION OF TRIAL PERIODS

 

20.      That, on a 90-day trial, to remove the NO PARKING zone on the east side of Roosevelt Street from a point 135 feet north of Mason Street to a point 90 feet south of Mason Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the NO PARKING zone on the east side of Roosevelt Street from a point 135 feet north of Mason Street to a point 90 feet south of Mason Street be adopted by ordinance.

 

21.      That, on a 90-day trial, to remove the NO PARKING zone on the east side of Roosevelt Street from a point 195 feet north of Cass Street to Grignon Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the NO PARKING zone on the east side of Roosevelt Street from a point 195 feet north of Cass Street to Grignon Street be adopted by ordinance.

 

22.      That, on a 90-day trial, to establish a NO PARKING zone on the east side of Roosevelt Street from a point 135 feet north of Mason Street to Grignon Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a NO PARKING zone on the east side of Roosevelt Street from a point 135 feet north of Mason Street to Grignon Street be established and adopted by ordinance.

 

23.      That, on a 90-day trial, to establish a NO PARKING zone on the west side of Roosevelt Street from a point 155 feet north of Mason Street to a point 220 feet south of Mason Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a NO PARKING zone on the west side of Roosevelt Street from a point 155 feet north of Mason Street to a point 220 feet south of Mason Street be established and adopted by ordinance.

 

24.      That, on a 90-day trial, to remove the 2-HOUR PARKING 7 AM TO 6 PM MONDAY THROUGH FRIDAY zone on the east side of Roosevelt Street from a point 100 feet south of Mason Street to a point 230 feet south of Mason Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the 2-HOUR PARKING 7 AM TO 6 PM MONDAY THROUGH FRIDAY zone on the east side of Roosevelt Street from a point 100 feet south of Mason Street to a point 230 feet south of Mason Street be adopted by ordinance.

 

25.      That, on a 90-day trial, to remove the 2-HOUR PARKING 7 AM TO 6 PM MONDAY THROUGH FRIDAY zone on the west side of Roosevelt Street from Mason Street to Grignon Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the 2-HOUR PARKING 7 AM TO 6 PM MONDAY THROUGH FRIDAY zone on the west side of Roosevelt Street from Mason Street to Grignon Street be adopted by ordinance.

 

26.      That, on a 90-day trial, to establish a 2-HOUR PARKING 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of Roosevelt Street from a point 220 feet south of Mason Street to Grignon Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a 2-HOUR PARKING 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the west side of Roosevelt Street from a point 220 feet south of Mason Street to Grignon Street be established and adopted by ordinance.

 

27.      That, on a 90-day trial, to establish a 15-MINUTE LOADING ZONE on the south side of Morrow Street from a point 400 feet east of Elizabeth Street to a point 814 feet west of Henry Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a 15-MINUTE LOADING ZONE on the south side of Morrow Street from a point 400 feet east of Elizabeth Street to a point 814 feet west of Henry Street be established and adopted by ordinance.

 

28.      That, on a 90-day trial, to remove the NO PARKING zone on the north side of Day Street from Elizabeth Street to a point 58 feet west of Elizabeth Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the NO PARKING zone on the north side of Day Street from Elizabeth Street to a point 58 feet west of Elizabeth Street be adopted by ordinance.

 

29.      That, on a 90-day trial, to remove the NO PARKING zone on the south side of Day Street from Elizabeth Street to a point 178 feet west of Elizabeth Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the NO PARKING zone on the south side of Day Street from Elizabeth Street to a point 178 feet west of Elizabeth Street be adopted by ordinance.

 

30.      That, on a 90-day trial, to establish a NO PARKING zone on both sides of Farlin Avenue from Day Street to a point 260 feet east of Day Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a NO PARKING zone on both sides of Farlin Avenue from Day Street to a point 260 feet east of Day Street be established and adopted by ordinance.

 

31.      That, on a 90-day trial, to establish a NO PARKING zone on both sides of Farlin Avenue from a point 625 feet west of Elizabeth Street to a point 870 west of Elizabeth Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a NO PARKING zone on both sides of Farlin Avenue from a point 625 feet west of Elizabeth Street to a point 870 west of Elizabeth Street be established and adopted by ordinance.

 

32.      That, on a 90-day trial, to establish a NO PARKING zone on the north side of Day Street from Harvey Street to a point 65 feet west of Harvey Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a NO PARKING zone on the north side of Day Street from Harvey Street to a point 65 feet west of Harvey Street be established and adopted by ordinance.

 

33.      That, on a 90-day trial, to establish a NO PARKING zone on the south side of Harvey Street from Day Street to a point 105 feet west of Day Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a NO PARKING zone on the south side of Harvey Street from Day Street to a point 105 feet west of Day Street be established and adopted by ordinance.

 

34.      That, on a 90-day trial, to remove the 1-WAY STOP condition on Harvey Street at Day Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the 1-WAY STOP condition on Harvey Street at Day Street be adopted by ordinance.

 

35.      That, on a 90-day trial, to remove the southbound and westbound NO TURN ON RED condition at the intersection of University Avenue at Elizabeth Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the southbound and westbound NO TURN ON RED condition at the intersection of University Avenue at Elizabeth Street be adopted by ordinance.

 

36.      That, on a 90-day trial, to establish a 1-WAY street on northbound Farlin Avenue from Day Street to a point 100 feet north of Day Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a 1-WAY street on northbound Farlin Avenue from Day Street to a point 100 feet north of Day Street be established and adopted by ordinance.

 

37.      That, on a 90-day trial, to establish a 1-WAY street on westbound Farlin Avenue from Day Street to a point 270 feet east of Day Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a 1-WAY street on westbound Farlin Avenue from Day Street to a point 270 feet east of Day Street be established and adopted by ordinance.

 

38.      That, on a 90-day trial, to remove the NO PARKING zone on the west side of Washington Street from a point 60 feet north of Cherry Street to a point 90 feet south of Walnut Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that the removal of the NO PARKING zone on the west side of Washington Street from a point 60 feet north of Cherry Street to a point 90 feet south of Walnut Street be adopted by ordinance.

 

39.      That, on a 90-day trial, to establish a NO PARKING zone on the west side of Washington Street from a point 60 feet north of Cherry Street to a point 50 feet south of Walnut Street.

A motion was made by M. Kuepers, seconded by B. Hopp and carried that a NO PARKING zone on the west side of Washington Street from a point 60 feet north of Cherry Street to a point 50 feet south of Walnut Street be established and adopted by ordinance.

           

40.      That, on a 90-day trial, to establish a 15-MINUTE LOADING ZONE on the west side of Washington Street from a point 50 feet south of Walnut Street to a point 90 feet south of Walnut Street.

            A motion was made by M. Kuepers, seconded by B. Hopp and carried that a 15-MINUTE LOADING ZONE on the west side of Washington Street from a point 50 feet south of Walnut Street to a point 90 feet south of Walnut Street be established and adopted by ordinance.

 

There being no other items of discussion, a motion was made by B. Hopp, seconded by C. Karow, and carried to adjourn from the regular orders of business.  The meeting ended at 8:15 P.M.  The next Traffic Commission meeting is scheduled for Monday, March 24, 2008 at 7:00 P.M.
