OF BUSINESS:
1.
Adopt Resolution
No. 602 authorizing the acquisition and disposition of 1113 Day Street.
The Authority may convene in closed
session pursuant to Section 19.85(1)(e), Wis. Stats., for purposes of
deliberating or negotiating the sale of public properties, investing of public
funds as necessary for competitive or bargaining reasons. The Authority may thereafter reconvene in
open session pursuant to Section 19.85(2), Wis. Stats., to report the results
of the closed session and consider the balance of the agenda.
C. Renier-Wigg indicated that 1113 Day Street is a property
we are going after with Home funds. There
has been work done on the 1100 block of Day Street and NeighborWorks®
Green Bay is doing work at 1110 and 1126 Day Street, which are across the
street. The property at 1113 Day Street
is four units with no basement and is located in a flood plain. The inside is in pretty good shape and the
property has had a good rental history.
An appraisal on the property came in at $95,000. Equalized value is $98,000. Seller indicated, due to their amount of
debt, they would take no lower than $98,500.
The end use is to relocate the tenants, tear down the house, and deed
the property to NeighborWorks® Green Bay, who would then move the
house at 727 N. Webster to this lot.
This would provide a single family home at this location.
A motion was made by T. Weber and seconded by M. Schueller
to adopt Resolution No. 602 authorizing
the acquisition and disposition of 1113 Day Street. Motion carried.
2. Adopt
Resolution No. 603 authorizing the disposition of 727 and 723 Mather Street to
the adjacent neighbors and NeighborWorks® Green Bay.
A.
Rosendahl explained there has been discussion with the adjacent neighbor about selling
a portion of 727 Mather. That neighbor
is interested in purchasing 20 feet.
There has also been discussion with the adjacent neighbor about selling a
portion of 723 Mather. That adjacent
neighbor is interested in purchasing 10 feet.
The price agreed upon is $5,000 for 20 feet and $2,500 for 10 feet. The price is based on assessed value as a
percentage of the lot. The remaining
land would be combined and deeded to NeighborWorks® Green Bay for a
Community Housing Development Organization house move project from 611 Kellogg.
The
result is a 60 ft. lot on the left, a 60 ft. lot on the right, and a 70 ft. lot
in the middle. The lot size was
discussed with Tom Dennee at NeighborWorks® Green Bay and they are
comfortable with a 70 ft. wide lot for the house move.
A motion
was made by T. Weber and seconded by M. Schueller to adopt Resolution No. 603
authorizing the disposition of 727 and 723 Mather Street to the adjacent
neighbors and NeighborWorks® Green Bay. Motion carried.
3. Review
and action on the proposed Fisk Addition Neighborhood Association neighborhood
identification sign location at 882 Shawano Avenue.
A.
Rosendahl indicated the site is at the corner of Woodlawn and Shawano. The neighborhood association is currently
developing ideas for a neighborhood sign and has been searching for a sign
location. This location is the desired
site. The location has been reviewed
with the City Traffic Engineer and there are no issues. If approved, a Memorandum of Understanding
will be signed with the neighborhood association indicating they are
responsible for the upkeep and landscaping and that with written notice, the RDA
could request the sign be moved for development of the land.
A motion
was made by M. Schueller and seconded by T. Weber to approve the sign location
for the Fisk Addition Neighborhood Association neighborhood identification sign
at 882 Shawano Avenue. Motion carried.
4. Review
and action on the proposed lease of billboard located at 1516 East Mason Street.
The Authority may convene in closed
session pursuant to Section 19.85(1)(e), Wis. Stats., for purposes of
deliberating or negotiating the sale of public properties, investing of public
funds as necessary for competitive or bargaining reasons. The Authority may thereafter reconvene in open
session pursuant to Section 19.85(2), Wis. Stats., to report the results of the
closed session and consider the balance of the agenda.
K. King reviewed the billboard location indicating the RDA
had acquired the property, tore down the warehouse, and left the billboard
standing as a source of revenue. The
Parks Department managed the property for lawn maintenance and the billboard
revenue has been going to the RDA. The
billboard contract was inherited when the property was purchased by the RDA and
expires this year. The lease was sent to
the Attorney’s office for review and the changes recommended by the Attorney’s
office were discussed. We would like the Attorney’s office to
implement the necessary changes to the lease and set up the agreement allowing
the RDA to have a reasonable timeframe to exit out of the lease. There was further discussion regarding the
lease and use of the sign.
A motion was made by T. Weber and seconded by M. Schueller
to accept the recommendations by staff and legal counsel and to allow staff to
continue any negotiations to close the transaction on the lease of billboard at
1516 East Mason Street and through the agreement add specific language allowing
the RDA to have a 60-day termination notice.
