APPROVAL OF MINUTES:
A motion was made by D. Dolan-Wallace, seconded by H. Genunzio and carried to approve the minutes of the March 27, 2008, meeting of the Housing Authority of the City of Green Bay.
D. Piton abstained.
COMMUNICATIONS:
1. Public
Hearing and Mason Manor Resident Advisory Safety Council comments on 2008
Agency Plan
K.
Pamperin state he convened a Public Hearing and presented the comments received from the Mason Manor Resident
Advisory Council. He asked the
Authority if they had anything to add. He stated the resident comments would be
submitted to HUD with the Annual Agency Plan.
The
item was received and placed on file.
OLD BUSINESS:
2.
Report from NeighborWorks Green Bay regarding progress toward meeting the June 30, 2008, due date for
repayment of the $205,000 mortgage-loan with interest on 815 Chicago Street.
N. Halvorsen, Director of NeighborWorks Green Bay, distributed
information regarding the progress on resolution of the development of 815
Chicago and the outstanding mortgage loan due to the Authority. He also distributed photos of the property.
He stated the Authority provided a mortgage loan in the amount
of $400,000.to the Urban Partnership CDC of which $205,000 is outstanding debt
on the former Armory building at 815 N Chicago. He stated this property was
acquired along with four additional properties in the area. The two Narvarino Apartment Buildings, The
Allouez Mineral Water Bottling Plant and the NeighborWorks
Home Ownership Center have all been successfully redeveloped and
refinanced. The Armory building
continues to be the remaining challenge.
N. Halvorsen stated there has been interest by Wade Micoley
but like the others that considered the redevelopment of the building; he found
the cost to redevelop the building into condominiums as to costly in relation
to the market. He stated Mr. Micoley had a market analysis done and it stated
the optimum market price per unit would be $130,000 per two-bedroom unit.
D. Dolan-Wallace asked if the $130,000 per unit was a
current number.
N. Halvorsen answered yes.
D. Dolan-Wallace asked if it would be beneficial to have a
third party prepare a market analysis.
N. Halvorsen stated Mr. Micoley was considering the original
architectural design for condominium development. He stated the current housing
market does not support the renovation cost needed to provide condominiums that
will compete.
N Halvorsen stated he is also working with Deleers
Construction to provide plans and cost estimates to repair the roof, windows
and paint the exterior of the building to prevent further damage and make it
acceptable in the community. He stated the building is temporarily being used
for storage for Habitat for Humanity and others, including NeigborWorks’
architectural salvage.
He stated without current alternatives, he would be
submitting a request to the Authority for an extension of the mortgage loan
beyond June 30, 2008.
After further discussion, the item was received and placed
on file.
A motion was made by H. Genunzio, seconded by D. Piton and
carried to defer from the regular order of business and to take Item 3 last.
NEW BUSINESS:
4.
Review and adoption of Policy on Protections for
Victims of Domestic Violence (Violence Against Women Policy) (VAWA).
K. Pamperin stated the policy was presented at the last
meeting. He stated it needs formal
adoption to be included with the submittal of our Annual Agency Plan for 2008.
K. Pamperin also stated the Housing Authority staff would be
working to find cooperative partners to coordinate the carrying out of the
policy.
A motion was made by D. Piton, seconded by H. Genunzio and
carried to adopt the GBHA Policy on Protections for Victims for Domestic
Violence (VAWA).
5.
Review and adoption of Utility Allowances for
Scattered Sites.
K. Pamperin reviewed the utility allowances, as distributed to the Housing Authority members. He stated the Authority traditionally has adopted utility allowances for the Scattered Site properties that are adopted for the Brown County Section 8 Housing Choice Voucher Program. He stated the following are the proposed utility allowances based on natural gas heat, water, heating and cooking, and electricity. The Authority provides water and sewer utilities.

3 Bedroom - $140.00
4 Bedroom - $158.00
A motion was made by D. Piton, seconded by H. Genunzio and carried to adopt the Utility Allowances for Scattered Sites as presented.
6.
Report and authorization to proceed with bidding for
the remodeling of the lower bath, replacement of kitchen and bath vanities,
refinishing of hardwood floors, and replacement of vinyl floors at 886 Division
Street.
K. Pamperin stated the tub surround in the second floor bathroom in this Scattered Site property was cracked and caused more damage due to water leakage.
He stated he stated he and T. Dennee have reviewed the site
and T. Dennee is preparing specifications with various alternates to be bid
through the City Purchasing Department.
After bids are received, he will present the bids to the Authority to
select the alternates for approval. He
stated each category would be bid separately.
D. Piton asked who looked at the property.
K. Pamperin stated the Authority has an on going contract
with NeigborWorks Green Bay for Tom Dennee, Construction Manager to provide
inspection, consultation and specification preparation as needed on the
Authority’s fifty Scattered Site units at forty-two properties. He stated T.
Dennee is familiar with each of these properties having assisted with the
initial design and construction management when they were acquired and
rehabilitated in 1989-1990.
D. Dolan-Wallace asked how there was so much damage when the
property is inspected quarterly.
K. Pamperin stated that is an issue, and that he would like
to be informed of damaged properties and preventative maintenance issues after
each quarterly inspection. In this
case, we have linoleum that is separating at the seams, cabinets that have door
hinge fasteners that are pulling out of the frames, and veneer that is chipped
or separating from the cabinets. He stated most of the issues are more normal
wear and tear that has occurred over the eighteen years these properties have
been in service. He stated that our residents, often some of the hardest to
house, are single parent families with many young children. At 886 Division
Street, we have served seven different families over the eighteen years since
the flooring, cabinets and fixtures have been in place.
D. Piton stated he would like to see photos of all the
Scattered Site properties.
K Pamperin started he would like to provide him with a tour
and review with the Authority’s programs and assets.
A motion was made by D. Piton, seconded by H. Genunzio to
authorize the bidding of the work at 886 Division Street and that the bids be
brought back to the Authority for final approval.
7.
Authorization to proceed with contracting for removal
and trimming of trees at Scattered Sites.
K. Pamperin stated he is asking for authorization for removal and trimming of trees at 886 Division Street. The property is vacant now.
He stated there would be other Scattered Sites that need
tree trimming and removal work. He has
made contact with the City Forester for both guidance and to determine if City
Forestry crews could perform the work most of which is fairly minor.
A motion was made by D. Piton, seconded by H. Genunzio and
carried to authorize staff to continue to seek possible services from the City
Forestry Department and if that is not a possibility, to seek quotes from other
contractors.
FINANCIAL REPORT AND BILLS:
A motion was made by H. Genunzio, seconded by D. Piton to approve payment of the bills.
The financial report was received and placed on file.
STAFF REPORT:
G. Hetrick reported that there is currently one vacancy, at
886 Division Street and two evictions in process for the Scattered Site
properties.
A. Monday reported that Mason Manor has five vacancies and
that all are going to be filled by June 1.
She also stated that Mason Manor has had 36 vacancies since July 1,
2008.
3.
Review and action on Subcommittee’s recommendation
for selection and authorization to enter into a multi-year contract with a
Contract Administrator for the Green Bay Housing Authority Scattered Site
Public Housing Units.
The Authority may convene in closed session pursuant to 19.85 (1)(e), Wis. Stats., for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Authority may, thereafter, reconvene in open session pursuant to 19.85 (2), Wis. Stats., to report any actions taken during closed session and to consider all other matters on the agenda.
A motion was made by H. Genunzio and seconded by D. Piton to enter into Closed Session.
A roll call was taken with H. Genunzio, D. Piton, and D.
Dolan-Wallace voting aye.
Following discussion in closed session a motion was made by
D. Piton, seconded by H. Genunzio and carried to return to the regular order of
business.
A motion was made by D. Piton, seconded by H. Genunzio and
carried that staff proceed from the action directed in the Closed Session.
There being no further business to come before the
Authority, a motion was made by D. Piton, seconded by H. Genunzio and carried
to adjourn. The meeting adjourned at
