REDEVELOPMENT AUTHORITY OF THE CITY OF GREEN BAY

ORDER OF BUSINESS:

 

1.         Review and action on Resolution No. 622 to purchase 1522 14th Avenue using Neighborhood Stabilization Program Funds.

 

A. Rosendahl stated this property is a National Community Stabilization Trust and is a Fannie Mae foreclosure.  Due to Fannie Mae’s partnership, we are allowed to negotiate.  The negotiation information form was reviewed, noting an accepted offer of $50,500 and an end use as a single-family owner-occupied property.   There was discussion on the condition of the property.  The major rehab cost is associated with the block foundation on the northwest corner.

 

M. Schueller clarified that the property has gone into foreclosure and would be purchased with federal funding.

 

A. Rosendahl stated this is a property that should be easy to turn around.

 

M. Schueller asked what market value the house will have.

 

A. Rosendahl stated that an appraisal will be done once the rehab is complete, but estimated $105,000-$115,000.  The size of the home is 1,068 sq. ft. 

 

A motion was made by T. Weber and seconded by M. Schueller to recommend approval of Resolution No. 622 to approve the purchase 1522 14th Avenue using Neighborhood Stabilization Program Funds.  Motion carried.

 

2.         Review and action on Resolution No. 623 to purchase 201 Oxford Avenue using Neighborhood Stabilization Program Funds.

 

A. Rosendahl stated this is a foreclosure that has been out there for quite a while.  The negotiation information form was reviewed noting an accepted offer of $55,000.  This property was supposed to go to on-line auction next week.  There was discussion on the condition of the property.  The major expense will be the updating or renovating of the hot water heat or bringing in new duct work and a forced air furnace. 

 

A motion was made by T. Weber and seconded by M. Schueller to recommend approval of Resolution No. 623 to approve the purchase 201 Oxford Avenue using Neighborhood Stabilization Program Funds.  Motion carried.

 

3.         Review and action on Resolution No. 624 to purchase and rehabilitate 227 Woodlawn using CDBG Impact Funds for rehab/resale project.

           

C. Renier-Wigg stated this property is located in the impact area and the house is in disrepair.  The City is in the process of purchasing properties on Velp Avenue and there is a displacee on Velp Avenue who would like to stay as a homeowner, but will need some help to do that.  That individual found this house.  The house is not listed, but the owners are willing to sell it to us.  The negotiation information form was reviewed noting an accepted offer of $56,500.  Our contractors will do the rehab work, which will entail a full rehab inside and out including new siding, roof, windows, new garage, new kitchen cabinets, new bathroom fixtures, flooring, and painting.  There was further discussion on the neighborhood and the condition of the house.  The property has a shared driveway and staff will work with the neighbor on sharing the cost of replacing the driveway when the new garage is put in.

 

A motion was made by T. Weber and seconded by M. Schueller to recommend approval of Resolution No. 624 to purchase and rehabilitate 227 Woodlawn using CDBG Impact Funds.  Motion carried.

 

4.         Review and action on acceptance of donated property at 823 Oregon Street by Boyd Baker.

 

C. Renier-Wigg explained that 823 Oregon Street had a fire in the upper level.  The property owner contacted staff indicating he didn’t want the house and offered to donate it to the City.  He offered for the City to remove the house and keep the land or he would remove the house and the City could purchase the land.  The land is valued at $11,400 and there is alley access from the back.  Staff recommends that we accept the donation of the property and we take the building down.  There are salvageable items we could use from the house and this would be a better deal for us as we could take the house down for less than the cost of the land value.  The property is on the east side of West High on a one-block one-way stretch just off of Hubbard Street.  The Salvation Army owns homes on Union Court that they would like to move from their site.  They are older homes with character that would fit in well with the Oregon Street block.

 

T. Weber questioned if we would give the lot to Salvation Army and they pay to move the house or if we buy the house from Salvation Army and move it.

 

A. Rosendahl stated that Salvation Army has promised the homes to NeighborWorks® Green Bay and asked them to put together a project.  NeighborWorks® Green Bay has asked for assistance to get the lots.  Staff would work with NeighborWorks® Green Bay to do a house move to this site. 

 

T. Weber questioned if the RDA would get anything as an end result.  C. Renier-Wigg stated that we could sell the lot to NeighborWorks® Green Bay or, if we donate the parcel to them, we end up with a home on the tax roles.  C. Renier-Wigg stated this lot is buildable and we like to get houses on buildable lots.

 

A motion was made by T. Weber and seconded by M. Schueller to accept the donation of 823 Oregon Street.  Motion carried.
