Rob Cowles, new members: Renee Wery, Sandy Stokes, UWGB, Scot Wallace, Special Forces Building & Grounds, Amy Kox, Renewable Energy Sustainable Energy Program Manager at NWTC The meeting was called to order at 3:00 p.m. by Co-Chairman, Gary Delveaux. Introductions were made and new members were welcomed, along with guest, Sen. Rob Cowles. Committee Expectations G. Delveaux distributed copies of a summary about the Sustainable Green Bay Task Force and their accomplishments in the first year. Lisa Evenson gave a recap of the successful Pharmaceutical collection. She stated that the collection was a combined project with Brown County’s Household Hazardous Waste Facility. It was a two-day event held at Streu’s Pharmacy with over 700 people stopping to drop off medication and over 1.2 million pills were collected. The collection will be held again on Sept. 19th and the group is working with ShopKo stores to have them possibly sponsor a location for the fall collection in DePere. Lisa said that the goal was to collect 1 million pills in the whole Great Lakes area and we collected over 1.2 million just in our area. New Organizational Structure/Process G. Delveaux stated that a few members of the Task Force met recently to discuss how the Task Force should be organized in the future and move forward. He cited recent large project successes like the CFL challenge, which were a lot of work and a huge success. He said the idea was a little shift in direction and to concentrate on 2 or 3 large projects a year and do them well. He said small projects can still be done, which don’t take a lot of effort and we don’t want to lose that momentum. He opened this idea up for discussion. Mayor Schmitt recapped the history of the Task Force for the new members stating that he formed the group in 2006 and broke the group into the areas of water/air, land use, energy and transportation and these subcommittees identified their areas and a benchmark of where the city is at and said there’s room to improve. He encouraged the new members to read the entire 70 page report which the Task Force compiled. He stated that he has spoken on sustainability in Oshkosh and said many cities have signed on to resolutions like the Global warming agreement but said they have not done anything. He said we started to do things in Green Bay, like changing out the five most used light bulbs in your home and had the CFL challenge which included many businesses in the community. The Task Force outfitted all city busses with bike racks to reduce dependency on cars. Mayor Schmitt said we want to thank people for being energy conscious like purchasing hybrid vehicles. He stated that the city doesn’t want to mandate green building but wants to offer incentives for doing it. The stormwater drain markers are a project that will be kicked off in the next couple of months. Mayor Schmitt said a member of the Task Force will be asked to speak to the next Mayor’s Neighborhood Leadership Council to educate them on what they can do as neighbors and in our homes. He stated that the Task Force does not have a budget and said we need to get funded and referred to a bill in Congress for a community development energy block grant, that would fund the City of Green Bay about $300,000 a year for five years to get an office of sustainability going. The Mayor said we talked to our congressmen and to Sen. Cowles and said Congress may take the available $2 billion funding bill and do pilot cities and we would be one of those cities. He stated that we have a track record and an organization that has goals and objectives. He said it may be a year away before we get the money. Mayor Schmitt said between now and when we identify a source for the funding, he’d like to continue working on projects and share what we have done with the other municipalities in northeast Wisconsin and ask them to take this back to their communities. The Mayor said we’d like to come up with a sort of certification so we become an entity and give it to other businesses, homes or organizations who are sustainable in terms of the standards that we have. Mayor Schmitt said the City Council adopted a resolution saying that sustainability is a priority for this community and said when we go back to the Council for funding, we have the resolution to show them. The city is on record to support sustainability and is supporting what we’re doing. Mayor Schmitt is interested in working on incentives for remodeling and said there is a whole health issue that needs to be looked into. Sen. Cowles said the State has a substantial amount of money in the Energy Conservation Fund and said to his knowledge cities have not tapped into this fund. He said the Focus on Energy Program has an amount of money for local governments. G. Delveaux said Focus on Energy was a key player in the CFL challenge and provided the money for the bulb rebate. He stated that we have not approached them for funding a position. Sen. Cowles said he didn’t believe the money would be awarded to fund a position but possibly for changing lights in street signs and money for structures, or synchronizing street lights. He encouraged the task force to seek this money and offered his assistance. Jeff DeLaune said he agrees that there is money in the Focus On Energy program and G. Delveaux said the group will pursue this funding. The Mayor said the media is interested in what we’re doing and said he is not giving up on the federal money and said this is a big issue to Mayors and he will discuss it at the U.S. Conference of Mayors meeting in June. Sen. Cowles asked if we really need another beauocratic position or could we institute the concepts and new ideas with existing agencies lead by the Mayor and this Task Force.? Mayor Schmitt responded that we just want to get some funding to get a position but would not need an office with staff. He indicated we could put it into Parks or Planning. R. Krieg said other cities are taking both approaches and have an office of sustainability as well as a person who is educated in sustainability practices. Sandy Stokes agrees with Mayor Schmitt and said that grant writing takes a lot of time and that person could eventually fund their position through grants. 2-3 Projects (large) Social Environmental Economic Gary said that whatever project the group feels they want to do, it should incorporate all three of the above areas. He suggested that our first project might be “getting the word out” and concentrating on marketing/PR, adding that a lot of people don’t know that this group exists. He said we had discussed a column in the paper with a tip of the week, which we talked about from the beginning. Jeff DeLaune said that one task force cannot do all the work and said businesses, school children and residents all need to be engaged and said we need to mobilize education and outreach. Derek said a business/marketing plan would serve both purposes. John Miller said he and Ian spoke to the individuals in Grand Rapids about these issues and said they have setup a community sustainability partnership and said that acts as the receptor that everybody else funnels into. He said it’s comprised of 150 different community organizations that dedicated themselves to community sustainability principles. No. 1 Priority (Project 1) Business/Marketing Plan Scot Wallace stated that the question becomes “how do you not get overwhelmed with this”? He suggested having several people take different areas of a business plan. Derek said we need to start building partnerships and reaching out and gave the example of holding a social, health related program and said this would be a great time to reach out to the hospitals and develop that partnership and said the business plan in an important document that would accomplish a lot. Discussion ensued regarding getting the basic principles from the website that John Miller shared. Scot said he researched information on setting up a sustainability program/office. Rich K. said he would like to see the new development in the city done right, and cited the Military Ave. reconstruction project. Derek said part of that development plan includes grass strips. Mayor Schmitt stated that he is in favor of a business/marketing plan but wants to see the Task Force continue to do projects. He asked that the Task Force look at taking 100 bikes from the lost bike auction at the Police Dept., putting the sustainability logo on the bikes and giving them to businesses for their employees to use or placing them in the bike racks for employees to use in the city. He said this would be an inexpensive thing for the group to do, adding that St. Vincent and Bellin would be places to utilize the bikes if they partner with us. Peter Schleinz said this program is called the yellow/red bike program and other cities have adopted it, adding that he tried this a couple of years ago but they didn’t have the bikes. Peter Schleinz, Crystal Osman and Sandy Stokes agreed to work on this project. Christine expressed concern in losing some diversity with some projects if we disband the smaller committees. Sandy suggested closing off downtown streets in the evenings for biking and walking. Ideas for Small Projects (1-2 person) & Large Projects Gary Delveaux said he would like to see the #1 project be a business/marketing plan. John Miller will contact Nancy Nabak to work on this. Gary stated that the rain barrels and bike map were smaller projects that went very well. Public Liaison Derek stated that Luann Rudolph agreed to be the public liaison person for the group for a year. She and Rich Krieg will give a presentation to the City Council possibly at the June 16th meeting, and will share what the Task Force has accomplished thus far and what they are working on. Peter Schleinz said he was in attendance at a workshop where the Mayor and Derek gave a presentation on sustainability and city employees that were present didn’t know the Task Force was doing these things. Annette inquired about informing the Council about future projects and suggested picking projects from the initial report. Derek said we indeed need to bring a list of projects to the next meeting and identify and prioritize these projects so we don’t feel overwhelmed. The Mayor wants to have a conference during Earth Week next year, which would be one project, another would be the CFL challenge if we repeat that project and it was suggested to green up Art Street, which would be the third project. Doug Meek suggested encouraging home energy audits which we would received $75 for every referral and the money would need to be run through Derek’s office at the city. Suggestion was made to go through a business and use the Focus on Energy Program both at home and at the business. The cost for the audit is $300 and includes a written report and there is an incentive on the back end if they do a project. Suggestion to combine this with the CFL challenge, with Derek stating that the Mayor would like to again hold the CFL challenge. Jeff DeLaune said by 2010 -2012 the CFL’s will be the standard bulbs. Annette mentioned the problem of disposing of old TV’s next year if they don’t purchase a converter box when analog switches to digital. Jeff said a company in Wrightstown melts down computer monitors and recycles them. Gary said for the next meeting, members should come with project ideas and they will be prioritized. The Pharmaceutical collection was one successful project for this year and the stormwater drainmarker program will be another, along with the business plan. Derek said the projects do not have to be physical projects and cited the example of a group getting together and working on getting green incentives for development in the city. Tom Lesperance stated that we should tap into what other people, industry and business are doing and recognize them. Rich suggested having a food group, with Sandy saying that there is a new entity at UWGB and said she is a member of that group. Amy Kox said NWTC just received a $400,000 grant over three years to develop an organic farming agriculture program and they are hiring someone to do that. Suggestion was made to tie an award into the Mayor’s Beautification Awards. Brief discussion regarding recycling at downtown events, with Crystal Osman responding that DGBI is encouraging and promoting recycling at downtown events that they are involved in. She said it’s a struggle to get people to use the recycle bins. The next meeting will be held on June 19th at 3:00 p.m. Members are to come prepared with a list of projects that will be identified and prioritized. Annette mentioned changing the meeting time, adding that it’s difficult for her and Nancy Nabak to get here at 3:00. After brief discussion, it was decided to keep the meeting time at 3:00.
