GENERAL BUSINESS
1. Approval of the minutes from the
November 23, 2009 Traffic Commission meeting.
A motion was made by C. Karow, seconded by Ald. Nicholson, and carried to approve
the minutes from the November 23, 2009 Traffic Commission meeting.
The remaining items were taken in
the following order: 5, 17, 8-10, 18-19,
2-4, 6-7, 11-16, and 20-29.
2. Report of the Traffic Engineer on 2009
Wisconsin Act 97 which removes the general limitation on U-turns at
intersections controlled by traffic signals.
Dave Hansen, City Traffic Engineer,
stated that the effective date on Wisconsin Act 97 was January 1, 2010. He summarized the highlights of the act.
•
Current
law prohibits U‐turns at all controlled intersections.
Beginning 1/1/2010, Wisconsin Act 97 will permit U‐turns
at controlled intersections UNLESS signs are installed to indicate the maneuver
is prohibited by the unit of government responsibility for maintaining the
intersection (state, county, municipality).
•
U‐turns
will have to be made from the leftmost turn lane in the same fashion as a
conventional left turn. Vehicles on the intersecting street attempting to turn
right‐on‐red must yield to the
U‐turning vehicle.
•
No
backing will be permitted as part of the U‐turn, so drivers will
have to be familiar with their vehicle’s turning radius. U‐turns
will also be prohibited on curves and hillcrests where visibility is less than 500
feet.
•
The
new U‐turn law will help traffic engineers in
controlling traffic on divided highways. It will also reduce issues/costs
associated with condemnation where highway projects result in median closings,
since reasonable access to businesses and residences across the highway median
should now be possible via U‐turns.
•
Also
under Wisconsin Act 97, beginning 1/1/2010, passing a left‐turning
vehicle on the right using a PAVED shoulder will be permitted. This reverses
the 2001 Kaufman v. Postle decision.
•
This
does NOT mean that a driver can pass a slower‐moving vehicle on the
right using the shoulder – the vehicle being passed MUST be making a left turn.
•
Also,
the vehicle making the pass on the right MUST keep all four wheels on the
pavement or paved shoulder.
A motion was made by
Ald. Nicholson, seconded by Lt. Florence, and carried that the Report of the
Traffic Engineer on 2009 Wisconsin Act 97, which removes the general limitation
on U-turns at intersections controlled by traffic signals, be received and
placed on file.
3. Review of the 2009 third and fourth
quarter reports of serious injury and fatal traffic crashes.
Lt. Florence handed out the reports,
summarizing 2 serious injury crashes and 1 fatal crash in the third quarter
2009 report and no serious injury and fatal crashes in the fourth quarter 2009
report.
SERIOUS INJURY CRASH – July 12, 2009 10:35 AM
MAIN ST/MANITOWOC RD
A 1997 Pontiac Grand Prix driven by
a 19 year old Green Bay resident was traveling southbound on Main St. The
Pontiac made a left turn onto eastbound Manitowoc Rd and was hit in the
passenger side by a 2008 Chev Trailblazer, driven by
a 40 year old Green Bay resident, that was traveling northbound on Main
St. The passenger, a nineteen year old
from Abrams, WI suffered critical injuries. The passenger’s condition has since
improved. Alcohol was not involved; however, the driver of the Pontiac was
issued a citations for failure to yield the right of
way when making a left turn. The driver of the Chev
was also cited for speeding.
SERIOUS INJURY CRASH – JULY 13, 2009 12:59 AM
1000 BLOCK OF MAIN
ST.
A 2000 Ford Mustang, driven by a 21
year old Green Bay resident was traveling westbound on Main St at a high rate
of speed. The Ford then crossed the centerline at Main St/ Clay St and began to
travel on the left side of the median against oncoming traffic. The Ford hit a
2002 Jeep Cherokee head on. The driver
of the Ford suffered critical injuries. The driver’s condition has since
improved. The driver of the Jeep, a 19 year old De Pere
resident suffered minor injuries. The driver was treated and released from the
hospital on the night of the incident.
The driver of the Ford was charged with OWI-Causing Injury, Operation
after Revocation, Causing Injury was OAR, Operating Left of Center,
Unreasonable and Imprudent Speed, and Open Intoxicants in the Vehicle.
FATAL CRASH – SEPTEMBER 9, 2009 10:15 AM
STURGEON BAY RD NORTH OF HURON RD
A 1997 Pontiac Bonneville was
stalled on the side of the road in the shoulder area of northbound Sturgeon Bay
Rd. The driver remained in the driver’s seat location awaiting the arrival of a
tow truck. As the tow truck arrived, it slowed to make its approach in front of
the stalled Pontiac. A northbound 2009 Volkswagen that was following the tow
truck, moved into the inner lane to pass the tow truck, and then merged back
into the outer lane in front of the tow truck. It appears the Volkswagen over
steered and drove into the shoulder area and hit the stalled Pontiac. The speed of the Volkswagen was estimated at
70 mph at impact. The driver of the Pontiac was killed instantly. The driver in
the Pontiac was not wearing a seatbelt, the driver of the Volkswagen was. Blood
results from the driver of the Volkswagen were negative. The driver of the Volkswagen was issued a
citation for Deviating from Lane of Travel.
A motion was made by Ald. Nicholson,
seconded by M. Schuster, and carried that the review of the 2009 third and
fourth quarter reports of serious injury and fatal traffic crashes be received
and placed on file.
INITIAL REQUESTS
4. Request by the Traffic Engineer to
remove the NO LEFT TURN restrictions at (1) East Mason Street at Superior Road
(4-6 PM, Monday through Friday), (2) East Mason Street at Challenger Drive, and
(3) Military Avenue at Ninth Street (northbound traffic only).
A motion was made by
Ald. Nicholson, and seconded by Lt. Florence, to:
A.
Remove the NO LEFT TURN restriction at East Mason Street at Superior
Road (4-6 PM, Monday through Friday),
B.
Remove the NO LEFT TURN restriction at East Mason Street at Challenger
Drive
C.
Remove the NO LEFT TURN restriction at Military Avenue at Ninth Street
(northbound traffic only)
Dave Hansen, City Traffic Engineer,
stated that the Mason/Superior left-turn movement is no longer possible after
the E Mason St median was closed in 2008.
Regarding the Mason/Challenger and Military/Ninth locations, both were
found in error in the regulations book, and were intended to state that
right-turn lanes were added, not left-turn restrictions. The book has been updated.
Motion carried.
5. Request by Ald. Nicholson to review the
truck route on Abrams Street and nearby streets south of Mason Street.
D. Hansen summarized a map showing the
Abrams St vicinity and the available nearby official heavy truck routes. He stated that city ordinance recognizes that
heavy trucks may need to deviate from the truck route to get to and from their
destination.
A motion was made by Ald. Nicholson,
seconded by Lt. Florence, and carried to suspend the regular order of business
to allow persons in the gallery to speak.
Ken Hazar
(1716 Cypress Ln) stated that he owns rental property
on Edison St. Semis are not obeying the
NO TRUCKS signs on Edison St at Abrams St and at Schwartz St at E Mason
St. Some trucks travel south to other
local streets like Amy St and Cypress Ln. Trucks are unloading at Dominos Pizza on
Abrams St, park facing south, make their delivery, and then exit southbound,
and turn left onto Edison St past his apartments. Trucks should exit by backing into Dominos
Pizza driveway and travel north to E Mason St.
He’s concerned for the safety of children in the neighborhood. Edison St is scheduled for repaving. He and his neighbors oppose street
assessments because of the truck traffic.
He questioned how businesses can be allowed to operate if they cannot
receive deliveries onsite and why those trucks cannot back into the businesses’
driveways.
A motion was made by M. Kuepers, seconded by C. Karow,
and carried to return to regular order of business.
A discussion took place about
notifying businesses of the alleged truck route violations, enforcement methods
and past efforts, and that it is illegal to back a heavy truck into a private
driveway.
D. Hansen stated that trucks that
are southbound on Abrams St for a delivery are driving in compliance with the
truck route ordinance. They turn from E
Mason St southbound onto Abrams St, stop and make a delivery at the store while
parking on-street because there is no room for their trucks in the parking lot,
and then exit via Edison and Schwartz Sts.
But as long as those trucks are taking the shortest path back to an
official truck route, then no law has been broken.
A discussion took place about truck
deliveries to Eisenhower Elementary, the existing location of NO TRUCK signs,
that road funding and assessments are handled by the Improvement & Service
Committee, that the existing NO TRUCKS signs could be forcing trucks down to
the next shortest path (Amy St) and then back to E Mason St.
Ald. Kocha
shared her similar experiences with Forest St and a business, and that
communication with them helped the situation.
A discussion took place about
relocating the existing NO TRUCK signs to force trucks onto the shortest path
back to E Mason St.
A motion was made by M. Schuster
that the request to review the truck route on Abrams Street and nearby streets
south of Mason Street be referred to DPW staff to review and modify the NO
TRUCK signs in the Mason/Abrams/Edison/Schwartz St vicinity to encourage heavy
trucks from East Mason Street destined to Abrams Street to travel to eastbound
Edison Street to northbound Schwartz Street to East Mason Street.
A discussion took place about the effectiveness
of sending a letter to the businesses associated with truck violators, that
signs are a direct messenger to the violators, that K. Hazar
can document violators and submit them to the Police Dept for a letter to the
violator, and other potential businesses that could be violating.
C. Karow
seconded the motion, which carried.
Discussion continued about restricting more parking on Abrams St.
6. Request by Ald. Theisen
to establish a 4-HOUR zone on the north side of the Grignon
Street from Monroe Avenue to Jackson Street.
D. Hansen stated that a 3-HOUR 7 AM
– 7 PM MON – FRI zone exists on the north side of these 2 blocks. Conversion to a 4-HOUR zone would make it
more consistent with other nearby restricted parking zones. He has no concerns about the request.
A motion was made by Ald. Nicholson,
seconded by M. Kuepers, and carried that, on a 90-day
trial, to:
A.
Remove the 3-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides
of Grignon Street from Monroe Avenue to Jackson
Street.
B.
Establish a 3-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south
side of Grignon Street from Monroe Avenue to Jackson
Street.
C.
Establish a 4-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north
side of Grignon Street from Monroe Avenue to Jackson
Street.
7. Request by Ald. Theisen
to establish a 4-HOUR zone on the east side of Irwin Avenue from Cass Street to
Mason Street.
D. Hansen stated the reasons for
this request are similar to Item No. 6, and that he has no concerns with the
request.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that, on a 90-day
trial, to:
A.
Remove the 3-HOUR PARKING zone on the east side of Irwin Avenue from a
point 70 feet south of Mason Street to a point 410 feet south of Mason Street.
B.
Establish a 4-HOUR PARKING zone on the east side of Irwin Avenue from a
point 70 feet south of Mason Street to a point 410 feet south of Mason Street.
8. Request by Ald. Kocha
to determine the need for a YIELD or STOP condition on Elm Street at Saint
George Street.
D. Hansen stated that currently no
intersection control exists at the Saint George/Elm Street intersection. Given the acute angle of the south approach
with Elm St, there is questionable sight distance. He recommended establishing a 1-WAY YIELD
condition on Elm Street at Saint George Street.
A motion was made by C. Karow, seconded by M. Kuepers,
and carried that, on a 90-day trial, to establish a 1-WAY YIELD condition on
Elm Street at Saint George Street.
9. Request by Ald. Kocha
to address the need for a possible NO PARKING sign in front of 300 South
Jackson Street due to poor visibility for eastbound traffic on Stuart Street
turning south onto South Jackson Street.
D. Hansen stated that establishing an 80-feet NO PARKING HERE TO CORNER zone on the west side
of South Jackson Street just south of Stuart Street is appropriate given
questionable sight distance when vehicles are parked close to the intersection.
A discussion took place about
notification to the adjacent affected property owner.
A motion was made by C. Karow, seconded by B. Lipke, and
carried that, on a 90-day trial, to:
A.
Remove the 2-HOUR PARKING zone on the west side of Jackson Street from
Cherry Street to Chicago Street.
B.
Establish a NO PARKING zone on the west side of Jackson Street from a
point 80 feet south of Stuart Street to Stuart Street.
C.
Establish a 2-HOUR PARKING 7 AM TO 7 PM MONDAY
THROUGH FRIDAY zone on the west side of Jackson Street from Chicago Street to a
point 80 feet south of Stuart Street.
D.
Establish a 2-HOUR PARKING 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on
the west side of Jackson Street from Stuart Street to Cherry Street.
10. Request by Ald. Kocha
to determine if changes in restricted on-street parking zones are needed on
Franz Avenue during school days and during church services
Regarding the school days parking
issue, D. Hansen stated that an existing NO PARKING 7 AM – 11 AM zone was
established years ago to resolve a garbage pickup and vehicle turnaround
issue. Staff from
Sullivan Elementary are parking in the afternoon on the west end of
Franz Ave (photos shown). The
presumption is that staff parks there after they return from other late morning
meetings or lunch. He spoke with one of
the adjacent residents to the 7-11 zone and learned
more about available on-site parking and any concerns if parking restrictions
were increased by extending time limits or changing to a NO STOPPING OR
STANDING zone. He recommended
establishing a NO STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS zone.
Ald. Kocha
stated that a NO PARKING zone would be more appropriate. Lt. Florence agreed and continued that
encouraging parent-student pickup in this area could reduce traffic congestion
in other areas. D. Hansen was concerned
about vehicle turnaround. Ald. Kocha reminded that the request came forward due to
difficulty of snow plow drivers getting through Franz Ave.
A motion was made by C. Karow, seconded by Ald. Nicholson, and carried that:
A. On a 90-day trial, to
remove the NO PARKING 7 AM TO 11 AM MONDAY THROUGH FRIDAY zone on Franz Avenue
from a point 990 feet west of Main Street to a point 1130 feet west of Main
Street.
B. On a 90-day trial, to
establish a NO PARKING 7AM TO 4PM SCHOOL DAYS zone on Franz Avenue from a point
990 feet west of Main Street to a point 1130 feet west of Main Street.
C. Direct the Traffic
Engineer to contact the principal of Anne Sullivan Elementary School to notify
of the upcoming change in restricted parking zone on Franz Avenue.
Regarding the church services parking issues,
D. Hansen stated that a church opened near the southwest corner of
Main/Franz. No parking restrictions are
currently posted. From the observed ice
compaction in the Franz Ave south curb lane, it is evident that motorists are
parking there, presumably for church services.
The main door to the church, which likely is a main drop off point, is
near the west end of the building facing Franz Ave. To allow for a pick up and drop off zone for
the church, and to open up the intersection for a safer travel path, he
recommended establishing a NO PARKING HERE TO CORNER zone on the south side of
Franz Ave along the frontage of the church.
He also recommended extending the NO PARKING HERE TO CORNER zone on the
north side of Franz Ave due to the skew of the intersection and also to allow
more width for a safer travel path.
Ald. Kocha would
like to obtain more information about any known parking issues during church
services.
No action was taken on the second part of the
request.
11. Request
by the Traffic Engineer to remove the eastbound NO LEFT TURN and westbound NO
RIGHT TURN restrictions on Shawano Avenue at Siegler
Street.
A motion was made by Ald. Nicholson,
seconded by M. Schuster, carried to:
A.
Remove the eastbound NO LEFT TURN restriction on Shawano Avenue at Siegler Street.
B.
Remove the westbound NO RIGHT TURN restriction on Shawano Avenue at Siegler Street.
12. Request by the Traffic Engineer to change
the begin time of the SCHOOL BUS LOADING zone on the south side of Ninth Street
just west of Ridge Road from 8 AM to 7 AM to match time limits of nearby
restricted parking zones.
A motion was made by Ald. Nicholson,
seconded by M. Kuepers, and carried that, on a 90-day
trial, to:
A. Remove the SCHOOL BUS
LOADING ONLY 8 AM TO 4 PM MONDAY THROUGH FRIDAY zone on the south side of Ninth
Street from a point 340 feet west of Ridge Road to a point 200 feet west of
Ridge Road.
B. Establish a NO
PARKING BUS LOADING ONLY 7 AM TO 4 PM SCHOOL DAYS zone on the south side of
Ninth Street from a point 340 feet west of Ridge Road to a point 200 feet west
of Ridge Road.
C. Remove the NO PARKING
DURING SCHOOL HOURS zone on Ridge Road from Langlade Avenue to Ninth Street.
D. Remove the SCHOOL BUS
LOADING ONLY 8 AM TO 4 PM MONDAY THROUGH FRIDAY zone on the west side of Ridge

of Ridge Road from Langlade Avenue to Ninth Street.
13. Request by Ald. Vander Leest to review the eastbound left-turn arrow time on West
Mason Street at Military Avenue to allow for additional vehicles.
D. Hansen stated that any changes
now to traffic signal timings at Mason/Military will be short-lived, as the
Military Ave reconstruction project starts on March 15th and
temporary signals will take their place.
A motion was made by Ald. Nicholson,
seconded by Lt. Florence, and carried that the request to review the eastbound
left-turn arrow time on West Mason Street at Military Avenue to allow for
additional vehicles be received and placed on file because temporary traffic
signals and timings will be established at this location on or before March 15,
2010.
14. Request by Ald. Vander Leest to review the traffic signal timings at West Mason
Street and Hinkle Street to allow for more northbound cars to cross
safely.
D. Hansen showed a map of the area,
describing the short storage area for northbound vehicles at the intersection
and the STOP condition issues with the frontage road. He stated that the distance between vehicles
(headway) can vary from short to long because of the start-stop movements from
the frontage road onto Hinkle St. He
stated that the green time setting is adequate.
He recommended that staff review the vehicle detector settings and
adjust them to accommodate larger vehicle headways.
A motion was made by Ald. Nicholson,
seconded by C. Karow, and carried that the request to
review the traffic signal timings at West Mason Street and Hinkle Street to
allow for more northbound cars to cross safely be referred to DPW staff to
review northbound vehicle detector settings at this location.
POSTPONED FROM
PREVIOUS MEETING
15. Request by Ald. Nicholson to review the
intersection of Main Street and Manitowoc Road with possible green arrows.
A motion was made by
M. Kuepers, seconded by B. Lipke,
and carried that the request to review the intersection of Main Street and
Manitowoc Road with possible green arrows be postponed until the Monday,
February 22nd meeting.

16. Request by Ald. Nicholson to remove the
NO PARKING zone on Schoen Street between East Mason Street and Lilac Lane and
replace with a NO STOPPING OR STANDING zone.
D. Hansen showed a map of the area
noting the existing parking zones on Schoen St near Eisenhower Elementary. He stated that the west side of Schoen St,
which is next to the school, is currently a NO STOPPING OR STANDING 7 AM TO 4 PM
SCHOOL DAYS NO zone and the east side is a PARKING 2 PM TO 8 PM MONDAY THROUGH
FRIDAY zone. If the request is granted,
then parents cannot pick up their children anywhere on Schoen St and would be
forced to park on other streets such as Jean St, Amy St, and Loretta Ln. He stated that
he met with a school official to observe the traffic patterns after school
release, and that conditions have improved since they have additional
off-street parking available on the east side of Schoen St at the church, and
that crossing monitor practices have improved.
According to the school official, some residents on the east side of
Schoen St approve of a NO STOPPING OR STANDING time restricted zone.
Ald. Nicholson stated that the NO
PARKING 2-8 PM restricted zone was originally established to improve the
parking situation for residents when soccer games occurred in the park. But
since the nets were moved, the parking situation resolved itself.
D. Hansen noted that existing time
restricted zones are set for different times on each side of Schoen St. Setting all zones to have the same time
limits makes it easier to enforce.
A discussion took place about making
adjustments to parking zones during 90-day trial periods and if the church is
aware of any upcoming parking zone changes.
A motion was made by
Ald. Nicholson, seconded by Lt. Florence, and carried that, on a 90-day trial,
to:
A. Remove the NO PARKING
2 PM TO 8 PM MONDAY THROUGH FRIDAY zone on the east side of Schoen Street from
Lilac Lane to Amy Street.
B. Establish a NO
STOPPING OR STANDING 7 AM TO 4 PM SCHOOL DAYS zone on
the east side of Schoen Street from Lilac Lane to Amy Street.

17. Request by Ald. Vander Leest to review the traffic signal at Taylor Street and
Mason Street for adequate Taylor Street green time (Motion to refer to DPW for study).
D. Hansen stated that the Taylor St
green times were increased for the multiple programs throughout the day. He clarified how the timings were changed and
that they’ve been in place for over a week.
He stated that Ald. Vander Leest has reported
back with favorable feedback. He
recommended that the study be received and placed on file.
A motion was made by M. Schuster,
seconded by C. Karow, that the request to review the
traffic signal at Taylor Street and Mason Street for adequate Taylor Street
green time be received and placed on file since the timings have already been
modified.
M. Kuepers
stated he noticed an improvement as he drives that intersection daily.
A motion was made by C. Karow, seconded by B. Lipke, to
suspend the regular order of business to allow persons in the gallery to speak.
Vic Pelishek
(1211 S Taylor St) stated that the NO RIGHT TURN DURING LEFT ARROW sign for
southbound traffic should be more noticeable, and violators of this sign create
problems for northbound left turning traffic bound for Hwy 41. He has no issue with the signal timings.
A motion was made by C. Karow, seconded by B. Lipke, and
carried to return to regular order of business.
The original motion on the floor
carried.
18. Request by Ald. Kocha
to determine if the traffic signal at Crooks Street and Webster Avenue is still
warranted and if so, determine if the Crooks Street red time is unnecessarily
long (Motion to refer to DPW for study).
D. Hansen stated that
traffic signal warrants were evaluated at the intersection per criteria
outlined in the State and Federal Manual on Uniform Traffic Control Devices
(MUTCD). All eight warrants except
Warrant 3, Peak Hour, were evaluated.
Warrant 3 was not evaluated because the unusual cases required for it
were not met. In sum, no warrants were
met, meaning that removal of this signal should be considered. He mentioned that the Webster/Crooks
intersection is part of a larger citywide traffic signal removal study. A final recommendation for this location will
be made in the citywide study.
A discussion took place whether
traffic signal removal should be reviewed by the Traffic Commission or by
Improvement & Service Committee, who reviewed the last signal removal
warrant request.
A motion was made by
M. Kuepers, seconded by C. Karow,
and carried that the request to determine if the traffic signal at Crooks
Street and Webster Avenue is still warranted and if so, determine if the Crooks
Street red time is unnecessarily long be received and placed on file.
19. Request by Ald. Kocha
to address ongoing speeding concerns on Morrow Street near Forest Street (Motion to conduct an intersection control
study at Morrow and Forest Streets and to review the feasibility of allowing onstreet parking to one or both sides of the 1500 block of
Morrow Street around the curve.)
D. Hansen stated that
multi-way stop warrants were evaluated at the intersection per criteria
outlined in the State and Federal Manual on Uniform Traffic Control Devices
(MUTCD). No warrants were met, meaning
that a 2-WAY STOP should be considered.
He went over the history of this intersection and that Forest St was
dead-ended at Main St years ago, significantly changing the traffic volumes at
the intersection. Both 2-WAY and 4-WAY
STOP conditions have been established over the years. Resident speeding concern was the primary
reason for re-establishing it as a 4-WAY STOP.
He reminded the Commission that the City has a Neighborhood Traffic
Calming Policy that addresses speeding issues, and that STOP signs are
discouraged for speed control because they likely will increase midblock speeds
by motorists trying to make up lost time for unnecessary stops.
Ald. Kocha would like to talk to the neighbors to obtain their
opinion on implementing a speed control application: allowing parking back onto
the street.
A motion was made by
Ald. Nicholson, seconded by Lt. Florence, and carried that the request to
address ongoing speeding concerns on Morrow Street near Forest Street be
postponed until the Monday, February 22nd meeting.
TERMINATION
OF TRIAL PERIODS
20. That, on a 90-day trial, to remove the YIELD
condition for the southbound right-turn on Quincy Street at University Avenue.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that the YIELD
condition for the southbound right-turn on Quincy Street at University Avenue
be removed.
21. That, on a
90-day trial, to remove the 2-HOUR 7 AM TO 4 PM SCHOOL DAYS parking zone on
both sides of Tilkens Street from Tommark
Street to Oneida Street.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that the 2-HOUR 7
AM TO 4 PM SCHOOL DAYS parking zone on both sides of Tilkens
Street from Tommark Street to Oneida Street be
removed.
22. That, on a 90-day trial, to remove the
2-HOUR 7 AM TO 4 PM parking zone on the north side of Howard Street from Oak
Street to 12th Avenue.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that the 2-HOUR 7
AM TO 4 PM parking zone on the north side of Howard Street from Oak Street to
12th Avenue be removed.
23. That, on a 90-day trial, to establish a
2-HOUR 7 AM TO 4 PM parking zone on the north side of Howard Street from Yale
Street to 12th Avenue.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that a 2-HOUR 7 AM
TO 4 PM parking zone on the north side of Howard Street from Yale Street to 12th
Avenue be established and adopted by ordinance.
24. That, on a 90-day trial, to remove the
2-HOUR 7 AM TO 4 PM parking zone on the south side of Howard Street from a
point 100 feet west of Yale Street to a point 40 feet west of 13th
Avenue.

seconded by B. Lipke, and carried that the 2-HOUR 7
AM TO 4 PM parking zone on the south side of Howard Street from a point 100
feet west of Yale Street to a point 40 feet west of 13th Avenue be
removed.
25. That, on a 90-day trial, to establish a
2-HOUR 7 AM TO 4 PM parking zone on the south side of Howard Street from Yale
Street to a point 40 feet west of 13th Avenue.

seconded by B. Lipke, and carried that a 2-HOUR 7 AM
TO 4 PM parking zone on the south side of Howard Street from Yale Street to a
point 40 feet west of 13th Avenue be established and adopted by
ordinance.
26. That, on a 90-day trial, to establish a
NO PARKING zone on the north side of Badger Street from Regan Street to a point
370 feet west of Siegler Street.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that a NO PARKING
zone on the north side of Badger Street from Regan Street to a point 370 feet
west of Siegler Street be established and adopted by
ordinance.
27. That, on a 90-day trial, to establish a
NO RIGHT ON RED WHEN CHILDREN ARE PRESENT condition for eastbound East Mason
Street at Alpine Drive.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that a NO RIGHT ON
RED WHEN CHILDREN ARE PRESENT condition for eastbound East Mason Street at
Alpine Drive be established and adopted by ordinance.
28. That, on a 90-day trial, to remove the NO
PARKING zone on the west side of Leo Frigo Way from a
point 50 feet north of Weise Street to a point 30 feet south of Weise Street.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, and carried that the NO PARKING
zone on the west side of Leo Frigo Way from a point
50 feet north of Weise Street to a point 30 feet south of Weise Street be
removed.
29. That, on a 90-day trial, to establish a
15-MINUTE 7 AM TO 4 PM MONDAY-FRIDAY zone on the west
side of Leo Frigo Way from a point 50 feet north of
Weise Street to a point 85 feet south of Weise Street.
D. Hansen stated that this zone was
adjusted from a NO PARKING zone to a 15-MIN zone to better suit St Vincent De
Paul donors based on comments received from SVDP staff and from a field
observations during busy business hours.
A motion was made by Ald. Nicholson,
seconded by B. Lipke, that a 15-MINUTE 7 AM TO 4 PM
MONDAY-FRIDAY zone on the west side of Leo Frigo Way
from a point 50 feet north of Weise Street to a point 85 feet south of Weise
Street be established and adopted by ordinance.
A discussion took place about
modifying parking zones during 90-day trials.
Motion carried.
There
being no other items of discussion, a motion was made by Ald. Nicholson,
seconded by C. Karow, and carried to adjourn from the
regular orders of business. The meeting
ended at 6:45 P.M. The next Traffic
Commission meeting is scheduled for Monday, February 22, 2010, in Room 310 at
5:30 P.M.
