GENERAL BUSINESS

 

1.         Approval of the minutes from the January 25, 2010 Traffic Commission meeting.

 

            A motion was made by Ald. Nicholson, seconded by C. Karow, and carried to approve the minutes from the January 25, 2010 Traffic Commission meeting.

 

INITIAL REQUESTS

 

2.         Request by Ald. Wiezbiskie that the yellow lane division sign position/height be reviewed for visibility measures on East Shore and Nicolet Drive intersection. 

 

            Dave Hansen, City Traffic Engineer, stated that the sign height has been increased. 

 

            A motion was made by Ald. Nicholson, seconded by M. Schuster, and carried that the request that the yellow lane division sign position/height be reviewed for visibility measures on East Shore and Nicolet Drive intersection be received and placed on file.

 

3.         Request by Ald. Wiezbiskie to perform a traffic impact study at the intersection of East Shore Drive and Nicolet Drive to offer resolution to backed up traffic on East Shore Drive and address increased volume of traffic now and in the future with the new development of the VA clinic. 

 

            D. Hansen stated that this intersection was evaluated for traffic signals a few years back.  At that time, traffic signals were not warranted or recommended.  Traffic patterns may have changed since then.

 

            A discussion took place that a traffic impact study will likely be conducted as part of the development process, and that another warrant study and traffic count could be conducted to reflect traffic patterns during the UWGB school year.

 

            A motion was made by M. Kuepers, seconded by Ald. Nicholson, and carried that the request to perform a traffic impact study at the intersection of East Shore Drive and Nicolet Drive to offer resolution to backed up traffic on East Shore Drive and address increased volume of traffic now and in the future with the new development of the VA clinic be referred to DPW staff for a traffic signal warrant analysis of the East Shore Drive and Nicolet Drive intersection.

 

4.         Request by Ald. Theisen to establish a NO RIGHT ON RED WHEN PEDESTRIANS ARE PRESENT condition at East Mason Street and South Webster Avenue. 

           

            D. Hansen stated that Ald. Theisen requested that oversize signs be installed and that a second sign in each direction, perhaps in the median or other side of intersection, should be installed for improved sign conspicuity.  D. Hansen stated that some traffic signals may need to be replaced in order to properly install the larger signs.

 

            A motion was made by M. Schuster, seconded by Ald. Nicholson, and carried that the request to establish a NO RIGHT ON RED WHEN PEDESTRIANS ARE PRESENT condition at East Mason Street and South Webster Avenue be postponed until the Monday, March 22, 2010 Traffic Commission meeting so DPW staff can determine if oversized signs can be placed where Ald. Theisen requested them.

 

5.         Request by Ald. Kocha for time-limited parking zone on Mech Street, north of Basten Street.

 

            D. Hansen stated that since bus turning movements are the traffic issue per Ald. Kocha, then a pair of NO PARKING HERE TO CORNER signs on Mech St. at Basten St. should solve the issue.  If the problem spans the entire block, then matching the nearby Basten St. 2-HOUR 7 AM – 7 PM DAILY zone is more practical.

 

            A motion was made by Ald. Nicholson, seconded by B. Lipke, and carried that the request for time-limited parking zone on Mech Street, north of Basten Street be postponed until the Monday, March 22, 2010 Traffic Commission meeting.

 

6.         Request by the Green Bay Housing Authority to temporarily remove the 2-HOUR PARKING zone on Admiral Court next to Mason Manor to accommodate displaced visitor parking due to building construction activities. 

 

            D. Hansen stated that visitor parking lot reconstruction starting March 1 through September 1 at Mason Manor will require that their visitors find elsewhere to park such as Admiral Ct.  He recommended temporarily removing the existing 2-HOUR zone and re-establishing that same zone on Admiral Ct after lot reconstruction is finished.

 

A motion was made by Ald. Nicholson, seconded by C. Karow, and carried that the request to temporarily remove the 2-HOUR PARKING zone on Admiral Court next to Mason Manor to accommodate displaced visitor parking due to building construction activities be approved by, on a 90-day trial:

 

A.         Removing the 2-HOUR PARKING 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Admiral Court from Fisk Street to the eastern terminus of Admiral Court from March 1, 2010 to September 1, 2010.

 

B.         Establishing a 2-HOUR PARKING 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Admiral Court from Fisk Street to the eastern terminus of Admiral Court after September 1, 2010.

 

7.         Request by Ald. Deneys, on behalf of Frank Jakubiec, to allow overnight parking on weekends throughout the City.

 

            D. Hansen stated that Ald. Deneys would like this item postponed so that F. Jakubiec could speak on the request.

 

            A motion was made by Ald. Nicholson, seconded by C. Karow, and carried that the request to allow overnight parking on weekends throughout the City be postponed until the Monday, March 22, 2010 Traffic Commission meeting.

 

8.         Request by Ald. Wery on behalf of Gary Truckey to add a northbound left-turn arrow to the traffic signal on Taylor Street at Larsen Road. 

 

            D. Hansen stated that a utility cut destroyed the stop bar loop that used to be operational in the northbound inside lane.  DPW has cut in the loop location and plans to reinstall the loop during the 2010 construction season.  This loop extended the green time for NB to WB left turning vehicles.  After this loop becomes operational again, the NB left-turn movement would receive green time extension.  He recommended the request be received and placed on file.

 

A motion was made by Ald. Nicholson, seconded by B. Lipke, and carried that the request to add a northbound left-turn arrow to the traffic signal on Taylor Street at Larsen Road be received and placed on file because the northbound stop bar vehicle sensor, which will provide more green time for Taylor Street left-turning vehicles, will be repaired in the Spring.

 

9.         Request by Ald. Vander Leest for a follow-up on plans for Hazelwood Lane and Wood Lane intersection for curb and sidewalk installation. 

           

            D. Hansen stated that DPW staff met with Ald. Vander Leest, the Ashwaubenon Village President, and their engineer onsite.  The intersection is half in Green Bay, half in Ashwaubenon.  The Village does not want to spend the money to make curb ramp and sidewalk improvements based on the limited information they have on pedestrian activity at the intersection.  The City has no future plans to install curb ramps and sidewalks if the Village does not want to participate.  DPW requires curb ramps at the intersection before painting crosswalks connecting them.  DPW requires sidewalks before installing curb ramps so pedestrians are not forced to walk in the street intermingled with vehicles.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the request for a follow-up on plans for Hazelwood Lane and Wood Lane intersection for curb and sidewalk installation be received and placed on file.

 

10.       Request by Ald. Vander Leest for a traffic operations analysis at the intersection of the West Mason Street south frontage road and Hinkle Street, near Chili’s Restaurant. 

 

            D. Hansen stated that timing changes have been made at the intersection.  Based on preliminary observations, the W. Mason St. south frontage road and Hinkle St. intersections have been improved.

 

A motion was made by M. Schuster, seconded by M. Kuepers, and carried that the request for a traffic operations analysis at the intersection of the West Mason Street south frontage road and Hinkle Street, near Chili’s Restaurant be received and placed on file because recent signal timing changes to the Mason/Hinkle intersection at this location have improved traffic operations.

 

11.       Request by Ald. Weber to place flashing yellow warning lights at the crosswalks by Southwest High School during times when students are out of school for noon, start, and after school. 

 

            A motion was made by Ald. Nicholson to approve the request.  No one seconded the motion and discussion started.

 

            Ald. Weber stated that if pedestrian-actuated (push button) flashing signs were placed at the Packerland/Trojan crosswalk that students would use the crosswalk more often rather than jaywalk. 

 

            A discussion took place that flashing warning signs may give a false sense of security to pedestrians, as flashing signs do not stop motorists like a traffic control signal.  Motorists in this City just don’t understand the pedestrian laws that motorists are to yield to pedestrians within a crosswalk.  Discussion continued about overhead vs. post-mounted signs. 

 

            D. Hansen recommended that a public education campaign to educate motorists and pedestrians on Wisconsin’s pedestrian laws should happen.  He stated that reports of non-compliance to the overhead flashing pedestrian warning signs at Mason/Hartung have been received, and that the directionality of the flashing lights does not give confirmation to the waiting pedestrians that the sign is flashing.  He recommended considering other forms of pedestrian warning such as the new Rectangular Rapid Flashing Beacons (RRFB) that currently can be installed with written approval from the Federal Highway Administration.  This new technology has realized about a 90% compliance rate in areas it has been tested.  The currently-used LED blinker sign assemblies with push buttons, wireless communication, and solar-powered, are estimated at $8,500.00 furnished and installed.  He acknowledged that Packerland/Trojan crossing is used by students and that if any upgrades are considered at this location that they be an application that has demonstrated high compliance by both motorists and pedestrians.

 

            Chairman Hopp stated there is a motion on the floor.  Motion failed by lack of a second. 

 

            Discussion took place that other types of devices should be considered, that their costs be determined, and that the City should seek interim approval of the RRFB.

 

A motion was made by Ald. Nicholson, seconded by B. Lipke, and carried that the request to place flashing yellow warning lights at the crosswalks by Southwest High School during times when students are out of school for noon, start, and after school be postponed until the Monday, March 22, 2010 Traffic Commission meeting so that DPW can seek Federal and State Interim Approval to install Rectangular Rapid Flashing Beacons (RRFB) and estimate costs to furnish and install RRFBs.

 

12.       Request by Ald. Weber to address parking characteristics in the NO PARKING zone on the east side of South Point Road, between West Point Road and He-Nis-Ra Lane

           

            D. Hansen summarized the existing NO U-TURN and NO PARKING restrictions on South Point Rd.  He stated that changing the parking restrictions won’t solve the issue of parents turning around in driveways and recommended that discussions take place with Lombardi Middle staff on ways to reduce/eliminate parents from turning around in S Pt Rd driveways. 

           

            A discussion took place that the parking activity along the east side of South Point Rd. is low compared to the west side of the street, that there is a discrepancy among parents on the difference between a NO STOPPING OR STANDING and NO PARKING zone, that further restricting parking zones on S Pt Rd would just push the problem to He-Nis-Ra Ln, and that a primary traffic issue is that parents are parking too close to the W Pt/S Pt intersection.

 

A motion was made by M. Kuepers, seconded by Ald. Nicholson, and carried that the request to address parking characteristics in the NO PARKING zone on the east side of South Point Road, between West Point Road and He-Nis-Ra Lane be resolved by, on a 90-day trial:

 

A.         Establishing a NO STOPPING OR STANDING zone on the south side of West Point Road from a point 160 feet west of South Point Road to South Point Road.

 

B.         Establishing a NO STOPPING OR STANDING zone on the west side of South Point Road from a point 85 feet south of West Point Road to West Point Road.

 

13.       Request by Alderman Tom Weber to review the traffic flow and parking regulations for the area surrounding King Elementary School and provide recommendations. 

 

            D. Hansen summarized the existing Martin Luther King (MLK) traffic issues and action items from recent parent/staff meetings.  Pick-up and drop-off procedures were modified starting Monday, February 15, 2010. The primary resolution was to allow the school – on a trial basis - to establish a temporary coned walk on the east side of Dancing Dunes Dr. from the south MLK driveway to Painted Trail Ct. placed during school release times.  D. Hansen stated that there would be a sunset date to it, and if MLK's intent was to continue that coned walk, that they would have to seek long-term solutions to the pick-up drop-off issue such as onsite access modifications.  As a short-term solution, he recommended sidewalk be installed behind the curb where the cones are being placed.

 

Ald. Weber stated that long-term solutions to the traffic issues need to be implemented.  The coned sidewalk is only a temporary fix and is not the safest option.  He stated that the property owner where sidewalk would be installed does not want to maintain that future walk, and that discussions have taken place about the potential of school staff maintaining it until the property owner moves.  He supports the sidewalk as a short-term fix but wants long-term solutions implemented.

 

A discussion took place about:

 

·       Needing to evaluate the big traffic “picture” of issues for both nearby Lombardi Middle and MLK Elementary

·       Onsite engineering challenges such as steep slopes where future drives could be constructed

·       Existing parent pick-up locations and student walking patterns on Painted Trail Ct. and within the neighborhood

·       Concern over having the school clear a residential sidewalk

 

A motion was made by Ald. Nicholson, seconded by M. Schuster, and carried that the request to review the traffic flow and parking regulations for the area surrounding King Elementary School and provide recommendations be resolved in that:

 

A.         The Traffic Commission recommends to the Improvement & Service Committee that sidewalk be installed on the east side of Dancing Dunes Drive from the south driveway of King Elementary School to Painted Trail Court.

 

B.         The City continues to work with the Green Bay Area Public School District to solve long-term traffic issues pertaining to the drop-off and pick-up of students at King Elementary School.

 

POSTPONED FROM PREVIOUS MEETING

 

14.       Request by Ald. Kocha to address ongoing speeding concerns on Morrow Street near Forest Street (Motion to conduct an intersection control study at Morrow and Forest Streets and to review the feasibility of allowing on-street parking to one or both sides of the 1500 block of Morrow Street around the curve.)

 

A motion was made by Ald. Nicholson, seconded by C. Karow, and carried that the request to address ongoing speeding concerns on Morrow Street near Forest Street be postponed until the Monday, March 22, 2010 Traffic Commission Meeting.

 

TERMINATION OF TRIAL PERIODS

 

15.       That, on a 90-day trial, to remove the BUSES ONLY parking restriction on the east side of Schoen Street from a point 150 feet north of Jean Street to a point 320 feet north of Jean Street.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the BUSES ONLY parking restriction on the east side of Schoen Street from a point 150 feet north of Jean Street to a point 320 feet north of Jean Street be removed and adopted by ordinance.

 

16.       That, on a 90-day trial, to remove the 2-HOUR 7 AM to 7 PM MONDAY THROUGH FRIDAY zone on the east side of South Quincy Street from Chicago Street to Crooks Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the 2-HOUR 7 AM to 7 PM MONDAY THROUGH FRIDAY zone on the east side of Quincy Street from Chicago Street to Crooks Street be removed and adopted by ordinance.

 

17.       That, on a 90-day trial, to remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on south side of Cass Street from Roosevelt Street to a point 60 feet west of Irwin Avenue.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on south side of Cass Street from Roosevelt Street to a point 60 feet west of Irwin Avenue be removed and adopted by ordinance.

 

18.       That, on a 90-day trial, to remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Porlier Street from Roosevelt Street to Irwin Avenue.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Porlier Street from Roosevelt Street to Irwin Avenue be removed and adopted by ordinance.

 

19.       That, on a 90-day trail, to remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Eliza Street from Clay Street to Irwin Avenue.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Eliza Street from Clay Street to Irwin Avenue be removed and adopted by ordinance.

 

20.       That, on a 90-day trial, to establish a 4-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Cass Street from Roosevelt Street to a point 60 feet west of Irwin Avenue.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 4-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Cass Street from Roosevelt Street to a point 60 feet west of Irwin Avenue be established and adopted by ordinance.

 

21.       That, on a 90-day trial, to establish a 4-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Porlier Street from Roosevelt Street to Irwin Avenue.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 4-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the south side of Porlier Street from Roosevelt Street to Irwin Avenue be established and adopted by ordinance.

 

22.       That, on a 90-day trial, to establish a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Eliza Street from Clay Street to Roosevelt Street.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on both sides of Eliza Street from Clay Street to Roosevelt Street be established and adopted by ordinance.

 

23.       That, on a 90-day trial, to establish a 4-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Eliza Street from Roosevelt Street to Irwin Avenue.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 4-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Eliza Street from Roosevelt Street to Irwin Avenue be established and adopted by ordinance.

 

24.       That, on a 90-day trial, to remove the NO PARKING zone on the north side of Cedar Street from a point 70 feet west of Baird Street to Baird Street.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the NO PARKING zone on the north side of Cedar Street from a point 70 feet west of Baird Street to Baird Street be removed and adopted by ordinance.

 

25.       That, on a 90-day trial, to remove the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to a point 70 feet west of Baird Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to a point 70 feet west of Baird Street be removed and adopted by ordinance.

 

26.       That, on a 90-day trial, to remove the NO PARKING zone on the south side of Cedar Street from a point 100 feet west of Baird Street to Baird Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the NO PARKING zone on the south side of Cedar Street from a point 100 feet west of Baird Street to Baird Street be removed and adopted by ordinance.

 

27.       That, on a 90-day trial, to establish a NO PARKING zone on the north side of Cedar Street from a point 30 feet west of Baird Street to Baird Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a NO PARKING zone on the north side of Cedar Street from a point 30 feet west of Baird Street to Baird Street be established and adopted by ordinance.

 

28.       That, on a 90-day trial, to establish a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to a point 30 feet west of Baird Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY zone on the north side of Cedar Street from Irwin Avenue to a point 30 feet west of Baird Street be established and adopted by ordinance.

 

29.       That, on a 90-day trial, to establish a NO PARKING zone on the south side of Cedar Street from a point 75 feet west of Baird Street to Baird Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a NO PARKING zone on the south side of Cedar Street from a point 75 feet west of Baird Street to Baird Street be established and adopted by ordinance.

 

30.       That, on a 90-day trial, to remove the DISABLED PARKING ONLY 4 PM TO 10 PM zone on the west side of Saint George Street from a point 30 feet south of Main Street to a point 55 feet south of Main Street.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the DISABLED PARKING ONLY 4 PM TO 10 PM zone on the west side of Saint George Street from a point 30 feet south of Main Street to a point 55 feet south of Main Street be removed and adopted by ordinance.

 

31.       That, on a 90-day trial, to establish a DISABLED PARKING ONLY zone on the west side of Saint George Street from a point 30 feet south of Main Street to a point 55 feet south of Main Street.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a DISABLED PARKING ONLY zone on the west side of Saint George Street from a point 30 feet south of Main Street to a point 55 feet south of Main Street be established and adopted by ordinance.

 

32.       That, on a 90-day trial, to remove the NO STOPPING OR STANDING zone on both sides of Cherry Street from Washington Street west to the western terminus of Cherry Street.

 

            A motion was made by Ald. Nicholson, seconded by Cmdr. Sterr, and carried that the removal of the NO STOPPING OR STANDING zone on both sides of Cherry Street from Washington Street west to the western terminus of Cherry Street be rescinded.

 

33.       That, on a 90-day trial, to establish a NO STOPPING OR STANDING zone on the south side of Cherry Street from Washington Street west to the western terminus of Cherry Street.

 

A motion was made by Ald. Nicholson, seconded by Cmdr. Sterr, and carried that a NO STOPPING OR STANDING zone on the south side of Cherry Street from Washington Street west to the western terminus of Cherry Street be rescinded.

 

34.       That, on a 90-day trial, to establish a NO STOPPING OR STANDING zone on the north side of Cherry Street from its western terminus to a point 125 feet west of Washington Street.

 

A motion was made by Ald. Nicholson, seconded by Cmdr. Sterr, and carried that a NO STOPPING OR STANDING zone on the north side of Cherry Street from its western terminus to a point 125 feet west of Washington Street be rescinded.

 

35.       That, on a 90-day trial, to establish a NO STOPPING OR STANDING EXCEPT 1-HOUR MONDAY THROUGH FRIDAY 7 AM TO 3 PM zone on the north side of Cherry Street from a point 125 feet west of Washington Street to a point 100 feet west of Washington Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a NO STOPPING OR STANDING EXCEPT 1-HOUR MONDAY THROUGH FRIDAY 7 AM TO 3 PM zone on the north side of Cherry Street from a point 125 feet west of Washington Street to a point 100 feet west of Washington Street be established and adopted by ordinance.

 

36.       That, on a 90-day trial, to establish a NO STOPPING OR STANDING zone on the north side of Cherry Street from a point 100 feet west of Washington Street to Washington Street.

 

A motion was made by Ald. Nicholson, seconded by Cmdr. Sterr, and carried that a NO STOPPING OR STANDING zone on the north side of Cherry Street from a point 100 feet west of Washington Street to Washington Street be rescinded.

 

37.       That, on a 90-day trial, to remove the NO PARKING zone on both sides of Military Avenue from Lombardi Avenue to Hurlbut Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that the NO PARKING zone on both sides of Military Avenue from Lombardi Avenue to Hurlbut Street be removed and adopted by ordinance.

 

38.       That, on a 90-day trial, to establish a NO PARKING zone on the east side of Military Avenue from Lombardi Avenue to a point 150 feet north of Velp Avenue.

 

            A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a NO PARKING zone on the east side of Military Avenue from Lombardi Avenue to a point 150 feet north of Velp Avenue be established and adopted by ordinance.

 

39.       That, on a 90-day trial, to establish a NO PARKING zone on the east side of Military Avenue from Donald Street to Hurlbut Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a NO PARKING zone on the east side of Military Avenue from Donald Street to Hurlbut Street be established and adopted by ordinance.

 

40.       That, on a 90-day trial, to establish a NO PARKING zone on the west side of Military Avenue from Lombardi Avenue to Hurlbut Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a NO PARKING zone on the west side of Military Avenue from Lombardi Avenue to Hurlbut Street be established and adopted by ordinance.

 

41.       That, on a 90-day trial, to establish a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY parking zone on both sides of Gary Lane from Fellows Drive east through its easterly terminus.

 

A motion was made by Ald. Nicholson, seconded by Cmdr. Sterr, and carried that a 2-HOUR 7 AM TO 7 PM MONDAY THROUGH FRIDAY parking zone on both sides of Gary Lane from Fellows Drive east through its easterly terminus be rescinded.

 

42.       That, on a 90-day trial, to establish a 2-HOUR 7 AM TO 4 PM MONDAY THROUGH FRIDAY parking zone on the north side of Dousman Street from David Drive to a point 110 feet west of Steven Street.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 2-HOUR 7 AM TO 4 PM MONDAY THROUGH FRIDAY parking zone on the north side of Dousman Street from David Drive to a point 110 feet west of Steven Street be established and adopted by ordinance.

 

43.       That, on a 90-day trial, to establish a 2-HOUR 7 AM TO 4 PM MONDAY THROUGH FRIDAY parking zone on the north side of Dousman Street from a point 95 feet east of Steven Street to Murphy Drive.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 2-HOUR 7 AM TO 4 PM MONDAY THROUGH FRIDAY parking zone on the north side of Dousman Street from a point 95 feet east of Steven Street to Murphy Drive be established and adopted by ordinance.

 

44.       That, on a 90-day trial, to establish a 2-WAY YIELD condition on Delray Drive at Trojan Drive.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 2-WAY YIELD condition on Delray Drive at Trojan Drive be established and adopted by ordinance.

 

45.       That, on a 90-day trial, to establish a 1-WAY YIELD condition on Sorrento Drive at Trojan Drive.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 1-WAY YIELD condition on Sorrento Drive at Trojan Drive be established and adopted by ordinance.

 

46.       That, on a 90-day trial, to establish a 1-WAY YIELD condition on Eldora Lane at Trojan Drive.

 

A motion was made by Ald. Nicholson, seconded by M. Kuepers, and carried that a 1-WAY YIELD condition on Eldora Lane at Trojan Drive be established and adopted by ordinance.

 

There being no other items of discussion, a motion was made by Ald. Nicholson, seconded by C. Karow, and carried to adjourn from the regular orders of business.  The meeting ended at 6:25 p.m..  The next Traffic Commission meeting is scheduled for Monday, March 22, 2010, in Room 310 at 5:30 p.m.
