APPROVAL OF MINUTES:

 

Approval of the minutes from the September 17, 2009, meeting of the Housing Authority of the City of Green Bay.

 

A motion was made by D. Piton and seconded by H. Genunzio to approve the minutes from the September 17, 2009, meeting of the Housing Authority of the City of Green Bay.  Motion carried.

 

COMMUNICATIONS:

 

1.            Notice of Housing Authority Insurance Group Dividends for 2008.

 

R. Hallet stated that the Green Bay Housing Authority had received notice of the dividends for 2008 from the Housing Authority Insurance Group.  In comparison to last year, the dollar amount was quite a bit more.  R. Hallet noted that for the HARRG and the HAPI, there was a special check for each with no explanation provided in the letter.  She has placed a call to find out what this is regarding.

 

The communication was placed on file.

NEW BUSINESS:                          

 

2.            Adoption of Resolution No. 09-07, Resolution Conditionally Awarding a Contract for a Housing Project of the Housing Authority of the City of Green Bay, Wisconsin, in the University of Wisconsin-Green Bay Campus Area; Conditionally Authorizing and Providing for the Sale of Bonds for the Financing of Such Project; and Providing for Various Further Proceedings in Connection Therewith. 

 

K. Pamperin explained that under the bonding process, the Housing Authority first adopts the initial resolution indicating the interest to develop a project at the site and then advertises for proposals from interested developers.  University Village Housing, Inc. has submitted a proposal and the action before the Authority today is to adopt a resolution accepting that proposal as the development the Authority would like to go forward with.  A TEFRA public hearing would then need to take place that informs the public that the Authority has selected this proposal.  Once that has been approved, the next step would be for bond counsel and various attorneys that actually issue the bond on behalf of the Authority.  Eventually, the Authority will be asked to adopt a final resolution.  This will also have to be approved by the Plan Commission for location and layout and will be heard by the Green Bay Plan Commission on Monday, October 26, 2009, and then go to the Common Council for approval. 

 

D. Piton stated that he does not see any changes in the proposal from what was presented at the last meeting.

 

K. Pamperin affirmed that there were no changes from what was presented at the last meeting of the Housing Authority.

 

A motion was made by D. Piton and seconded by H. Genunzio to adopt Resolution No. 09-07, Resolution Conditionally Awarding a Contract for a Housing Project of the Housing Authority of the City of Green Bay, Wisconsin, in the University of Wisconsin-Green Bay Campus Area; Conditionally Authorizing and Providing for the Sale of Bonds for the Financing of Such Project; and Providing for Various Further Proceedings in Connection Therewith.  Motion carried.

 

3.            Update on Mason Manor Expansion project.

 

R. Hallet stated that the last time the Authority met, there were questions regarding this project.  She has had further contact with the architect to obtain answers.  In regards to the heat, the decision is to go with electrical.  There was a question if fire glass was required for the storage room door and it is required.  Glazing is permitted in the 1 to 1½ hour rated doors.  The glazing must meet labeling requirements for fire temperature and hose stream.  Two products that meet these requirements are Wire Light and Fire Light and the specs will be based on those materials. 

 

D. Dolan-Wallace stated that he strongly disagrees and feels that these rooms are not required to be fire rated because there is a sprinkler system.  Either you need to have a sprinkler or provide a one hour room door. It is very clear.  The amount of money is not enough to worry about but he does want to go on record that he is frustrated that the architect keeps saying that this is needed.

 

D. Dolan-Wallace brought up additional concerns he has had with the architectural plans, such as the need for an additional stairwell and the type of heat to be used.  Discussion took place regarding these issues.

 

D. Piton stated that he felt the architect should be brought in to provide answers to questions the Authority has.

 

K. Pamperin suggested talking to the Fire Department or the Inspection Division to get their opinion.

 

            D. Dolan Wallace asked what the deadline is.

 

            R. Hallet stated that all funds must be obligated by March 17, 2010.

 

            D. Dolan-Wallace asked when this would go to bid.

 

R. Hallet stated that the advertisements are going out for bid on October 26th

and November 2nd.  The pre-bid meeting is scheduled for November 9th.

 

K. Pamperin stated that one thing that could be done is to check if HUD needs to approve these plans and let HUD know that the Housing Authority has run into some snags that could be very costly. 

 

R. Hallet stated that yesterday she did talk to HUD officials that were in town and they did tell her that there were no exceptions for not obligating all of the funds by March 17, 2010.

 

D. Piton inquired what the notice requirement is to hold a special meeting of the Housing Authority.

 

D. Dolan-Wallace responded that a 24-hour meeting notice is necessary.   He suggested that instead of calling a special meeting of the whole Authority, he would be more comfortable of a committee made up of himself, someone from the City, and one other Housing Authority member to meet with the architect directly. 

 

A. Monday called the architect to determine what day would be good to set up a meeting and he is available on Wednesday.

 

It was determined that D. Dolan-Wallace and D. Piton would meet with the architect next Wednesday.

 

R. Hallet stated that she would book a conference room on the 6th floor of City Hall and talk to R. Strong about who should attend, i.e. Tom Lesperance-Inspection Division, Ray Kurth-DPW, and Chris Heil-Fire Department.

 

R. Hallet stated that the first advertising would be Monday and asked if that should be postponed.

 

After some discussion, it was determined that the first advertising should be delayed by one week.

 

A motion was made by W. VandeCastle and seconded by D. Piton to acknowledge that D. Dolan-Wallace, D. Piton, and members of City staff would meet with the architect to discuss concerns the Authority has.  Motion carried.

FINANCIAL REPORT AND BILLS:

 

A motion was made by W. Dolan-Wallace and seconded by H. Genunzio to approve the financial report and bills.  Motion carried.

 

STAFF REPORT:

 

4.            REAC Inspections.

 

R. Hallet stated that these inspections are done periodically based on the score received on the previous inspection.  The REAC inspections were last week for both the scattered sites and Mason Manor.  She has not received back a report on Mason Manor due to the fact that quality control on the Mason Manor inspection was being conducted by HUD.  The inspection that just took place showed that the score was going to be quite a bit higher than the previous inspection and so the quality of the inspection was being looked at to determine that the inspection was done appropriately.  Based on the verbal information received from the inspector, Mason Manor did very well.  The score for the scattered sites was a bit disappointing as we received a score of 59 out of 100.  R. Hallet briefly went over some of the things that the scattered sites were cited for, i.e. holes in siding, broken outlet plate, pull valve on bathroom sink not operable, smoke detectors not working, etc.  Because the score was less than 70, an inspection needs to be done yearly.

 

D. Piton asked that the report for the scattered sites be put on the agenda for the next meeting for the Authority to discuss and come up with a strategy to address these issues. 

 

D. Piton asked M. Kong of Barron Rentals what their perspective is on this.

 

M. Kong responded that the condition of the properties has been like this since they took over property management and that they have spoken to staff of the Housing Authority about capital improvements needed throughout the units.

 

D. Dolan-Wallace stated that he would like to hear from Barron Rentals on what will be done to address these issues now and in the future and that the Housing Authority staff needs to hold Barron Rentals accountable and take action when needed, possibly conducting inspections as needed.

 

5.            Progress on Mason Manor Ramp Repair Contract.

 

R. Hallet stated that the repair to the ramp has begun.  Part of the work will take place before winter and hopefully the ramp will reopen in time for Thanksgiving.  The remaining repair work would then be finished in the spring. 

 

R. Hallet stated one other item that was not listed under the staff report is that the tenant at Mason Manor who filed a claim, which the Authority denied this past August, has filed a Summons & Complaint for small claims in the amount of $2,000.00 for damages.  Atty. Wachewicz has stated that he will be handling this. 

 

A motion was made by D. Piton and seconded by W. VandeCastle to adjourn the meeting at 11:30 a.m.  Motion carried.
