GENERAL BUSINESS

 

1.        Approval of the minutes from the April 28, 2008 Traffic Commission meeting.

 

            Dave Hansen, City Traffic Engineer, handed out the revised meeting minutes for Item No. 14 and summarized the changes.

 

A motion was made by Ald. Nicholson, seconded by B. Hopp and carried to approve the amended minutes from the April 28, 2008 Traffic Commission meeting.

 

            The remaining items were discussed in the following order:  4, 2, 3, 5-28.

 

2.        Request by Ald. Nicholson to implement “Resident Only” parking restrictions from 332 Bader Street to 336 Bader Street.

 

            D. Hansen stated that the City only has a few RESIDENTIAL PERMIT zones in the City because they are typically established in large unique parking circumstances such as near Bellin and St Vincent’s Hospitals.  Short RESIDENTIAL PERMIT zones are not recommended.  Parking Division opposes this request. He presented a map of the surrounding area, which is predominantly posted 1-HOUR 7-4 SCHOOL DAYS.

 

            A brief discussion took place about establishing a 2-HOUR zone within a 1-HOUR zone area.  Ald. Nicholson said he would continue to work with staff and wants D. Hansen to meet with the residents to solve their issue. 

 

            A motion was made by Ald. Nicholson, seconded by B. Hopp and carried that the request to implement “Resident Only” parking restrictions from 332 Bader Street to 336 Bader Street be received and placed on file.

 

3.        Request by Ald. Zima, on behalf of the neighborhood residents, that the parking restriction be eliminated on the north side of Prospect Street from Broadway to Maple Avenue.

 

            D. Hansen stated that currently the north side of Prospect St between Broadway and Maple Av is posted NO PARKING 7-6 DAILY (EXCEPT SAT AND SUN).  The surrounding area is primarily commercial.

           

A motion was made by Ald. Nicholson, seconded by B. Hopp and carried that, on a 90-day trial, to remove the NO PARKING 7 AM TO 6 PM DAILY (EXCEPT SATURDAYS AND SUNDAYS) zone on the north side of Prospect Street between Broadway and Maple Avenue.

 

4.        Request by Georgia-Pacific Corporation for a traffic study of the Lombardi/Broadway intersection to improve traffic flow and pedestrian safety.

 

D. Hansen stated he met with a Georgia Pacific (GP) safety team in recent weeks about GP area vehicle-pedestrian safety.  He recommended that this request be referred to DPW for study since the existing intersection traffic counts are old and a new count is needed.

 

A motion was made by Ald. Nicholson, seconded by C. Karow and carried that the request for a traffic study of the Lombardi/Broadway intersection to improve traffic flow and pedestrian safety be referred to DPW staff for study.

 

5.        Request by DPW to establish a 1-WAY STOP condition on westbound Seventh Street at State Street.

 

            D. Hansen stated that a concerned citizen claims truck drivers exiting Ecosource Recyclers are not obeying the existing STOP sign posted at their driveway into the intersection of 7th and State Sts.  It is State statute that all vehicles exiting a private driveway shall yield the right-of-way to the public street.  STOP sign was placed for extra reinforcement of this statute by City forces years ago.  Since sign was placed within City street right-of-way, the sign can be enforced but needs to be placed in our ordinance book.

 

A motion was made by Ald. Nicholson, seconded by B. Hopp and carried that, on a 90-day trial, to establish a 1-WAY STOP condition on westbound Seventh Street at State Street.

 

6.        Request by Ald. VanderLeest to change the NO PARKING zone on West Point Road just west of Edgehill Drive to a 2-HOUR 7 TO 4 SCHOOL DAYS zone.

                       

            D. Hansen showed a map of the existing and proposed parking zones and spoke in support of the request, recommending a 140-ft NO PARKING HERE TO CORNER zone just west of Edgehill Dr to maintain proper intersection sight distance.

 

            A motion was made by Ald. Nicholson, seconded by C Karow and carried that, on a 90-day trial, to:

 

A.            Remove the NO PARKING zone on the south side of West Point Road from a point 150 feet west of Packerland Drive to a point 70 feet east of Edgehill Drive.

 

B.            Establish a NO PARKING ZONE zone on the south side of West Point Road from a point 150 feet west of Packerland Drive to a point 295 feet west of Edgehill Drive.

 

C.            Establish a 2-HOUR 7 AM TO 4 PM SCHOOL DAYS zone on the south side of West Point Road from a point 295 feet west of Edgehill Drive to a point 140 feet west of Edgehill Drive.

 

D.            Establish a NO PARKING zone on the south side of West Point Road from a point 140 feet west of Edgehill Drive to a point 70 feet east of Edgehill Drive.

 

POSTPONED FROM PREVIOUS MEETING

 

7.        Request by Ald. Weber to review parking policies in the 2900 block of West Point Road.

 

            D. Hansen stated Ald. Weber asked that this item be postponed until such time the alderman can contact the requestors to learn more about the parking issues.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers and carried that the request to review parking policies in the 2900 block of West Point Road be postponed until Ald. Weber decides to bring it back to the Traffic Commission.

 

 TERMINATION OF TRIAL PERIODS

 

8.        That, on a 90-day trial, to remove the NO STOPPING OR STANDING zone on the west side of Schoen Street from a point 305 feet south of Amy Street to Amy Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the NO STOPPING OR STANDING zone on the west side of Schoen Street from a point 305 feet south of Amy Street to Amy Street be adopted by ordinance.

 

9.        That, on a 90-day trial, to establish a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS ZONE on the west side of Schoen Street from Lilac Lane to Amy Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS ZONE on the west side of Schoen Street from Lilac Lane to Amy Street be established and adopted by ordinance.

 

10.      That, on a 90-day trial, to remove the NO PARKING 4 PM TO 8 PM MONDAY THROUGH FRIDAY zone on the east side of Schoen Street from Lilac Lane to Amy Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the NO PARKING 4 PM TO 8 PM MONDAY THROUGH FRIDAY zone on the east side of Schoen Street from Lilac Lane to Amy Street be adopted by ordinance.

 

11.      That, on a 90-day trial, to establish a NO PARKING 2 PM TO 8 PM MONDAY THROUGH FRIDAY zone on the east side of Schoen Street from Lilac Lane to Amy Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO PARKING 2 PM TO 8 PM MONDAY THROUGH FRIDAY zone on the east side of Schoen Street from Lilac Lane to Amy Street be established and adopted by ordinance.

 

12.      That, on a 90-day trial, to establish a NO STOPPING OR STANDING zone on both sides of Jean Street from Schoen Street to a point 50 feet east of Schoen Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO STOPPING OR STANDING zone on both sides of Jean Street from Schoen Street to a point 50 feet east of Schoen Street be established and adopted by ordinance.

 

13.      That, on a 90-day trial, to establish a NO STOPPING OR STANDING zone on the north side of Amy Street from a point 50 feet west of Schoen Street to Schoen Street.

           

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO STOPPING OR STANDING zone on the north side of Amy Street from a point 50 feet west of Schoen Street to Schoen Street be established and adopted by ordinance.

 

14.      That, on a 90-day trial, to remove the NO PARKING DURING SCHOOL HOURS zone on the south side of Amy Street from a point 500 feet west of Schoen Street to Schoen Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the NO PARKING DURING SCHOOL HOURS zone on the south side of Amy Street from a point 500 feet west of Schoen Street to Schoen Street be adopted by ordinance.

 

15.      That, on a 90-day trial, to establish a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS zone on the south side of Amy Street from a point 590 feet west of Schoen Street to Schoen Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS zone on the south side of Amy Street from a point 590 feet west of Schoen Street to Schoen Street be established and adopted by ordinance.

 

16.      That, on a 90-day trial, to remove the 2-HOUR PARKING zone on the east side of Irwin Avenue from a point 70 feet south of Mason Street to a point 410 feet south of Mason Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the 2-HOUR PARKING zone on the east side of Irwin Avenue from a point 70 feet south of Mason Street to a point 410 feet south of Mason Street be adopted by ordinance.

 

17.      That, on a 90-day trial, to establish a 3-HOUR PARKING zone on the east side of Irwin Avenue from a point 70 feet south of Mason Street to a point 410 feet south of Mason Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a 3-HOUR PARKING zone on the east side of Irwin Avenue from a point 70 feet south of Mason Street to a point 410 feet south of Mason Street be established and adopted by ordinance.

 

18.      That, on a 90-day trial, to remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Grignon Street from Monroe Avenue to Jackson Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Grignon Street from Monroe Avenue to Jackson Street be adopted by ordinance.

 

19.      That, on a 90-day trial, to establish a 3-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Grignon Street from Monroe Avenue to Jackson Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a 3-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Grignon Street from Monroe Avenue to Jackson Street be established and adopted by ordinance.

 

20.      That, on a 90-day trial, to remove the 2-HOUR PARKING zone on the east side of Jefferson Street from Jefferson Way to Martin Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the 2-HOUR PARKING zone on the east side of Jefferson Street from Jefferson Way to Martin Street be adopted by ordinance.

 

21.      That, on a 90-day trial, to remove the NO PARKING zone on the east side of Jefferson Street from Martin Street to St. John Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the NO PARKING zone on the east side of Jefferson Street from Martin Street to St. John Street be adopted by ordinance.

 

22.      That, on a 90-day trial, to establish a NO PARKING zone on the east side of Jefferson Street from Jefferson Way to St. John Street.

 

            D. Hansen stated that Items 20-22 pertain to the same parking request, and that modifications were made to the new zone which were agreeable to DPW-Traffic and the business owner who owns the building just east of the parking zone.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried to:

 

A.            Establish a NO PARKING zone on the east side of Jefferson Street from Jefferson Way to a point 50 feet north of Jefferson Way.

 

B.            Establish a 2-HOUR 7 AM TO 7 PM MONDAY TO FRIDAY zone on the east side of Jefferson Street from a point 50 feet north of Jefferson Way to a point 100 feet south of Martin Street.

 

C.            Establish a NO PARKING zone on the east side of Jefferson Street from a point 100 feet south of Martin Street to St. John Street.

 

23.      That, on a 90-day trial, to remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to Baird Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to Baird Street be adopted by ordinance.

 

24.      That, on a 90-day trial, to remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Cedar Street from Irwin Avenue to Baird Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that the removal of the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Cedar Street from Irwin Avenue to Baird Street be adopted by ordinance.

 

25.      That, on a 90-day trial, to establish a NO PARKING zone on the north side of Cedar Street from a point 70 feet west of Baird Street to Baird Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO PARKING zone on the north side of Cedar Street from a point 70 feet west of Baird Street to Baird Street be established and adopted by ordinance.

 

26.      That, on a 90-day trial, to establish a NO PARKING zone on the south side of Cedar Street from a point 100 feet west of Baird Street to Baird Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO PARKING zone on the south side of Cedar Street from a point 100 feet west of Baird Street to Baird Street be established and adopted by ordinance.

 

27.      That, on a 90-day trial, to establish a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to a point 70 feet west of Baird Street.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to a point 70 feet west of Baird Street be established and adopted by ordinance.

 

28.      That on a 90-day trial, to establish a NO PARKING zone on the west side of Shea Avenue from a point 40 feet north of Velp Avenue to Velp Avenue.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson and carried that a NO PARKING zone on the west side of Shea Avenue from a point 40 feet north of Velp Avenue to Velp Avenue be established and adopted by ordinance.

 

ADDENDUM ITEM

 

29.       Request by Ald. VanderLeest to establish a NO PARKING zone in front of 1909 Beech Tree Drive.

 

D. Hansen stated that he met with the property owner and also received photos and an e-mail from her describing the parking problem.  The residence just north of 1909 functions as a residential assistance home.  Many people come and go throughout the day.  They park in front of her mailbox, prohibiting mail delivery.  It is against city ordinance to park within 4-ft of a driveway.  He explained that short NO PARKING zones are not practical.  He offered DPW to paint the curb yellow between the north property line and the driveway to emphasis the no parking ordinance near driveways.

 

            A motion was made by Ald. Nicholson, seconded by Lt. Brad Florence, and carried that the request to establish a NO PARKING zone in front of 1909 Beech Tree Drive be received and placed on file.

 

There being no other items of discussion, a motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried to adjourn from the regular orders of business.  The meeting ended at 5:50 PM.  The next Traffic Commission meeting is scheduled for Monday, June 23, 2008, in Room 310 at 5:30 P.M.
