Purchase Procedures
1. Submit a bid, which will include your offer price and a brief description of your plans for the site, on one or more properties to the Green Bay Neighborhood Division.
Bidding starts with the equalized value of the properties, and is contingent upon the following.
Signed offer to purchase must accompany all bids.
Proof of financing within 30 days of bid opening.
Approval of plans for a single-family home by staff ensuring the home is in character with the neighborhood and includes a basement, front porch, windows on each façade, over-hangs, and garage. Plans to be submitted to RDA Staff within 30 days of a binding accepted offer.
Construction to begin within 60 days of closing and completion within 150 days of closing, unless otherwise agreed in writing and signed by both parties. If the Buyer fails to begin construction within 60 days, the lot shall be transferred back to the RDA upon written request of the RDA and at no cost to the RDA. Upon return of property, the developer shall recieve an amount equivalent to 50% of the price paid at closing less any costs associated with return of the property.
All homes must meet the Uniform Dwelling Code.
If the buyer fails to meet the above deadlines or terms, the buyer shall face penalties as defined in the develpment agreement.

If the above contingencies are not met, the RDA may choose to re-open the bid process. Staff may consider an extension to an offer if the buyer makes a request in writing.
2. The successful bidder will arrange necessary financing and begin refining plans for the house.
3. Submit your finalized house and site plans for staff approval. Also, provide proof of financing within 30 days of bid opening.
4. Once all contingencies are met, set a closing date with staff and your lender. Set a building schedule.
5. Enjoy your new home.
