Introductions were made and new members were welcomed. G. Delveaux stated that he had not given the bicycle street map due recognition and said Peter Schleinz had stated that this map was the joint effort of many groups and many hours. Mr. Delveaux thanked the group for their efforts on this project and apologized for any misconception in the work involved in it. Derek Lord and Mayor Schmitt announced the kick-off of the Green Bike Program and said a press conference will be held tomorrow at 11:00 am at the Daily Buzz. The Mayor said bike racks will be placed at six locations in the city with three bikes at each rack. He encouraged committee members to use the bikes and said this program will encourage less dependency on cars and said the bikes will be replenished as they need repair or disappear. G. Delveaux said the main content of this meeting will be to brainstorm about large and small projects that the committee may want to take on, and he gave background on past successful projects for the benefit of new members and guests. He then introduced Lynn Krol , Community Relations with Wisconsin Public Service Corp. who gave a power point presentation about a new program called TEAM H.E.A.T. (Home Energy Assistance Together) which kicked off October 27, 2007. She said the program consisted of 30 volunteers who worked to weatherize homes of elderly and low-income customers and was a highly successful program. She indicated that lots of positive feedback was received from volunteers, customers, and the general public. She reviewed the goals of the program; helping to lower energy bills, and educating customers on ways to save money. Lynn said customers were screened and visited and needs were identified. Teams of 3-4 volunteers were formed and trained said the Press-Gazette covered the program. Partnerships were formed for the project with First Alert donating CO/smoke detectors, 3M Corporation donated materials, Wisconsin Focus on Energy provided CFL bulbs and the City of Green Bay, Integrated Community Services and NEWCAP assisted as well. A total of 24 homes were weatherized through the program. Ms. Krol indicated that they are in the planning stages for a fall event to coincide with Make a Difference Day. She stated that they are in need of more volunteers to be able to assist more customers. Mayor Schmitt said the projects of this committee need to reach beyond light bulbs and stated that the Mayor of Oklahoma started a weight loss program in his city. The Mayor suggested possibly partnering with franchise restaurants like A&W or Taco Bell to encourage citizens to eat healthier and to reduce the obesity problem, which causes serious health issues. Discussion followed on identifying large and small projects for consideration: Large projects: Recycling building materials from demolished buildings Encouraging buying local/eating green i.e. canning, Farmers Market, Community Garden Team HEAT Using Less Plastic (bottles and bags) CFL Challenge Tap Project (UNICEF) Bottleless Water Business/Marketing Plan . Educating the public/Green Bay community Framework Focus on City hall building and the City leading by example Ecological footprint (baseline, audit) Small Projects: EcoDog (every month do something) Partner with the Packers Build Green Teams Better connection with City employees/departments Team up with Focus on Energy to get home energy audits ($75 per assessment to Task Force) Rain barrel project Study groups to get more people involved Work with Forestry Department Official anti-idling policy Green Standards in TIF Policy Have Mayor Schmitt sign the Mayors Safe Climate Protection T. Lesperance suggested distributing information on saving water and energy costs when the city performs home inspections on sold homes. Renee Wery discussed a website she has created Eco Dog, a step-by-step process to being more sustainable and suggested doing something every month. She formed a Dogs Life in comics. Ian discussed understanding the ramifications of changing the Task Force and said someone would need to coordinate the effort of educating everyone on sustainability and possibly a training program; suggestion to have Leadership Green Bay take on such a project. There needs to be better dialogue between city employees and the Task Force. Ian said we build partnerships with corporate companies when we ask them to have a green team. Paul Linzmeyer addressed the committee stating that the carbon footprint of city hall needs to be identified, utilizing the utility company and Focus On Energy. He said superfluous things need to be deleted. He said people understand case studies what worked and what didnt. He believes a baseline audit of city hall is a no brainer and said first a framework needs to be chosen. He expressed concern that we not get away from the social and economic issues. Suggestion was made for the city to supply reusable bags at the Farmers Market. Discussion regarding tearing down of a building on Lost Dauphin and materials could have been donated to Habitat for Humanity. Rich said he would like to see more trees planted with Andre stating that we could partner with the Mayors Neighborhood Leadership Program because the City Forestry Dept is behind on pruning. Suggestion to review recycling programs with three businesses. Lisa Evenson suggested building rain barrels and joining efforts with the art groups to pain the barrels. She said the Metropolitan Sewage Districts website could be used to advertise the rain barrels for sale. Luann said we could have the gentleman who demonstrates at the rain barrel building workshops lead a group of committee volunteers in pairs of two and each group could build two rain barrels. The Task Force could have 50 barrels to sell. Further discussion surrounded defining benchmarks; getting information on the number of buildings and vehicles in the city. Comment made that community projects will evolve by building partnerships. Derek said the city has contracted with Honeywell to look at energy saving initiatives. Suggestion to use LED lights throughout the city and listing what the committee has done and presenting it to businesses. Mr. Linzmeyer said this would be beneficial and suggested adding the sustainability piece to the branding initiative. He feels this would be a strong message. Paul stated that in case study metrics, the people piece is missing. He suggested telecommuting for work or allowing people to work part-time from their homes. The social aspect would be missed in telecommuting. Suggestion that we need to attract members from sectors that we dont have and said a natural alignment would be with the Chamber. Gary Delveaux asked committee members to review a list of the projects that will be typed and emailed and to think about social projects as well, stating that we need to address the poverty issue and see that material needs are met first. R. Krieg said he would like to form a food group and invited members to join him. Crystal Osman will be in that group. He said Kim Biedermann asked him to mention a panel discussion this evening in Menasha at the Menasha High School Auditorium, about Green Jobs for America. Crystal said the Mayors Neighborhood Leadership Council asked for a presentation by a member of the Task Force. Luann stated that she is giving a presentation at City Council next Tuesday and said this could be used at the Mayors Neighborhood Leadership Council. Luann announced that she will be leaving Green Bay the end of July to accept a job at the University of Colorado in Denver. She said her role on this task force assisted in her getting this position. She stated that she will be the associate director of the center for sustainable structure. One of her first projects is to develop a municipal footprint methodology. She will be greatly missed! Erik Hoyer stated that he was a member of MNLC and said he would be willing to assume the role of spokesperson for the Task Force in Luanns absence. The next meeting will be held on July 24th at 3:00 p.m. Members are to consider the projects that were identified and come prepared to vote on large and/or small projects.
