Anyone can apply for the grant and the winner will receive $750 worth of native plants and a wild ones membership. She handed out posters and bookmarks. The website has the application. Amanda explained that Wild Ones is a group that promotes the use of native plants and their benefits. They do prairie tours around the state, educational meetings, different insects, habitats, etc. informational meetings. Rich asked if schools can apply for the grant, Ned mentioned that there is a separate grant that schools can apply for. Wild Ones donated all the plants for the Franklin Middle School garden as well. Sandi mentioned that Amanda should give an update to the MNLC if possible. Paul mentioned that it would be good to try and get a booth at La Vida Local to get the word out too. Cheri began her presentation and stated that WPS wanted to give a brief update on new opportunities for customers. WPS funds energy efficiency through 1.2% of their dollars collected from all customers. There will be three communities that will be chosen to help customers understand energy efficiency better. Brillion is the first of three communities. Residential and energy only customers, large industrial did not want to be included in the program. They felt that they were already participating the 1.2% and did not want to contribute more. The goal is that it is transferable to the community affected. WPS is looking at a variety of projects just as rates, etc. They would like to try new social networks through social marketing to increase sustainable participation and affect long term behavior. Understand pricing option preferences, determining impact of rates, community approaches, and efficiency programs in conjunction with different feedback mechanisms. All programs are voluntary and educational for customers. In Brillion they turned on all the hourly readings. Paul asked how WPS is talking with the community and are they having meetings to role out the project? As WPS moves forward they will be meeting with other groups educators etc. 2nd and 3rd community will be done by 2012. Community selection WPS is looking to communities that are green/eco-community or looking to be more sustainable, less than 10,000, hopefully there is a vital downtown to help create a buzz. South of 64 and looked at the AMR as well. Looking at rate options, what was found is that customers were not aware of the rate options that are offered. They are looking into better marketing as well. Sandi asked what the new rates are; Allouez has a program that they use that may be implemented. Derek asked if the response rewards have been started Cheri mentioned yes, and that is across the territory. Cheri mentioned that they may look into the time of use hour structures. Ned asked if the programs are available to condo and apartment dwellers, Cheri mentioned yes. Cheri mentioned that they will also be looking at the amount of savings and what that means for behavior changes as well. Cheri walked through the tools that WPS already offers. There are also in-home displays (this has some kinks in it) the goal is to have two in Brillion. WPS is partnering with iGoogle a beta test right now, but this allows the customer to see real time data their energy use, and do comparisons and monitor. It's an infrastructure thing to keep and store the data. Smart Thermostats, direct load control, EPRI, etc. Focus on Energy will be working with this program too. There will be evaluation as well there will be a third party evaluator that will evaluate all the programs. Timeline: Pilot Plan to PSCW March 2009, with 1st community 2009, second in 2010 and third in 2011. Cheri highlighted some of the key issues and challenges and the opportunities that will exist. Questions Ned asked if someone wanted to sign up for a rate plan change how would they do that, Cheri mentioned that you can go right online. Karen mentioned that there is something called the low carbon diet. Paul also mentioned that you can go online to their website and there are many clips that you can check out that help a lot. This is through the National Geographic website. Karen asked if there is going to be a connection to the faith based groups in the community. Cheri mentioned they really want to get to the kids to bring the education into the homes. Derek asked about the companies that are enrolled in the ??? program, can you automatically control their usage? Cheri mentioned that it depends on what the business wants. Karen mentioned that she is part of the food subcommittee and asked if there was a way to push local foods, fresh foods, vs. the processed foods, etc. Cheri mentioned that they are pulling recipes from old food cookbooks that were created by WPS. Karen mentioned that Big Tomatoes and Urban Frog have cooking classes for the Farmers Market foods. Cheri mentioned they should get in touch with Karmen Lemke to further discuss local food recipes in the mailers. Paul mentioend that we need to schedule the next mision/vision/values meeting. Paul will send out a doodle to the group to determine the next meeting for the planning session. Presentation by Wes Damro Wes gave an update on the Pharmaceutical drops taking place around the community. Wes discussed the history of the program and why it was implemented. He ran through each of the issues: 1) the DEA, there is a closed loop system when it comes to pharmaceuticals. Once it is prescribed by a doctor it is out of the loop. Law enforcement and the military are the only groups with an exception. 2) The other issue is with the DOJ, and finally 3) comes from the EPA pharmaceuticals are no different than a pesticide or hazardous waste. Many other issues exist with pharmaceuticals. Control is tough as it is difficult to find a take back option. There truly is only one method which is law enforcement. As long as there is a law enforcement officer pharmaceuticals can be transferred, collected, etc. An example of the magnitude of the issue comes from Bosnia. Bosnia had to spend 6 billion dollars to dispose of products that couldn't be used. Another concern is that Hospice might just flush everything down the toilet. Wes reviewed the timeline: 2006 the first collection, 2007 no collection, there were disposal and cost issues, 2008 the EPA grant helped a great deal. There is a great amount of cost associated with the transport as the pharmaceuticals can't leave law enforcements hands. 2009 started working with WPS to destroy the drugs through a boiler process. The Brown County Sheriff has an ongoing collection, twice a week. Other programs drop boxes, La Crosse program deputized staff in order to collect these drugs. The last program to mention is a mail back program. Ultimately, the program is about creating more awareness. Rich mentioned that he agreed, and it's a tough issue. Most pharmaceuticals are used for livestock. Kathy mentioned that there is an article showing scientists are finding the drugs in food tissues. Wes mentioned that really the Waste Management Program is a drop in the bucket. Rich asked another question, about the hand soaps that contain plastics, Lisa mentioned that it does get picked up in the Waste Water Treatment Facility. Paul mentioned that when you start talking about sustainability, just listening to the laws, you really need an entire system revamping. The systems are designed to not talk to each other. Paul said that it's not gloom and doom they are real issues. Nancy mentioned that she and Lisa began talking about having Wes come in to discuss this, because there are so many issues. It is eye-opening. Paul mentioned that Mike being here to hear this information, the mission driven focus of the task force as a whole, we need to figure out how to help paint the picture as a whole and figure out what pieces can and want to be taken on by the task force. The problem is that you can get inundated with the issues. Cheri asked about the impact on the water vs. the impact on the air through burning. The temperatures that WPS operates at break it down to the point where it is less significant. Paul also mentioned that if you think about the effluent that comes from those plants that goes into the water (in NY for example) it is within legal requirements. Which also isn't right. Wes added that EPA hasn't evaluated the new chemicals for the last 10 or 15 years. Paul also mentioned the Fox River Watershed work that is going on with non-point vs. point source pollution. There are some things you can do, but it's not significant with non-point. Paul mentioned that maybe these are areas that we can weigh in on. How do we educate, it's little decisions that make the difference. For example La Vida Local. Nancy mentioned that it was the general public that made these points. They didn't want to do the wrong things. 5. Subcommittee Updates Local Food Karen gave the update for the local food group and discussed the container garden program, there are other neighborhoods that are very interested in doing these things too. Paul mentioned that this is really the success story. Karen also mentioned that they had a conversation about the community gardens with Susan Garrot. They may be able to supply some plants for a community garden. They may be able to partner with them. The food subcommittee is also working with the Master Gardeners and they may be able to work with the project to get the educational piece in there. Paul asked if there is a MG association and Karen said yes. They work through the UW-Extension. Sandi asked if there was any way to expand it, and wants to know if there is any way to get food service involved, Amanda added that they are very interested, but there are issues with timing ripe vegetables are not available when the kids aren't involved. Sue Beyer, is willing to do it, but it's tough because there isn't someone there to work the garden. Karen discussed another potential project for the Wed. Farmers Market. There is a ton of food that potentially goes to waste at the end of the event. Famers dont necessarily want to take it, but dont want to throw it either. A collection may be put together for the vendors to give their remaining items, or for people to give food or money. Paul recommended that Karen have the committee look into what would be needed and bring that back and Paul would be able to help with it. Ned asked another question about the Community Gardens regarding who will oversee it. Parks or the UW-Extension? Paul mentioned that part of the problem may be the need to map out the process. At the end of the day this needs to be approved by the City Council. Is there a possibility to put together the generic specifics and get that approved? Nic mentioned that he agrees with Paul. The biggest obstacle at the last meeting, by the time it went to the RDA and then it went to Council it would be August, so if something was approved generally, the timeline wouldnt be an issue. Nancy mentioned that truly the biggest obstacle is the management component of it. Paul asked Lisa how the website was coming Lisa will send out another reminder for people to take a look at the website and give some feedback. City Hall currently on hold with the EECGB La Vida Local Crystal updated the committee on the progress thus far. There will be another meeting on July 24th, the group is hoping to send out artist/vendor applications soon. Crystal gave another pitch for educational vendor ideas. Action Item Des Moines Trip Nancy discussed the background of this effort how it came up, etc. Paul mentioned the Urban Ambassdors, the GBPG and what Des Moines has done for revitalization, their Riverwalk, sustainability, public art, green buildings, etc. With all of this coming together, Nancy started doing more research on this. We started talking about getting there. We have been contacting people ranging from the art center, downtown group, the City, etc. We want to know budgets, timelines, leaders, how did it all happened, everything. Paul mentioned, to talk in a broader prospective, as an entity we should start establishing partnerships in other regions and communities around the globe. For example, the trip he took to Italy. It is part of the reason he feels this project would be a good one. Also the similarities between the two areas are quite great. A formal relationship could be established to share ideas and best practices between the two communities. Paul is asking that there be a motion to step up and contribute to the effort. The more he sees the more he notices that people are starting to leave their comfort zones and collaborating in ways they haven't. Paul asked if there was a way that the Planning Department could help alert the Task Force on issues like the roundabouts. The first planning meeting will be scheduled soon with WisDOT and the regional planning commissions. Paul reiterated that this is not about AmTrak. The studies that have been done show that people really like the concepts. From an economic take there are significant advantages.
